Progress notes: Scenes of Subjection’s “actualization” dialectic

This essay explores Saidiya Hartman’s Scenes of Subjection’s actualization dialectic, its delicate balancing of identity and difference, as specifically mobilized through the study’s expository presentation of the event/non-event of Emancipation. It also examines Hartman’s relationship to Marx as it relates to the applicability of Marxian categories to think about New World slavery.     

Brexit: The EU Policy‐Making State Hits the Populist Buffers

There seems to be an emerging conventional wisdom that the Brexit vote resulted from specific domestic factors in Britain, such as divisions within the ruling Conservative party, the rise of UKIP, strong reaction to increased immigration, all set against the backdrop of globalisation and its adverse effects. The end result was a populist revolt. The argument presented here is somewhat different. Whilst accepting that the above factors were certainly very important, it is argued that it is important to examine the key role of the EU itself in the creation of the current crisis within the EU. The construction of an EU policy‐making state has run far ahead of what voters at the national level want, leading to a central paradox within the EU, namely that the European elite which runs the EU has introduced some very beneficial public policies, yet that elite has become increasingly out of touch with its peoples.     

How Leadership and Public Service Motivation Enhance Innovative Behavior

Prior research has linked the innovative behavior of public sector employees to desirable outcomes such as improved efficiency and higher public service quality. However, questions regarding the drivers of innovative behavior among employees have received limited attention. This article employs psychological empowerment theory to examine the underlying processes by which entrepreneurial leadership and public service motivation (PSM) shape innovative behavior among civil servants. Based on three‐wave data from 281 Chinese civil servants and their 59 department heads, entrepreneurial leadership is found to positively influence subordinates' innovative behavior by enhancing two dimensions of psychological empowerment: meaning and impact. Additionally, PSM was found to influence subordinates' innovative behavior by enhancing the dimensions of meaning and competence. These findings suggest that to facilitate innovative behavior among employees, public organizations should consider introducing training that encourages leaders to serve as entrepreneurial role models and recruit employees with high levels of PSM.     

Politics,exit strategy and political settlement in Sierra Leone: a critical analysis of a laboratory experiment (1991–2015)

Abstract

A glance at key indicators—in terms of growth forecast and stable elections—will project Sierra Leone as a political settlement model for a post-conflict state. Sierra Leone has been an important laboratory for UN and international donors’ interventions and thinking. However, efforts by the international donor community to decentralise power to the margins, both geographically and demographically, have failed. Instead, this focus on the institutions of governance has allowed the same elite to maintain power. Sierra Leone today shares similar socio-economic and political conditions with the Sierra Leone before the outbreak of the civil war. A detailed analysis of the country’s socio-economic trends, its political institutions and the logic and dynamics of violence show a disturbing picture. While the international community considered that an exit strategy was feasible, the political settlement remains an experiment in that it is detached from everyday life and livelihood concerns of Sierra Leoneans and reveals the structural violence behind this process.     

The Common Fisheries Policy of the European Union – A Lesson in How Not to Make Policy

This article considers some salient theoretical contributions which bear upon our understanding of the Common Fisheries Policy (CFP) of the European Union (EU). It outlines the fundamental dilemma highlighted in game theory known as 'the tragedy of the commons' and goes on to examine whether the CFP can be construed as a 'policy fiasco'. The article considers how the fisheries of the EU could be more effectively managed and underlines the urgent need for international collective action. With the mismatch between the CFP and the scale of the problem it is intended to address firmly in sight, the article concludes with an evaluation and some policy suggestions.
