Despite recent legal advances for LGBT citizens, including the Supreme Court's recognition of a constitutional right to engage in private, consensual, same‐sex sex, prisons continue to regulate sex in much the same way they have been doing since the nineteenth century. Nationwide, prisons bar consensual sex among prisoners, and those who violate this policy face severe punishment, including administrative segregation. Interviews with prison officials from twenty‐three states uncover beliefs linking consensual sex with violence that places the overall security of the prison at risk. While supporting LGBT rights and the decriminalization of same‐sex sex in society, officials insist that prisons are not suited for similar change. This article explains why prison officials have been so committed to this policy and argues that the time has come to reconsider prison regulation of consensual sex. 相似文献

Abstract: Current protocols for examining hair do not attempt to differentiate hair color using instrumental analysis. In this study, hair samples treated with 55 different red hair dyes were analyzed using UV‐visible microspectrophotometry between 200 and 700 nm. Using air as a background reference gave the best results, although mounting media such as glycerin could also be used. The contribution of the hair substrate is predominantly observed in the range of 300–400 nm while the dye peak is evident in the range of 425–550 nm. It was found that the presence of hair dye reduces the overall intrasample variability of the hair color. In addition, visual inspection and spectral interpretation showed that dyed hair exhibits distinct and discernable shades. The color of all samples was stable during storage and while all hair dyes fade with washing, significant fading of the color was only evident after daily washing for 3 weeks. 相似文献

This study explores processes and policies that facilitate the development of community trails. With funding from Active Living Research and the research framework of the Physical Activity Policy Research Network (PAPRN), we conducted a multiple-site case study. A total of six trails in Hawaii, Massachusetts, Missouri, North Carolina, South Carolina, and Washington were chosen for study. The goals of this case study were to identify the policy influences on trail development, explore the roles of key players in trail development, and compare and contrast findings from the different trails. Trail development can be a long process. Some of the trails took over a decade to complete because of funding, opposition, and roadblocks in the form of design standard policies. Work in trail development requires a team of many players, and it is necessary to balance their varied motives to accomplish a shared overall goal. Foresight through the master planning process is also a vital component of successful trail development. Finally, community involvement is key. Communities contemplating trail development should explore the effects of policy on the trail projects reported here to proactively identify potential influence. 相似文献

The 2016 presidential nominating process presented the American public with an interesting and tumultuous set of contests. Despite the unique nature of both the Democratic and Republican contests, the candidates stuck to the usual campaign activities to help influence voters. However, one of these campaign tactics, campaign visits, has been vastly understudied. Using a uniquely compiled dataset and a hierarchical linear model, I am able to test how campaign effects, including visits, as well as an individual’s predispositions impacted vote choice in the 2016 presidential nominating contests. The results demonstrate that the 2016 presidential nominating contests were decided based on a combination of both campaign activities and individual-level predictors. 相似文献

Linking isolated instances of organized crime in a systematic way can inform law enforcement in identifying high-risk activities
and markets and prioritizing them according to objective factors known to be associated with organized crime. There are five
ways in which risk assessment organized crime can be achieved. Improvements to data collection, utilizing a team approach
to gather information, identifying common elements in organized crime incidents, understanding the parameters of a risk assessment
instrument, and connecting organized crime risk assessment to the implementation of law and policy are practical ways in which
organized crime activity can be better anticipated, investigated, and prevented. Connecting isolated incidents to organized
crime through better information from offenders, victims, and police is possible with teams of investigators, researchers,
and analysts. An organized crime risk assessment tool is presented that offers systematic analysis of opportunity factors,
the criminal environment, and harm potential among the seventeen risk factors identified. Risk assessment can be used to evaluate
the influence of organized crime in local jurisdictions, and the impact of new laws and policies that affect commerce and
