Protest,citizenship and democratic renewal: the student movement in Chile

What is the significance of upsurge of protest and claims-making for how we understand citizenship in relatively new democracies? In Chile, some 20 years after a paradigmatically successful democratisation, student protests for a more equitable education system have re-politicised and transformed debates about what democracy and citizenship should mean. Claims are being staked not only for educational reform but also for a new model of citizenship based on rights and welfare, in contrast to neoliberal models of citizenship as individualisation and consumption. In raising consciousness as regards the costs of neoliberal democracy, the student protests are reviving the country's radical traditions and past practices of an engaged, political active youth movement.     

αLe phénomèna bureaucratique et le Canada français: une réponse au professeur Bakvis

Abstract. In the spring of 1978 Canadian Public Administration published an article entitled “French Canada and the ‘bureaucratic phenomenon’”. The author, Herman Bakvis, suggested that Michel Crozier's model of bureaucratic behaviour be used to study the bureaucratic behaviour of French Canadians, since the French and French Canadians appear to share important cultural traits. In his analysis of the federal public service, Bakvis overestimates the influence Prime Minister Trudeau had on the operations of the federal bureaucracy. “French Canada and the ‘Bureaucratic Phenomenon’” is historically wrong when it suggests that a link exists between France, French Canada, feudalism and the bureaucratic behaviour described by Crozier. The reverse is true: observations by de Tocqueville indicate that French centralization and feudalism are historically opposing forces.     

Crises of Confidence: Attitudes of the Domestic Bankers Towards the Credit Problem in Mexico

This paper analyses the Mexican banks' loan policies since 1995. Based on a series of interviews, we find that Mexico's financial system is currently experiencing two crises. First, banks lack confidence in the business practices of small and medium size enterprises. This negative attitude is reinforced by the bankers' perception of a culture of non-repayment. Banks also loan little to big businesses, which rely on the international money market. Second, bankers believe small and medium size business owners lack confidence in the Mexican financial system. Consequently, loan activities are down significantly. Socio-economic growth and development in Mexico will depend upon a profound change in structures, practices and attitudes surrounding loan activities.
