Better law‐making and the interinstitutional (dis)agreements: Some comments

This work argues that there is no univocal interpretation of what regulatory policy is and pursues. Taking the strategy of the European Commission as a starting point only, it addresses more specifically the Union legislature's perspective, which, in a democratic decision‐making process, cannot compromise its autonomy. In the unique constitutional universe of the European Union, the “Better Law‐Making” agenda pursues an important additional objective: facilitating the very process of adopting legislation by means of interinstitutional conflict prevention mechanisms and through a common approach to interpretation and implementation of primary law. That is the main purpose of the Interinstitutional Agreements on the quality of legislation, which place them in the position of a sort of soft constitutional law.     

Authoritarian Regimes and Their Permitted Oppositions: Election Day Outcomes in Cuba

Electoral opposition to long‐established authoritarian regimes may be loyal or rejectionist. Loyal oppositionists vote to send a selective signal to rulers; rejectionist oppositionists vote blank or void the ballot in full disapproval. In Cuba, the number of candidates equals the number of seats, yet voters may vote blank, void, or selectively (choosing some but not all candidates on the ballot), although the Communist Party has campaigned for all candidates. This article uses a unique dataset for Cuba's 2013 National Assembly elections to study aggregate opposition outcomes. It shows the emergence of a loyal opposition, which sometimes votes for and sometimes against Communist Party candidates. The rejectionist opposition, stable over time, never votes for Communist Party candidates; it is found where the Communist Party behaves monopolistically. This combined opposition has better national‐level political information; it comes from more educated or larger urban areas or areas closer to Havana.     

Entre la pampa del lenguaje y el alambrado de la escritura: la mancha roja como síntoma de la ambigüedad de lo real en La ocasión de Juan José Saer

La presencia recurrente del color rojo en La ocasión de Saer desempeña una función desestabilizadora en relación a la representación figurativa. En el artículo se establecen analogías entre esta función y el elemento voluble, no mimético de la pintura que el pensador e historiador de arte, Georges Didi-Huberman, denomina como “pan” en contraste con el detalle, categoría asociada con el carácter icónico de la pintura. Al igual que el “pan”, las manchas rojas en la novela apuntan a la dimensión de lo real que se resiste a la legibilidad y señala los límites de la narrativa realista. Saer se vale de contrastes cromáticos para aludir a tensiones políticas y epistemólogicas y a las paradojas de escribir una novela situada en el siglo diecinueve pero incorporando la experiencia literaria del siglo veinte.     

Administrative Innovations and Accountability Failures: The Termination of the Spanish Telecommunications Agency

We discuss how far accountability practices may be relevant to the success of independent regulators in countries without a tradition of administrative autonomy. We develop a conceptualisation of agency accountability failures and develop an analytical framework to examine the life and termination of the Spanish regulatory agency for telecommunications, CMT (Comisión del Mercado de las Telecomunicaciones - Telecommunications Market Commission). We argue that the CMT’s termination was related, among other reasons, to accountability failures in its institutional design. The paper relies on a variety of sources, including legislation, literature, media coverage, and semistructured interviews with agency officials and several stakeholders.     

Ritual Demonstrations versus Reactive Protests: Participation Across Mobilizing Contexts in Mexico City

Using an innovative survey of protest participants and nonparticipants from five major street demonstrations in Mexico City in 2011 and 2012, this study tests the assumption that influences on protest participation vary across different types of events; namely, ritual demonstrations and reactive protests. The comparison is based on two assumptions: that these are two of the dominant forms of protest in contemporary Latin America, and that specifying the context for different types of social movement participation provides a better understanding of the individual mobilization process for groups seeking to defend their rights or gain new benefits. The comparative analyses reveal some crucial differences. Political interest and previous political experience are more influential in the decision to take part in reactive demonstrations. For ritual demonstrations, the decision to participate tends to be driven more by personal and organizational connections.     

Volatile Organic Compounds,Spectral Characterization and Morphology of Ammonium Nitrate Fuel Oil (ANFO) Samples

Ammonium nitrate fuel oil is an explosive mixture found in most antipersonnel landmines (APL) buried throughout the Colombian territory. During more than 50 years of internal conflict, the Colombian government has found that trained dogs are the most effective method to detect APL. However, the olfactive signature in ANFO is unknown and also if there are differences in detection related to the explosive manufacturing origin. Therefore, this work begins with the analytical validation of the method used to determine ammonia, in its derivatized form as carbamate, released by home-made ANFO using HS-SPME-GC-FID. Once validated, the method was used to identify ammonia and other organic volatile compounds present in ANFO, under laboratory and simulated field conditions. The validation process includes the evaluation of the optimum conditions for the derivation and extraction of butylcarbamate, the determination of the working ranges with linear response in FID, the limits of detection and quantification, the sensitivity, and the precision. The results of the validation established linearity and sensitivity in a concentration between 20 and 120 mg/L, as well as low limits of detection and quantification of 6.4 and 21.4 mg/L, respectively. Also, an intermediate precision of 11% for butylcarbamate with a repeatability of 8%. The validated method showed in real samples of home-made ANFO besides ammonia, the presence of low molecular methylamines, and also exhibited differences in volatile compositions according to the origin. The objective of this work is to offer a reliable analytical methodology for the extraction and analysis of volatile compounds from ANFO.     

Distribution of the Minutiae in Hypothenar Palm Prints in Slovak Adults: Indications for Personal Identification

Minutiae are small distinguishing features found along every ridge flow, which make each friction ridge print unique. The most common friction ridge prints found at the crime scene are fingerprints; therefore, the most of the minutiae studies are focused exactly on this kind of prints. The authors believe that further examination and enlargement of the palm print database could result in better use of the palm prints for personal identification. We analyzed a total of 160 palm prints from 40 females and 40 males aged between 18 and 70 years from Slovakia. For the evaluation of the minutiae, the area of the hypothenar had to be marked out. The classification of the minutiae used for this study was based on a modified version of the classification system using the total of 13 types of minutiae. The frequency of every minutiae type was calculated and, using the chi-square test with Yates's correction, bilateral and sex differences were assessed. The relationship between the different types of minutiae was examined with Pearson's correlation test. During the initial phases of the identification process, the focus should be on the least common types of minutiae (Y or M and return), which were found not to correlate; thus, their mutual occurrence is random (e.g., overlap—Y or M, crossbar—return, or Y or M—dock). The results of the present study show which specific minutiae types are the most suitable for personal identification. These findings may be beneficial in more effective outcome of the identification process.     

The political strategy of external aid

When creating a process of international aid, the definition of a political strategy is critically important. In theory, a government able to deliver services and goods to its population and to guarantee participation in decision-making might not need the presence of international aid. International aid should bridge an existing gap between a government and its own population by adopting a relevant political strategy. This viewpoint proposes a reference framework for international cooperation actors to define their basic political strategy and provides a comprehensive framework for situating different political strategies into a wider approach.
