Russian Public Sector Employees’ Reasoning of Ethical Behavior: An Empirical Study

ABSTRACT

The purpose of this study is to examine the ethical reasoning of Russian public sector employees based on age, gender, management experience, specialization by the area of activity, and tenure with the current employer. Using t-test and one-way ANOVA statistical analyses, this study analyzed the ethical reasoning of 199 Russian public sector employees. Significant differences in ethical reasoning were observed among public sector employees based on age and specialization by the area of activity, but no significant differences in ethical reasoning were found among respondents based on gender, management experience and tenure with current employer.     

Lessons from “Around the world with Oprah”: Neoliberalism,race, and the (geo)politics of beauty

On 6 October 2004, viewers went “Around the world with Oprah” and received a rare glimpse inside the lives of 30-year-old women from 17 different countries. When Oprah turned her gaze (and that of middle-class American housewives) eastward, she highlighted South Korean women's penchart for plastic surgery. Oprah's “trip” to South Korea is emblematic of Western discourse surrounding South Korean Women's plastic surgery consumption, most of which focuses on cosmetic eyelid surgery or the sangapul procedure as it is called in South Korea. Given its widespread popularity, the sangapul procedure has come to signify South Korean women's acquiescence to not only patriarchal oppression but racial oppression as well. This essay goes beyond the psychologization of South Korean women in order to ask what such psychological musings obscure about the very political nature of beauty itself. Using “Around the world with Oprah” as a starting point, then, this essay examines beauty at the intersection of race, technology, and (geo)politics in order to show that, in an era of neoliberalism, plastic surgery is often rationalized as an investment in the self towards a more normal, if not better future. As this essay suggests, such a framing of plastic surgery is contingent on Oprah's production of neoliberal feminism based on liberal notions of choice. Given her global reach, these neoliberal feminist subjects are not produced equally, however, but are discursively constructed along a First World/Third World divide.     

Decentralisation,socio-territoriality and the exercise of indigenous self-governance in Bolivia

This article analyses the ‘indigenous autonomy’ being constructed in two dozen Bolivian municipalities and territories, in accordance with the 2009 Constitution. It finds that Bolivia’s 1994 decentralisation reforms, which created the country’s system of municipalities, are central to understanding the contemporary implementation of indigenous autonomy. Some indigenous people view as favourable the representative and material gains achieved by municipalisation, which helps explain why more majority-indigenous communities have not yet chosen the new option of indigenous autonomy. However, the new legal framework also limits indigenous self-governance, because territorial delimitations of the country’s municipalities are generally inconsistent with indigenous peoples’ ancestral territories. The new institutions of self-governance are legally obligated to include discrete legislative, executive and administrative functions, reflecting not indigenous norms but a municipal structure of liberal design. This study illustrates the way that indigenous self-determination may encounter obstacles where indigenous territorial jurisdictions must coincide with contemporary boundaries of colonial origins, rather than with pre-colonial territories.

Livestock Production,Rural Poverty,and Perceived Shocks: Evidence from Panel Data for Vietnam

This paper assesses the contribution of livestock to reducing rural poverty and examines the determinants of livestock assets with panel data from Vietnam. The findings show that livestock production contributes to reducing poverty and livestock assets are influenced by the number of shocks that households faced during the last three years, access to credits, farmland size, education of household head, irrigation system, and access to the national electricity. We suggest that empowering rural households to better cope with shocks contributes to developing livestock and consequently to reducing rural poverty.     

Race, Region, and Representative Bureaucracy

Scholars of representative bureaucracy have long been interested in the linkage between passive representation in public agencies and the pursuit of specific policies designed to benefit minority groups. Research in this area suggests that the structural characteristics of those organizations, the external political environment, and the perceptions of individual bureaucrats each help to facilitate that relationship. Work to date has not, however, sufficiently investigated the impact of region on representation behavior, which is surprising given the emphasis that it receives in the broader literature on race and politics. Drawing on that literature, this study argues that, for black bureaucrats, region of residence is an important moderator of active representation because it helps to determine the salience of race as an issue and the degree of identification with racial group interests. It tests hypotheses related to that general argument in a nationally representative sample of more than 3,000 public schools. The results suggest that black teachers produce greater benefits for black students in the South, relative to other regions. A supplementary analysis also confirms the theoretical supposition that race is a more salient issue for Southern black bureaucrats, when compared with their non-Southern counterparts.     

Political Accountability in Hong Kong: Myth or Reality?

This article assesses the practice of political accountability in Hong Kong: whether it has largely been realised in practice, or whether it is merely a political slogan for the government to justify its executive-led governance. The analysis begins with a review of the theoretical concepts of political accountability and ministerial accountability, and then establishes an operational framework to analyse the current practice of political accountability in Hong Kong's political system. It concludes by addressing the degree of political accountability overall.     

Calling Out the Persistence of Racism

In this issue New Political Science begins a new tradition, printing an extended review essay of the book that received the Michael Harrington Book Award at the most recent American Political Science Association Meeting. The Michael Harrington Award is given for an outstanding book that demonstrates how scholarships can be used in the struggle for a better world. In 2011, the award went to Michelle Alexander for her book The New Jim Crow: Mass Incarceration in an Age of Color-Blindness.
