The political and intellectual landscape of Mexico has been changed by two dramatic events: a new democratic experience, with the triumph of Vicente Fox in the presidential elections of the year 2000; and the relevant role that intellectuals are playing in public opinion. Soon, the democratic experience turned from illusion to deception, basically because Mexican political culture still is authoritarian, and this is something Mexican intellectuals could not accept. Their critics point out that democracy in Mexico is as new as it is weak, and Fox's government has been attacked in the media as no other president in recent history.  相似文献

The delivery of forensic science evidence in a clear and understandable manner is an important aspect of a forensic scientist's role during expert witness delivery in a courtroom trial. This article describes an Integrated Evidence Platform (IEP) system based on spherical photography which allows the audience to view the crime scene via a virtual tour and view the forensic scientist's evidence and results in context. Equipment and software programmes used in the creation of the IEP include a Nikon DSLR camera, a Seitz Roundshot VR Drive, PTGui Pro, and Tourweaver Professional Edition. The IEP enables a clear visualization of the crime scene, with embedded information such as photographs of items of interest, complex forensic evidence, the results of laboratory analyses, and scientific opinion evidence presented in context. The IEP has resulted in significant improvements to the pretrial disclosure of forensic results, enhanced the delivery of evidence in court, and improved the jury's understanding of the spatial relationship between results.  相似文献

Microbial biomarkers that indicate aspects of an organism's growth conditions are important targets of forensic research. In this study, we examined fatty acid composition as a signature for the types of complex nutrients in the culturing medium. Bacillus cereus T‐strain spores were grown in medium formulations supplemented with one of the following: peptone (meat protein), tryptone (casein protein), soy protein, and brain–heart infusion. Cellular biomass was profiled with fatty acid methyl ester (FAME) analysis. Results showed peptone cultures produced spores enriched in straight‐chained lipids. Tryptone cultures produced spores enriched in branched‐odd lipids when compared with peptone, soy, and brain–heart formulations. The observed FAME variation was used to construct a set of discriminant functions that could help identify the nutrients in a culturing recipe for an unknown spore sample. Blinded classification tests were most successful for spores grown on media containing peptone and tryptone, showing 88% and 100% correct identification, respectively.  相似文献

Singapore and Hong Kong are very different and yet very similar in many respects. A study of their current profiles and historical development indicates that the two have achieved comparable economic successes through different development strategies. After World War II, Singapore gained political independence while Hong Kong achieved economic restructuring. The Singapore government adopted an interventionist approach to develop its economy, while the Hong Kong government followed the laissez‐faire principle. However, as the two were maturing socially and economically in the last few decades, both governments found the necessity to adopt a hybrid strategy of mixing economic interventions with the free‐market approach. An examination of public finance and economic policies since the onset of the Asian economic turmoil shows that the two have become increasingly similar in their economic approaches, with heavy emphasis on stabilizing the economy and stimulating business activities through government initiatives. Based on their projected economic, social and political development, the Hong Kong government is expected to become more interventionist while its Singapore counterpart is expected to go in the opposite direction. The economic development strategies of the two governments, coming from two extremes, will become more alike in the foreseeable future, for reasons of political feasibility in the former. This article discusses the nature of political leadership in Hong Kong in general and the dilemmas facing politicians in the process of decolonization in particular. The politicians are certainly not performing “public service” as in a colonial administration. They are competing for political power and control in the government during the transition of Hong Kong from a British colony to a Chinese Special Administrative Region. Some politicians adopt a mobilization style of leadership to draw public support; some maintain an elitist style to preserve the status quo; some use a confrontational style to push for a democratic government and to resist Chinese intervention in the internal affairs of Hong Kong; some take a cooperative and compromising approach in resolving conflicts and dealing with China; and some attempt to adopt a moderate style by emphasizing rational and workable solutions to political dilemmas. The dilemmas of transition include: (1) the choice between democracy and conservatism; (2) the proper relationship between Hong Kong and China after 1997; (3) the conflict as to whom the politicians represent: the Hong Kong people or the Chinese leaders. The choice of any two polarized positions in the dilemmas will result in devastating consequences for Hong Kong. The task of the politicians is therefore to balance, rather than to accentuate, the divergent tensions between the antagonistic political forces. In the final analysis, the politicians will have to play the role of balancer between the future sovereign master and various political actors.  相似文献

Scholars and practitioners alike advocate involving stakeholders in environmental decision making, although there is uncertainty regarding the effectiveness of public involvement tools and the degree of public involvement in the decision making process. Some researchers have gone a step further to promote the use of public surveys and stakeholder interviews as preferred means to include public concerns in environmental decision making. However, there is little evidence as to whether public involvement tools are effective at representing public preferences, especially when there is a shortage of technical information to inform public opinion. This study examines the effectiveness of surveys and stakeholder interviews for assessing the District of Columbia's environmental problems in a comparative risk assessment. The findings suggest that these public involvement tools are less effective when there is a shortage of technical data. Instead, more deliberative forms of public involvement may generate greater convergence of opinion regarding environmental problems.  相似文献
