In complex societies formal power, legitimacy, and responsibility are typically allocated to councils, or governing boards. This is an old strand in American political culture, strengthened by the growth of private not-for-profit organizations and concern for citizens' representation. It is also a growing trend in Great Britain, West Germany, and other modern societies. Such boards are often taken for granted; we think we understand them, hence the value of investigating the obvious. In this essay they are examined with respect to their external and internal relations (or structure), their problems and performance (or processes), and the blurred nature of their authority in an interpenetrated society where public and private interests are inextricably intertwined. Illustrations are derived from the author's research in the governance of labor union locals, municipal governments and reform movements, urban renewal efforts, community mental health centers, and private hospital governing boards.This paper is based in part on research supported by The National Center for Health Services Research, Department of Health and Human Services, U.S. Government Grant No. R01-HS-03238-02.  相似文献

The purpose of this study was to test the hypothesis that suicidal ideation is a common experience in a general population of African American, Hispanic, and White urban high school students residing in low-income neighborhoods. Based upon a developmental framework, it was hypothesized that once attitudes toward suicide were controlled, ideation would not vary significantly by ethnicity, gender, or psychosocial variables usually associated with ideation. The multivariate analysis revealed that ideation did not vary by ethnicity however, females, substance users, and those with greater tolerance toward suicide, higher family coping, and lower self-esteem were more likely to report ideation. A series of ideator profiles, calculated from the probability estimates, showed that an increase in tolerance substantially raises the likelihood of ideation. The results taken together raise the question of whether it is time to reconceptualize the relationship between ideation and normal adolescent development.  相似文献

The need to better understand and manage risk of violent behavior among persons with severe mental illness (SMI) in community care is increasingly being recognized. Of particular concern is a subset of the SMI population characterized by a revolving door pattern of institutional recidivism and poor adherence to outpatient treatment. Little empirical research exists which examines the specific dimensions of violent incidents and their surrounding context in this population. The present paper describes characteristics of violent behavioral events in a sample of 331 people with psychotic or major mood disorders who were placed on involuntary outpatient commitment in North Carolina. By pooling baseline data from respondents' self-report, collateral informant interviews, and hospital records, the study found violent behavior to be a problem affecting over half the sample in a 4-month period preceding hospitalization. The study also found considerable variability in the frequency of violent events, severity, weapon use, subjective state when incidents occurred, initiation of fights, settings, relationship to others involved, and associated threat of victimization. Multivariable analyses showed that cooccurring substance abuse problems, history of criminal victimization, and age (being younger) were significantly associated with violent behavior when all sources of data were taken into account. Clinical diagnosis and symptom variables were not related to violence in this sample. Implications of these findings for service delivery priorities and future research are discussed.  相似文献

The Social Security Administration (SSA) has, from its beginnings, recorded the race and ethnicity provided by those who apply for a Social Security card. Although some of these data are eventually used in published tabulations when persons file for benefits, problems with the data prevent a larger selection of published tables. These problems stem from: incomplete internal SSA computer processing; changes in the racial coding schemes over time; and missing codes for younger cohorts of applicants. In spite of these problems, more data can be shared with the public. This article shows how matching administrative files and using statistical techniques make it possible to associate a race/ethnicity code with the great majority of persons receiving a payment under the Supplemental Security Income (SSI) program, a means-tested program for persons who are aged or disabled. The article follows a 1-percent sample of SSI recipients through several steps in an attempt to develop a race code. This approach can provide data for the next several years on the race of all SSI recipients, as well as data on race and ethnicity for recipients under age 40. Beyond the next few years, these techniques will become less useful, and other methods will be needed. SSA is in the process of revising its standards for classification of federal data on race and ethnicity. The census for year 2000 will include coding changes. Other federal agencies will be given as long as January 2003 to comply with the new guidelines.  相似文献
