Local authorities in the UK have come under renewed pressure from central government both to adopt Local Agenda 21 and to advance participative democracy. In late 1996/early 1997, the (then) new unitary authority of Bath and North‐East Somerset Council set up a Local Agenda 21 Issue Commission to review its ‘sustainability’ performance and policy development practice with the direct involvement of the community. The way in which the commission was conceived and conducted resulted in difficulties in identifying and carrying out its task. Nonetheless, it kick‐started significant steps towards LA 21 within the council, and provided valuable insights into LA 21 implementation, and the nature of meaningful consultation.  相似文献

This study investigated whether maternal employment would be associated with teenage sexual attitudes and behaviors likely to increase the probability of teenage pregnancy. Female subjects whose mothers were employed outside the home during the high school years (a) had a greater tendency to begin sexual relations before age 19, (b) expressed less concern regarding the risk of unintended pregnancy, and (c) scored lower on an objective test of their practical knowledge about contraception.Received Ph.D. in social psychology from the University of Washington. The National Crime Victimization Survey has been informed by decades of methodological research on the measurement of victimization. Yet most criminologists have little knowledge of the process or outcomes of this research or its effects on the characteristics of the survey. Using in-house reports, conference papers, agency memoranda, and other documents, this paper describes some of the important methodological research that has taken place since the 1992 redesign of the survey. Much of the more recent research is the consequence of new initiatives for the survey, such as the measurement of hate crime victimization and victimization among the developmentally disabled, as well as periodic supplements. This research finds that the current characteristics of the NCVS reflect decisions made on the basis of methodological research, broader social and political factors, and budgetary constraints.  相似文献

The stable isotope ratios of a seized pathogen culture could potentially reveal information about the environment in which the agent was produced. In this paper we describe general relationships between stable isotopes of carbon, nitrogen, and hydrogen in bacteriological culture media and spores of Bacillus subtilis, an endospore-forming soil bacterium. In numerous media that varied both in nutrient composition and water stable isotope ratios, medium to spore enrichment in carbon isotopes was 0.3 +/- 2.0% per thousand (parts per thousand), and in nitrogen, 4.5 +/- 0.7% per thousand. We achieved mass balance for the contribution of hydrogen isotopes from nutrients (70%) and water (30%) to spores in independent experiments by varying the isotope ratios of nutrients or water. A model was derived for predicting the isotope ratio values of spores from those in nutrients and water.  相似文献

The employee stock ownership plan (ESOP), a capitalist practice, was borrowed for the purpose of rescuing and even consolidating socialist state-owned enterprises during the drive in China to reform ownership. More precisely, ESOP was implemented to bail out failing firms, raise funds, increase work motivation, reduce agency costs, and promote industrial democracy. The findings of a case study of three Chinese state-owned enterprises suggest that some short-term goals were basically achieved, but the accomplishment of the other long-term goals was somewhat problematic. Based on our initial findings, recommendations are put forward for future research and practice.  相似文献

While corruption has long been recognized as an appropriate object of regulation, concern with appearances of corruption is of recent origin, coinciding with declining trust in government in the mid- to late-1960s. The reasoning that would support regulations of appearances, however, remains flawed, as it depends upon a "public trust" model of public service that is incomplete and often misplaced when applied to political representatives. The justification for regulating appearances is unambiguous, however, from the perspective of democratic theory. Democratic institutions of representation depend upon the integrity of appearances, not simply because they are an indication of whether political representatives are upholding their public trust, but because they provide the means through which citizens can judge whether, in particular instances, their trust is warranted. Representatives, institutions, and ethics that fail to support public confidence in appearances disempower citizens by denying them the means for inclusion in public judgments. These failures amount to a corruption of democratic processes.  相似文献
