Hypothermia-related deaths affect vulnerable populations and are preventable. They account for the vast majority of weather-related deaths in the United States. The postmortem diagnosis of hypothermia can be challenging, as there are no pathognomonic signs. The electronic databases of the New York City Office of Chief Medical Examiner and Harris County Institute of Forensic Sciences were searched for all fatalities where the primary cause of death included hypothermia, between January 2009 and July 2019. There were 139 hypothermia deaths in New York City (NYC) with an average annualized rate of 1.7 per million. During this same time, there were 50 hypothermia deaths in Houston with an average annualized rate of 2.4 per million. Males were more likely to die of hypothermia compared to females in both cities. The rate ratio (RR) in NYC was 3.55 (95% CI 2.40, 5.25), while the RR in Houston was 2.83 (95% CI 1.50, 5.32). Age- and sex-specific standardized hypothermia mortality rates were 18.2 (95% CI 15.1, 21.2) per million in NYC and 30.1 (95% CI 21.7, 38.6) per million in Houston. The comparative hypothermia death ratio was 1.66 (95% CI 1.19, 2.30), indicating hypothermia mortality in Houston was 66% higher than in NYC. There was no correlation between zip code poverty rates and hypothermia-related deaths. The most consistent autopsy finding was Wischnewski spots (56.6%), and ethanol was the most common toxicological finding (36.5%). Local agencies can use this data to target these higher-risk populations and offer appropriate interventions to try to prevent these deaths.  相似文献

Infrastructure provision the world over has undergone a series of profound changes in the manner of its financing and governance over the last 30 years or so. While the role of the state has diminished as a direct provider, builder and operator of infrastructure, its role as regulator and overseer has undergone substantial growth, increasing the regulatory burden on the state. While this transition has occurred relatively smoothly in developed country contexts, in developing countries the diffusion of the regulatory state has produced manifestly different forms of governance, stressing the regulatory capacity of existing and newly formed regulatory bodies. This paper explores the impact and manifestations of regulatory diffusion in the context of the Thai energy sector and the governance mechanisms responsible for electricity generation, transmission and distribution.  相似文献

The corroding impacts of anti-terrorism measures on citizenship have been much discussed in recent years. Drawing on qualitative research from the UK, this article argues that citizens do indeed frequently feel that aspects of citizenship – such as rights, duties, identity claims and the ability to participate in the public sphere – have been significantly dampened by developments in this policy area. At the same time, however, participants in our research also articulated a number of strategies through which they or others have sought to resist the logics, exercise and impacts of anti-terrorism powers. These included voicing explicit opposition to particular measures, resisting ‘outsider’ or ‘victim’ subject positions, and a refusal to withdraw from established forms of political engagement. Whilst such resistance should not be overstated, we argue that these strategies emphasise the co-constitutive rather than linear relationship between public policy and citizenship. Anti-terrorism powers do indeed impact upon citizenship claims, for instance in the curtailment of formal rights. Equally, the everyday, lived, experiences and practices of citizenship contribute to, and help shape, the perceptions and understandings of anti-terrorism policy from within the citizenry  相似文献

Individuals who are high in rape myth acceptance (RMA) have been found to report a high proclivity to rape. In a series of three studies, the authors examined whether the relationship between RMA and self-reported rape proclivity was mediated by anticipated sexual arousal or anticipated enjoyment of sexually dominating the rape victim. Results of all three studies suggest that the anticipated enjoyment of sexual dominance mediates the relationship between RMA and rape proclivity, whereas anticipated sexual arousal does not. These findings are consistent with the feminist argument that rape and sexual violence may be motivated by men's desire to exert power over women. Theoretical and practical implications of our findings are discussed.  相似文献
