Abstract

For decades, economists concerned with the problems of economic development have noted the typical existence of surplus labor in heavily populated, underdeveloped countries, most notably those of Asia, in which the factor endowment consists of abundant and often rapidly growing labor forces coupled with scarcity of both land and capital. In such countries, the vast majority of the population usually is engaged in agricultural activities and, at a minimum, is characterized by substantial seasonal unemployment during the slack agricultural times of the year and, more typically, also has substantial disguised unemployment throughout the entire year. Also characteristic of such countries is a continuing large-scale migration of labor from rural to urban areas, which transforms the disguised agricultural unemployment into open urban unemployment as the newly (and not-so-newly) arrived urban residents discover that the jobs they seek are substantially fewer than the number of job-seekers. Furthermore, even those fortunate enough to find urban employment often appear to be substantially underemployed, for example, in jobs within the government sector, in petty retail trade, and as messengers and private household servants. Even in countries that have been experiencing relatively high levels of investment and fairly rapid rates of economic growth, the employment problems are far from eliminated and cause social and political problems as well as economic ones. It seems ironic that in such countries there exists simultaneously so many people seeking work and so much work that could be accomplished and could raise basic living standards if the unemployed (and underemployed) workers could be engaged in productive (and more productive) activities.  相似文献

There are growing pressures for the public sector to be more innovative but considerable disagreement about how to achieve it. This article uses institutional and organizational analysis to compare three major public innovation strategies. The article confronts the myth that the market‐driven private sector is more innovative than the public sector by showing that both sectors have a number of drivers of as well as barriers to innovation, some of which are similar, while others are sector specific. The article then systematically analyzes three strategies for innovation: New Public Management, which emphasizes market competition; the neo‐Weberian state, which emphasizes organizational entrepreneurship; and collaborative governance, which emphasizes multiactor engagement across organizations in the private, public, and nonprofit sectors. The authors conclude that the choice of strategies for enhancing public innovation is contingent rather than absolute. Some contingencies for each strategy are outlined.  相似文献

Depuis les années 1980 les approches cognitives des politiques publiques rencontrent un grand succès. Nous nous interrogeons ici sur leur contenu en le confrontant à la cognition telle que la pensent les sciences du même nom (principalement ici la psychologie cognitive) qualifiée de cognition forte. Après avoir défini trois types d'intégration des sciences cognitives aux sciences sociales (terminologique, méthodologique et théorique), nous cherchons à classer plusieurs approches de politiques publiques en fonction de notre taxinomie. Nous observons que dans la majorité des cas, les références à la cognition ne visent pas à transférer une théorie d'une discipline à l'autre. La cognition étudiée par les analyses des politiques publiques est le plus souvent une cognition faible, sauf exceptions. Nous concluons en examinant les enjeux épistémologiques soulevés par ces dernières et tâchons d'avancer quelques pistes pour expliquer ce phénomène.  相似文献

Mediators generally avoid the issue of whether parties accept their individual share of responsibility for a conflict. But the results of this study demonstrate the important role that taking responsibility for the conflict can play to encourage the emergence of cooperation within the mediation process. In this article, the author first explores the role of responsibility within the context of various mediation approaches and styles. Next, he reports the results of a quantitative study that examined the attitudes of disputants involved in workplace conflict mediations. His results indicate that acceptance of responsibility can play a parodixical role in the mediation process: it seems to be effective only when both parties jointly acknowledge responsibility. When responsibility is acknowledged unilaterally, it seems to have a negative effect on the emergence of cooperation. Finally, the author proposes an intervention strategy for mediators that is designed to encourage the joint acceptance of responsibility and thus facilitate the emergence of cooperation in mediation.  相似文献

Growing attention is being paid to the generational differences in the work orientations of professionals, particularly among Baby Boomers and Generation Xers. It is suggested that the role that work plays in one's life is the most significant generational difference, where Generation Xers are viewed as less committed to work, careers and employers than Baby Boomers. Most of this literature however is supported at best by anecdotal evidence rather than empirical data. This paper empirically addresses two questions: (1) are Generation X lawyers less committed to their work than Baby Boomer lawyers?; and (2) do the factors related to work commitment differ for Generation X lawyers and Baby Boomer lawyers? The regression results show there is no significant generational difference in work commitment. The generations do differ in the factors that are related to their work commitment however. Work effort and extrinsic rewards are generally more highly related to Baby Boomers' commitment and intrinsic rewards to Generation Xers' work commitment.  相似文献

Abstract

As the title indicates, Zhou En-lai is the link which joins together the two distinct parts of this brief work. The first section by Davison and Selden is a short interpretive history of the Chinese revolution from the Opium War to 1975, highlighting Zhou's participation in and contributions to it. The second section contains reprints from New China Magazine of Zhou's 1971 talks with Americans on selected topics including class struggle in the socialist period, slogans, the Cultural Revolution, and U.S.-China relations.  相似文献
