International research collaboration (IRC) is associated with both positive and negative effects on the performance of research in emerging economies. While some authors claim that North–South collaborations improve scientific quality and visibility for Southern countries, others claim that it may entail the reorientation of research to comply with Northern agendas. South–South collaborations are thought to increase the focus on local affairs, therefore leading to a relatively small number of scientific international publications appearing in “high quality” journals. Research on the impact of IRC beyond publications in international journals has been neglected despite the importance of other products in knowledge creation. This research uses a broad range of scientific outputs to empirically assess such assumptions and explore the outcomes of IRC in Colombia. Results from multivariate regressions and nonparametric analyses show that, contrary to common assumptions, Colombian research teams collaborating with partners from the global South report higher scientific production, while those collaborating with Northern countries seem to contribute to local knowledge the most. 相似文献

The Covid-19 pandemic has revealed and accelerated an information crisis as well as a health one. What we discover about Covid 19, how it spreads, to whom and why and how best to mitigate it—all depend on information. The essays in this special section, which this article introduces, explore the importance of information and the fundamental role of fact checkers in understanding how information flows, why mistakes are made, and how to counteract them. Fact checking as an idea and a practice emerged in the early twenty-first century, developed as a positive beacon to counteract a growing sense that information could no longer be trusted. Now, more than a decade after its creation, fact checking sits within a far more complex and chaotic media context, and its expertise and understanding has never been so important. Credit markets are expanding, and with them also the automated, large‐scale commercialization of personal credit data. The increasing use of data and scores for commodified decision making lends greater urgency to the study of credit data regulatory regimes. This article promotes a comparative regulatory governance perspective as the basis for theory‐driven, multidimensional measurement. In order to measure consumer protection, we distinguish three different subregimes (collection, profiling, and use) and construct a two‐dimensional index of consumer protection (market restriction and user empowerment). We then assess the index and demonstrate its applicability and validity, building on empirical analysis of the regulatory regimes in the United States, France, Sweden, and Israel for the year 2019. Our approach points to a new direction in researching and measuring regulatory regimes in a comparative manner, which looks beyond national analysis toward an in‐depth understanding of other, equally important, levels of variation. 相似文献

In 2010, this journal published an early exposition of inclusive masculinity theory. Since then, the theory has been widely adopted within both the sport and masculinities literature. Furthermore, a large number of other scholars not using the theory have also documented and labelled new masculinity types. There has also been refinement of Inclusive Masculinity Theory, alongside theoretical critiques. In this article, we provide an overview of the genesis of the theory and its refinement, before considering and responding to published and unpublished critiques of the theory. - Application of an issues management approach to corporate social responsibility consists of identifying, evaluating and responding to those issues that an industry must address in order to be socially responsible. This research focussed on identifying social and environmental issues relevant to the US forest products manufacturing industry. Towards this end, 14 interviews were conducted with key‐informants drawn from non‐government organizations, government and political offices, forest products associations, a multilateral organization and an extension expert. A rich set of issues was generated covering social and environmental issues. However, such a set may contain issues that are far too radical and may be challenging for companies to pursue. Accordingly, in order to develop a doable, socially credible and concise set of issues, a Delphi technique was employed consisting of forest products management and marketing academicians from various US universities. A two‐round Delphi resulted in identification of six social and six environmental issues that the US forest products manufacturing industry must address in order to be socially responsible. This proposed two‐stage process may have special relevance for companies that are entering into new markets overseas.

History is institutional memory writ large. One looks at economic history to see what problems recur, what causes them to recur, what solutions have worked best in the past, and which interventions have made the problems worse. The authors argue that a moderately complex interaction between the workings of the financial sector, the way in which the political system is organized, and the administration of regulation makes perfect regulation of the financial sector extremely unlikely. Many of these problems arise as a result of conflicting incentives for those participating in and regulating the financial field. The authors find that some proposed solutions have improved matters but have costs, and that some proposed solutions have actually worsened problems in the financial sector.

The National Oceanic and Atmospheric Administration instituted a Planning, Programming, Budgeting, and Execution System (PPBES) in 2002. As supplemented by matrix management, PPBES was appealing as an effort to rationalize the performance of an agency with an especially high degree of functional overlap among its component parts. Although PPBES has had some salutary effects, the agency's experience to date consistent with accounts of the difficulties that led to the abandonment of program budgeting by the civilian bureaucracy almost 40 years ago. As such, it speaks to the limits of performance assessment as a means of reallocating resources and responsibilities across organizational boundaries. 相似文献

In political science, there are two classes of spatial models: those which are based on a distance logic and those which are based on a directional logic. This distinction can be found in terms of diverse topics, as voting theory, coalition theory or legislative politics. While Tsebelis (Br. J. Political Sci. 25:289–325, 1995) among others discussed implications of distance models, the respective counterparts for directional models have not been explicitly derived in the existing literature.
