Abstract Whilst the overall effectiveness of offender rehabilitation programmes in reducing recidivism is now well established, there has been less discussion of the reasons why rehabilitation programmes may be unsuccessful for some offenders. In this paper we suggest that models of change developed in counselling and psychotherapy may have utility in explaining how offender rehabilitation programmes bring about change, and argue that the dominance of cognitive–behavioural treatments in the rehabilitation field means that those offenders who have particularly low levels of problem awareness may be at increased risk of treatment failure. Understanding more about the mechanisms by which programmes help offenders to desist from offending is likely to lead to the development of more responsive and, ultimately, more effective programmes. Some suggestions for those involved in the delivery of offender rehabilitation programmes include: being mindful of the sequence of components of programmes, the development of preparation (or readiness) programmes and offering a broad suite of programmes to cater for different stages of problem awareness and assimilation among offenders. 相似文献

Abstract Prior research is lacking on the incremental contribution of juvenile offender classification systems in predicting recidivism. To address this gap, the present study examined a five-group classification system of severe adolescent male offenders based on the personality and clinical scales of the Millon Adolescent Clinical Inventory (MACI). Group membership was used to predict adult recidivism while controlling for criminal history. Male juvenile offenders classified as anxious/impulsive were less frequent recidivists than most other groups and had fewer charges after release than some other groups. Offenders classified into the psychopathy group were notable for their high rate of recidivism (nearly 50%). These results highlight the potential utility of offender classification systems for informing risk assessments among severe male juvenile offenders. 相似文献

This paper describes the multidisciplinary project Founders and Survivors: Australian Life Courses in Historical Context. Individual life courses, families and generations through the nineteenth and twentieth centuries are being reconstituted from a wide range of data including convict records; birth, death and marriage registrations; and World War I service records. The project will result in a longitudinal study of Australian settlement, the long-run effects of forced labour and emigration on health and survival, family formation, intergenerational morbidity and mortality, and social and geographic mobility. 相似文献

The wage reform, an aspect of perestroyka, is described as it affects industry, and changes in the wage system are outlined. To stimulate better work, wages are being raised and differentials increased; to induce economies in labor, wage increases are to be financed from the enterprise's income. This article applies the homophily thesis to public diplomacy and offers an empirical examination of a country's success in its mediated public diplomacy efforts. It analyzes international frame building, the process of creating or changing media frames in the international communications arena, by applying it to the case of Israeli mediated public diplomacy efforts during the war in Gaza in the winter of 2008–2009. The article claims that one way to use the homophily thesis in empirical analyses of international frame-building campaigns in conflicts is to measure the political and value proximity of a country promoting frames to other countries. Yet, proximity should be measured relatively rather than in absolute terms. Therefore, one should look not only at the dyadic proximity between two actors (i.e., Country A that attempts to promote its frames to Country C), but at the relative proximity between Countries A and C considering the proximity between the rival Country B and the target Country C. The study proposes a model and a method to facilitate empirical analysis of this claim. Using sophisticated computerized content analysis, our analyses demonstrate that relative proximity is related to successful international frame building in the hypothesized direction: The closer the relative proximity between Israel and a foreign country, the greater the acceptance of Israel's views. 相似文献

The pace and reach of technological change has led to calls for better technology policy and governance to improve social outcomes. Technology assessment can provide information and processes to improve technology policy. Having conducted a review of international best practice, we established a set of quality criteria for TA. In effect, good technology assessments are systematic, broad, inclusive and well resourced and are conducted by organisations that are trustworthy and influential. Although not having a formal TA agency, Australia does have a number of recent examples of TA-like activities in the form of ad hoc processes (such as reviews and inquiries) and within other organisations. Drawing on reports, commentaries, discussions and our observations as participants, we have assessed these activities and processes against our quality criteria. Our findings indicate that TA capacity in Australia is fragmented, uncoordinated and variable in quality and impact. We conclude that a formal TA agency could improve Australian technology policy and capacity for technology governance that would be more in line with other nations, notably in Europe. 相似文献

This paper delineates the conditions under which computerized land-use models have been adopted and used in the activities of a number of regional planning agencies. Our discussion is based on intensive case studies of planning agencies and the group includes both model adopters and nonadopters.We find that the presence of advocates of model adoption and of persons interested in their continued refinement and use are of paramount importance in the decision to adopt a model and in its subsequent incorporation into the life of the planning agency. However, although the presence of an advocate is by-and-large sufficient for model adoption, the continued interest of agency staff is necessary but far from sufficient in determining how and to what extent the model will in fact be exercised. At this stage both political and organizational factors become important. Moreover, it is at the use stage, rather than at the consideration of adoption, that the characteristics of the model receive more careful scrutiny and shortcomings become more important.This research has been supported by a grant from the Research Applied to National Needs Division, National Science Foundation (SSH74-19323). 相似文献

This article explores the contribution made by Helen Taylor to the Victorian land reform movement, 1879–1890. It concentrates on her political agency after 1882 to evidence that the importance of Taylor was three-fold. She was a leading activist in all land reforming groups and drew large audiences; she had independent means which enabled her to fund the organisations she was involved in and exert influence on them; and her background as John Stuart Mill’s step-daughter and intellectual collaborator put her in the position of being able to introduce the leading players in the 1880s land campaigns to one another. Taylor introduced Henry George and Michael Davitt to the leadership of the British land movement and thus enabled their involvement. Davitt’s and George’s importance in British land campaigns has been documented by historians but the woman who was instrumental in facilitating their involvement has been largely forgotten. 相似文献
