The countries sharing the Lancang-Mekong River are entering a new era of hydropolitics with a growing number of hydropower dams throughout the basin. Three ‘powersheds’, conceptualised as physical, institutional and political constructs that connect dams to major power markets in China, Thailand and Vietnam, are transforming the nature–society relations of the watershed. In the process, new conditions are produced within which the region’s hydropolitics unfold. This is epitomised by the ‘Lancang-Mekong Cooperation’ framework, a new initiative led by China that proposes programs on both economic and water resource development, and anticipates hydrodiplomacy via China’s dam-engineered control of the headwaters. 相似文献

A range of seemingly rival theories attempt to explain why some individuals take extraordinary risks by choosing to participate in armed conflict. To date, however, competing accounts have typically not been grounded in systematic, empirical studies of the determinants of participation. In this article, we begin to fill this gap through an examination of the determinants of participation in insurgent and counterinsurgent factions in Sierra Leone's civil war. We find some support for all of the competing theories, suggesting that the rivalry between them is artificial and that theoretical work has insufficiently explored the interaction of various recruitment strategies. At the same time, the empirical results challenge standard interpretations of grievance-based accounts of participation, as poverty, a lack of access to education, and political alienation predict participation in both rebellion and counterrebellion. Factors that are traditionally seen as indicators of grievance or frustration may instead proxy a for more general susceptibility to engage in violent action or a greater vulnerability to political manipulation by elites. 相似文献

The financial crisis of 1949 threatened to bankrupt Britain and destroy the American economic and political system constructed after 1945. The US government was unable to respond effectively to this challenge. Truman's administration was split, as the Treasury and State Departments advocated diametrically opposing responses. Only the secret British decision to devalue sterling, a judgement not shared with the Americans until much later, stopped Washington from offering aid packages to London that would have totally changed US postwar foreign, economic and strategic policies. AbstractThis article explores the opportunities and conundrums of understanding violence at critical junctures following ruptures in political orders through the prism of political settlements. While there is an emerging body of scholarship on political settlements, we specifically examine its relationship to violence, which we argue has been under-theorised. Through comparative country case studies (Bangladesh, Egypt, Kenya, Sierra Leone), we examine in a historicised manner how these types of settlements interact with various forms of violence at various scales. The article reconceptualises political settlements in relation to three forms of violence, intrinsic, instrumental and resultant, and shows how multi-scale dynamics and formal/informal interactions shape the violent nature of political settlements in different contexts. 相似文献

The field of performance measurement (PM) is firmly entrenched as a management practice in many governments, agencies, and nonprofit organizations. Though emerging later, the field of evidence-based practice (EBP) has developed simultaneously as a new approach to enhance agency performance. While both rationality-oriented reforms intend to enhance program or agency performance, these two related rational approaches are seldom considered in concert. This essay examines the conceptual underpinnings and practical linkages between PM and EBP to explore how EBP and PM can be jointly implemented as tools to advance agency goals. As rational approaches aimed at improving performance, these two distinct tools are not substitutes, but integrated components of a results-driven strategic management approach. AbstractAt the onset of the Great Depression, right-wing intellectuals in China beseeched their compatriots to part ways with the decadence of coastal cities and rediscover their ancient homeland in the northwestern corner of their country. This article explores this intellectual reorientation through the speeches and essays of the leading Guomindang ideologue Dai Jitao, who retooled Sun Yat-sen's ideas of frontier development in order to address perceived crises of territoriality, capitalism, and spirituality. Dai's vision for a national revival structured around the material and cultural resources of the Northwest is shown to be crucial to his articulation of concepts shared with a global fascist current. In spite of widespread enthusiasm in the press and conservative intellectual circles, support for “Opening Up the Northwest” was uneven in Nanjing. To explain how this region ultimately remained underdeveloped, this article turns to the technocrat Weng Wenhao, who believed natural barriers and ecological frailty posed major challenges to economic development in the Northwest. 相似文献

Recent attention to best practices has resulted in a complex array of terminology and a number of compendia of effective practices that may be daunting to public policy makers and administrators seeking solutions to important public problems. This study clarifies these distinctions and builds on them to create a decision tool that will help policy makers as they use best practice information in program adoption or development. Decision makers must know their goals in seeking out best practices. As they evaluate potential practices, they should consider not only the quality of available evidence of effectiveness but also the risk of harm to constituents and the cost per unit of benefit generated. The study applies the rubric to an emerging practice in support services for individuals with disabilities known as Cash and Counseling, demonstrating that the practice is low risk, cost neutral, and improves effectiveness and consumer satisfaction. The tool highlights the judgmental elements of concern in the decision process while providing a means to assess multiple decision dimensions in a coherent fashion. 相似文献

Much research has been conducted into aspects of the police workplace that contribute to stress for individual officers. The
current paper examines the influence of worksplace and job characteristics on both officers' stress and their job satisfaction.
Police officers recruited from two divisions of an Australian state police service (n=749) were surveyed. Results show that
there was a positive relationship between organizational support and job satisfaction and a negative relationship between
organizational support and job stress. Difficulty in dealing with organizational change led to lower job satisfaction and
higher levels of job stress. Working long hours led to increased job stress but it did not lead to lower job satisfaction.
In contrast, shiftwork led to lowered job satisfaction but it did not lead to job stress. Of particular interest in this study
was the finding that the job content factor of dealing with dangerous and unpredictable duties was not predictive of job stress
but in fact led to higher job satisfaction.
