This article discusses whether the internet can contribute to strengthening democracy by creating new public spheres online. The focus is whether government-sponsored initiatives are more successful than private 'anarchic' ones in shaping conditions for democratic dialogue. Two cases are examined and it is concluded that the government-sponsored case in general is most successful in achieving democratic ideals of openness, respect, argumentation, enlightenment and deliberation. Three factors are crucial for the success of the former case: rules and moderation, a geographical affiliation and the presence of politicians. On the other hand, it is clear that political debate online is still an exclusive activity reserved mainly for the well educated and politically active. The internet's often-claimed potential for mobilising new groups cannot be confirmed. Rather, the chosen few have got yet another opportunity to discuss and influence the political process. 相似文献
This paper describes the establishment of an educational group, Health through Education in Law and Psychiatry (HELP), within an inpatient forensic psychiatric assessment service. Until recently HELP sessions have been provided twice weekly to suitable patients during their stay of some 30 days at the Metropolitan Toronto Forensic Service (METFORS). We first outline very briefly the function of METFORS, then describe the HELP project broadly, and finally discuss the rationale of the program in greater detail. Our point is that programs of this type form an added resource in assessment and in the early stages of treatment. We also argue that, along with the accepted clinical role in assessment, forensic psychiatrists and colleagues in related disciplines can serve a valuable role as teacher and therapist. 相似文献

One of the core questions facing political scientists is how politicians are able to implement cutbacks without suffering electoral backlash. A possible explanation might be that the mass media refrain from reporting on welfare state reforms in a consistent way. In order to explore this, two unique datasets have been collected: one contains information on all policy reforms of British old age pensions and unemployment protection from 1996 to 2014, and the other contains hand-coded media articles that allow the tracking on a monthly basis of what reforms are picked up. It is found that the mass media report on cutbacks, but not on expansions, and that they prioritise easy-to-understand cutbacks over cutbacks that are more technical in nature. 相似文献
Photogrammetric measurements of bodily dimensions and analysis of gait patterns in CCTV are important tools in forensic investigations but accurate extraction of the measurements are challenging. This study tested whether manual annotation of the joint centers on 3D reconstructions could provide reliable recognition. Sixteen participants performed normal walking where 3D reconstructions were obtained continually. Segment lengths and kinematics from the extremities were manually extracted by eight expert observers. The results showed that all the participants were recognized, assuming the same expert annotated the data. Recognition based on data annotated by different experts was less reliable achieving 72.6% correct recognitions as some parameters were heavily affected by interobserver variability. This study verified that 3D reconstructions are feasible for forensic gait analysis as an improved alternative to conventional CCTV. Two criticisms of public administration research have been leveled. First, knowledge in the field is not being cumulated. Second, the research has low quality. A preference for case studies as a form of scientific inquiry is behind both criticisms. The authors propose a solution to the first problem by showing how meta-analysis can be used to cumulate knowledge using case study evidence. Viewed cumulatively, case studies comprise an intellectual goldmine awaiting discovery. The authors challenge the second criticism, proposing that quality judgments should be based on the important principle of knowledge cumulation, which acknowledges the value of all research methods. 相似文献
Shopping carts may be associated with a variety of injuries, particularly in toddlers and young children. These usually relate to falls from carts or to tip-overs. Injuries that are sustained include hematomas/contusions, abrasions, lacerations, fractures, and fingertip amputations. Fatal episodes are uncommon and are usually due to blunt craniocerebral trauma from falls. A case involving a 19-month-old girl is reported who became entrapped when she inserted her head through the side frame of a cart that had been removed from a supermarket and left at her home address. Death was caused by neck compression. Although rare, the potential for lethal entrapment during unsupervised play means that the presence of stray shopping carts at private residences and in public places, including playgrounds and parks, is of concern. Strategies, such as coin deposits, should be encouraged to assist in the return of such carts to supermarkets. 相似文献
Government responses to the Covid-19 pandemic in the Nordic states—Denmark, Finland, Iceland, Norway, and Sweden—exhibit similarities and differences. This article investigates the extent to which crisis policymaking diverges from normal policymaking within the Nordic countries and whether variations between the countries are associated with the role of expertise and the level of politicization. Government responses are analyzed in terms of governance arrangements and regulatory instruments. Findings demonstrate some deviation from normal policymaking within and considerable variation between the Nordic countries, as Denmark, Finland, and to some extent Norway exhibit similar patterns with hierarchical command and control governance arrangements, while Iceland, in some instances, resembles the case of Sweden, which has made use of network-based governance. The article shows that the higher the influence of experts, the more likely it is that the governance arrangement will be network-based. 相似文献
Youth who receive comparatively poorer parental treatment than a sibling are at risk for maladaptive behaviors in a variety of domains, but research has yet to examine links with adolescents’ health-related behaviors nor consider how those links may vary based on adolescents’ personality traits, namely conscientiousness and agreeableness. Two siblings (n?=?590 adolescents; 53% female; Mage?=?15.86, SD?=?1.73) from 295 families reported on their differential conflict and closeness with their fathers and mothers as well as on their personality, sleep habits, exercise habits, and general health habits. Multilevel modeling revealed that, generally, the less conscientious adolescents had better health habits when they had comparatively warmer relationships with their mothers. Less conscientiousness adolescents may be less distressed by inequality in the family, and thus may experience positive effects of relatively better treatment.
