Systems approaches in policy analysis have had a chequered history. Expectations that hard (quantitative) systems analysis would lead to better answers to policy problems have largely been disappointed. Yet systems theory has itself moved on, to embrace the concept of autopoiesis and a variety of soft systems methodologies. Collectively, these theories offer a way of analysing policy quite distinct from the institutionalist approaches which tend to dominate the theory and practice of policy-making. Rather than selecting instruments to fit a particular kind of policy problem (the conventional approach to policy design) systems analysis suggests that the nature of the problem cannot be understood separately from its solution. For policy problems characterised by complexity (such as those concerned with environmental management and regulation, and urban re-development) using systems concepts offers a way of rationalising aspects of existing practice and of suggesting directions for improvement. 相似文献

Soldier,civilian, criminal: identifying pathways to offending of ex-armed forces personnel in prison

Little is known about why some ex-armed forces personnel become involved in the criminal justice system, however, they represent the largest known occupational group in prison. In-depth interviews were employed to explore possible pathways to offending. Twenty ex-armed forces personnel in prison were recruited from five prisons in England. Data were analysed using a combination of thematic analysis and constant comparison methods rooted in grounded theory. Four predominant themes were identified: experiences of trauma and adversity; belonging; impulsivity and creating a soldier. Participants had experienced a number of traumatic incidents and adversity in their lives, encompassing pre, during and post-service but felt a sense of belonging in the armed forces. Participants demonstrated impulsivity in a number of areas with links to both their service in the armed forces and offending behaviour. The creation of the identity of ‘soldier’ was perceived to impact participants’ lives in a number of ways, including their offending, alcohol use and coping with trauma. The interplay of these themes and their potential impact on participants’ pathways to offending are discussed. 相似文献

For all their differences, both Austria and Switzerland have long been considered to represent key examples of consociational democracy. Since the 1990s, both countries have however faced major challenges to their respective consociationalist regimes. One of the shared features of regime evolution and change in Austria and Switzerland, which can be meaningfully referred to as ‘de‐consociationalisation’, concerns the successful exploitation of external shocks by powerful populist parties. Taking stock of the developments in four different areas (the electoral, the parliamentary and the executive arena as well as interest group/state relations), we identify a complex dynamic which has made the two countries more similar in some respects, but more different in others. What does feminist disability studies contribute to feminist methods? Feminist disability scholars interweave life-writing about their experiences of disability or caring for a disabled person to challenge ableist stereotypes. As such, they foreground their own vulnerability to build disability identity and community. This style of life-writing, while essential, tends to calcify the dichotomy between the disabled and abled—a binary that the field of feminist disability studies aims to destabilise. Building on new work in feminist disability studies, I show how some scholars use life-writing to cultivate an estranging sensitivity. This new sensitivity builds on prior feminist disability studies scholarship to estrange us from 1) the idea that disability is a cohesive identity and community, 2) that disability is always a socially desirable position, and 3) that allegiance to disability rights insulates us from ableist anxiety. By embracing the tension between solidifying and destabilising the meaning of disability, feminist disability scholars can leverage life-writing as a tool of resistance and thereby lessen the threat of conformity that life narratives tend to produce. 相似文献

Gough Whitlam's father was one of Australia's most significant public servants. Deputy Crown Solicitor and Crown Solicitor at a time of great constitutional and international change, Frederick Whitlam maintained an unusually advanced perspective on the use of international instruments to protect rights and to expand powers of nationhood. Gough Whitlam's war‐time experiences in the Air Force, in particular during the referendum campaign to expand Commonwealth Powers to aid post‐war reconstruction, cemented these aspects as central to his developing notions of democratic citizenship. In his 1973 Sir Robert Garran Memorial lecture, fourteen years after his father had delivered the inaugural oration, Gough Whitlam acknowledged the influence of his father as a “great public servant” committed to public service and the developing institutions of internationalism: “I am Australia's first Prime Minister with that particular background”. This paper explores “that particular background”. I have never wavered from my fundamental belief that until the national government became involved in great matters like schools and cities, this nation would never fulfil its real capabilities. 1 1 E.G. In a series of lectures in the early 1980s, Michel Foucault resurrected the Greek word for frankness or truth-telling—‘parrhesia’—to investigate the inter-relationships and tensions that existed between freedom, truth-telling and political power. He concluded that in order for one to ‘tell the truth’ against a powerful superior, one needs the courage to oppose a community of which the parrhesiastes (‘truth teller’) is a member. This paper uses parrhesia to investigate the practice of the international relations (IR) scholar in speaking out against his or her scholarly community. Tony Smith's 2007 book Pact with the devil is used as an example of academic-intellectual parrhesia not only to illustrate the content of a potential form of parrhesia, but to demonstrate the challenges IR scholars who wish to practise academic parrhesia face in criticizing members of their academic community. Smith's critique of democratic peace theory specifically, and liberal IR theory more generally, is particularly noteworthy considering Smith's former position as a leading liberal proponent. The current study focused on the childhood to adolescence transition and sought to determine why some children are more compliant than others as well as why children comply more often with some of their parents’ rules than with others. Indices of parents’ agency and children’s agency were tested as predictors of compliance. Parent-based decision-making and parents’ responses to expressed disagreement served as indices of parents’ agency while children’s beliefs regarding the legitimacy of parents’ rules and felt obligation to obey rules served as indices of children’s agency. Parent–child dyads (n = 218; 51 % female, 49 % European American, 47 % African American) were interviewed during the summers following the children’s 5th (M adolescent age = 11.9 years) and 6th grade school years. Children who felt that their parents’ rules were more legitimate were more compliant overall than were children who felt that the rules were less legitimate. Children compiled more with rules governing topics perceived to be legitimately regulated by parents, when parents made more decisions regarding the topic and when parents responded to disagreement by standing strong. Results were generally consistent across parents’ and children’s reports of compliance and across cross-sectional and longitudinal analyses. At the transition from childhood to adolescence, only children’s agency explained why some children are more compliant than others, but parents’ and children’s agency helped to explain why children complied with some rules more than others. 相似文献

This article contains the memoirs of Agnes Theodosia Resbury (1858–1943), the fifth of nine children born in Essex, England to Henry Richard Resbury, a tanner, and his wife Sarah Elizabeth (née Cole). Aggie joined the prison service in 1894 and was employed as a warder at Holloway prison during the time when the suffragettes were imprisoned there.
