Section 3 was established in the Housing and Urban Development (HUD) Act of 1968 to provide employment for public housing residents in distressed communities while rebuilding underserved neighborhoods. As a provision that recipients of HUD funding must comply with, Section 3 reporting agencies are having trouble securing employment for ex-offenders. This is problematic since low-income ex-offenders unable to secure stable employment are more likely to recidivate. Research evaluating the specific barriers to employment for Section 3 residents with criminal records and policy recommendations are sparse although the problem is prevalent in communities nationwide. This study uses San Antonio, Texas as an example for conducting a policy review to identify the barriers to employment for Section 3 ex-offenders. The results of the qualitative analysis indicate that at the national level, HUD and the Section 3 provision do not create barriers to employment but state and local policies and practices do.  相似文献

Some observers have held that political parties have been minor players in the process of European integration due to the low salience of the issue and the prevalence of intra party disagreement over European questions. Although recent scholarship and the rising salience of European issues have brought increased attention to the role of political parties, the study of the relationship between party positions and both public opinion and policy outcomes has been hampered by an absence of comparable data on party positions. This research note presents the findings of an expert survey on party positions on the issue of European integration. In addition to estimates of the parties' positions on the issue itself, this survey provides information on the importance of the issue of European integration to each party, and the extent of internal dissent within parties. The data also indicate that parties have, on average, become increasingly pro–European over the period 1984–1996. Both the salience of the issue of integration and the extent of intra–party disagreement have increased during this period. However, deep intra–party divisions appear less prevalent than commonly believed.  相似文献

The article analyses e‐government progress in China. It provides a brief overview of benchmarking studies and their evaluation of China, plus a contextual analysis of e‐government initiatives in China and of the changing official position witnessed in the past two decades. It then takes stock of e‐government in China in the first quarter of 2004. On this basis, it considers the significance of contemporary e‐government activity for Chinese governance. The argument is that e‐government is currently having no more than a limited impact on the Chinese public sector. However, there are strong grounds for optimism about future development. The election of a LiberalNational Coalition government in 1993 heralded a period of significant and sustained change in Western Australian public sector labour relations. As legislator, the Coalition government embarked upon a program to decentralise and deregulate the Western Australian industrial relations system; as an employer, the government has had to respond to the economic imperatives which have faced most employers in recent years. The result has been a period of major change in the public sector – employment levels have declined as services have been privatised or contracted out; the proportion of non-permanent and part-time employees has risen significantly. Individual workplace agreements have been introduced; individualised performance-related management and reward systems have increased; and the scope for union involvement has diminished, as has the level and density of union membership. The experience of the public sector therefore reflects many of the workplace changes that are also found in the private sector. It also brings the government's industrial relations policies into sharper focus.  相似文献

In two experiments, we tested the hypotheses that (a) the difference between liars and truth tellers will be greater when interviewees report their stories in reverse order than in chronological order, and (b) instructing interviewees to recall their stories in reverse order will facilitate detecting deception. In Experiment 1, 80 mock suspects told the truth or lied about a staged event and did or did not report their stories in reverse order. The reverse order interviews contained many more cues to deceit than the control interviews. In Experiment 2, 55 police officers watched a selection of the videotaped interviews of Experiment 1 and made veracity judgements. Requesting suspects to convey their stories in reverse order improved police observers' ability to detect deception and did not result in a response bias.  相似文献

Résumé  En latence dans le texte, le sens attend d’être révélé par l’interprétation. Lorsqu’il s’agit de traduire, la difficulté que présente la traduction de certains textes juridiques tient en bonne part, outre au caractère normatif de ce type de texte, à la charge notionnelle dont il est porteur. Plus la société qui l’a produit est ancienne et développée, plus ses institutions et son langage seront complexes. Chaque terme cèle un univers reflétant la profondeur des fondations de l’édifice juridique, l’originalité et le dynamisme de la culture qui l’a fa?onné. Le message que véhicule un texte prime dans l’interprétation qui en sera faite. Son mode d’expression—son style—n’est pas pour autant quantité négligeable. La manière de dire est porteuse de x significations possibles. Elle influe sur le sens et sa perception, en modifie parfois le cours et l’interprétation que peut en faire le traducteur ou le jurilinguiste—voire le juriste. En sursis jusqu’à son interprétation finale par les tribunaux, le sens du texte est alors fixé. Dans cette perspective, à en croire Gadamer, le traducteur est bien placé pour en distinguer les formes lorsqu’il interprètera le message du texte de départ en vue de le traduire.
