This article presents the results of an evaluation of five California counties utilizing court-based mediation services to process child maltreatment cases filed with the court. The programs employed a variety of different service delivery approaches and targeted cases at a variety of different stages of case processing. The results indicate that mediation is an effective method of resolving cases and may offer a number of benefits over adjudication, including more detailed treatment plans and fewer contested court hearings.  相似文献

Case processing tends to be examined with data analysis or evaluation designs. Both limit our understanding of how case processing as a whole operates and how its parts relate to each other. This article suggests queue simulation modeling as a method for dealing with these issues. We report here the initial development and analysis of a queuing model of arraignment to trial assignment. Conceptualizing on the basis of court functions and empirical findings, rather than institutional structures, we conceive a five-stage pretrial process. Using case-level, rather than system-level data, we construct a single-server, multiphase queuing model and use the model to simulate the behavior of a pretrial case processing system. Simulations show the strong impact of the final phase (trial assignment) on the entire system and that most of this impact is delay rather than service. The system is then analyzed using a factorial design that systematically alters model parameters thought to be important determinants of performance. Simulations are run for each possibility in the design, and analysis of variance is used to examine results. Analysis confirms prior results concerning final phase impact and points specifically to the import of phase capacity and exit rate. The utility of modeling is considered by suggesting some policy implications of the results for judicial staffing and behavior.  相似文献

This paper summarises a large-scale research project, jointly funded by the European Commission and the Northern Ireland Office, about the legislation, policies, and practices which act against the employment of people with a criminal record in the European Union. The disparity of legal guidance between countries effectively restricts the opportunities for people with a criminal record to work in the country they choose. This paper intends to increase awareness of the policies across Europe which affect the employment of people with a criminal record with a view to addressing the marginalisation of this group and thereby encouraging the re-integration of ex-offenders into society. Details of the work undertaken by a project based in Northern Ireland, 'Coping with Convictions' which endeavours to tackle some of the existing barriers to ex-offender employment are described. In addition, the recent introduction of UK legislation, allowing employers greater access to criminal record information, and the implications this may have for ex-offenders seeking employment are also discussed.  相似文献

This research investigated problems commonly experienced by children and young adolescents, and the strategies they use to cope with these events. Six hundred seventy-six children, ages 9–13 years, were asked to identify a problem they recently experienced and to describe the strategies they used to cope with it. In addition, they were also asked to complete a scale describing how they coped with a common problem (being grounded by parents). In general, we found that children reported four common Stressors: parents, siblings, school, and friends. These Stressors were the same across age and sex; however, the coping strategies employed differed by age and type of problem. Both age and sex effects were found in reported use of coping strategies to deal with being grounded by parents. The results of this study suggest that more research must be performed to offset the lack of data in the area of children's normative coping. The implications of the findings for clinical assessment and treatment of children are discussed.He has a Ph.D. in clinical psychology from Virginia Commonwealth University. Past research has considered the impact of biased police lineup instructions upon eyewitness lineup performance. Biased instructions either suggest to the eyewitness that the perpetrator is in the lineup or otherwise discourage a no choice response. A meta-analysis of 18 studies was employed to review the hypothesis that biased instructions lead to greater willingness to choose and less accurate lineup identifications than do unbiased instructions. The role of moderating variables in the instruction procedure was also considered. In support of the hypothesis, a significantly higher level of choosing followed biased instructions. Lineup type moderated performance accuracy, however. For target-absent lineups the increased level of choosing following biased instructions resulted in reduced identification accuracy. Biased instructions within a target-present lineup generated a higher level of confidence, but had minimal impact on accuracy. Implications for police practice are discussed.  相似文献
