In the first three elections following Malawi's return to democracy in 1993, voting patterns displayed a clear ethno-regional pattern. Then in 2009 the regional pattern broke down in dramatic fashion, with the incumbent President, Bingu wa Mutharika, attracting majority support across all three regions. This article first examines whether ethnic identities were at the root of Malawi's ethno-regional electoral pattern. Our tests show that while ethnic identities were associated with partisan attachments in some areas, regional patterns were more consistently related to other factors, particularly views of the government's performance and the inclusiveness of the ruling party. We then examine the breakdown of the regional pattern, drawing on trend analysis of public opinion data from 1999 to 2008. We show that by 2009 the majority of Malawians in all three regions had come to hold positive views of Mutharika's performance and had come to see his government as inclusive. We conclude, therefore, that shifts in patterns of partisanship had more to do with political factors – Mutharika's symbolic and substantive policies during this first term – than ethnic identities. Malawi reminds us that incumbents, when faced with incentives to construct multi-ethnic support bases, can use the power of the state to reach out across ethnic political boundaries and re-order supposedly entrenched patterns of partisanship.  相似文献

This article undertakes a detailed examination of the practical desirability and legal validity of arbitration clauses under the Nigerian legal regime. This involves navigating through provisions of the relevant Rent Control and Recovery of Premises Law. Areas of incompatibility (including those bordering on jurisdiction, penal provisions and enforcement of awards) between the latter law and arbitration clauses are then discussed. Finally, recommendations are made to the effect that the Rent Control and Recovery of Premises Law should be amended.  相似文献

Family support, urban stressors, and peer behavior were examined in relation to externalizing symptoms in 605 predominantly low-income urban sixth through eighth grade adolescents. Mother and father support were each associated with lower levels of externalizing symptoms in both males and females. For males, father absence was associated with increased peer externalizing behavior and heightened rates of youth externalizing symptoms. Stress (in the form of major life events, daily hassles, and exposure to violence) and peer externalizing behavior were examined as mediators of the relation between parent support and youth externalizing symptoms. Increased stress exposure mediated the relation between weak mother and father support and youth externalizing symptoms. Additionally, for females, peer externalizing behavior mediated the relation between weak mother support and youth externalizing symptoms.  相似文献

The concepts of "density" and "urban morphology" are today at the centre of debates on architecture and urban planning. The concept of"density" provides a solution to the issue of urban sprawl and, consequently, offers a way of rethinking sustainable urban and rural development. The densification of urban centres makes it possible to reduce a vulnerability related to the excessive use of suburban areas. However, densification is not a "turnkey" solution. Numerous criteria relating to its use are poorly understood. As numerous contemporary experiences have demonstrated, urban densification exposes space systems to new, unknown forms of vulnerability. First, the concept of "vulnerability" will be defined, specifically that of urban vulnerability, as well as related concepts, such as those of risk, hazard, and challenges. Secondly, forms of vulnerability inherent in the over-densification paradigm are pinpointed: This will involve determining the specific hazards, challenges, and risks of this space system. Thirdly, the authors will demonstrate how the concept of "compactness" makes it possible to review at the different urban levels the densification processes of territories and urban areas. Finally, a tool for the optimisation of compact urban morphologies for use in countering the related hazards and risks will be proposed.  相似文献

International students graduating from Japanese universities are becoming an important component of graduate recruitment strategy in globalising Japanese firms. They are praised for possessing exactly the kinds of attributes seen as lacking in their Japanese counterparts – such as intercultural communication skills, self-confidence and a competitive spirit. Their value is also emphasised in national policies addressing the human resource challenges of globalisation. Higher education policy-makers, too, are increasingly conscious of the need to connect efforts to attract international students to Japan with strategies to maximise their utility in the Japanese workforce. To succeed in the job market, however, international students are required to conform to the conventions of graduate job-hunting. Career support services offered by universities and third-party intermediaries tend to focus on bringing students into line with these conventions rather than developing alternatives thereto. This article explores this interface between policies and practices surrounding international graduate job-seekers, analysing the positions of several different stakeholders – including the job-seekers themselves – in order to develop a more critical understanding of the possible outcomes of current moves towards internationalisation of higher education and employment in Japan and the future of the graduate job-placement system itself. The article highlights a paradox whereby the ‘global’ attributes that underpin the expectations placed on international students originally are overshadowed by a concern with testing local socio-cultural literacy through the application of the conventional norms and practices of the graduate job hunt.  相似文献

There are no previous surveys of psychopathy and psychopathic traits in representative general population samples using standardized instruments. This study aimed to measure prevalence and correlates of psychopathic traits, based on a two-phase survey using the Psychopathy Checklist: Screening Version (PCL: SV) in 638 individuals, 16–74 years, in households in England, Wales and Scotland. The weighted prevalence of psychopathy was 0.6% (95% CI: 0.2–1.6) at a cut score of 13, similar to the noncriminal/nonpsychiatric sample described in the manual of the PCL: SV. Psychopathy scores correlated with: younger age, male gender; suicide attempts, violent behavior, imprisonment and homelessness; drug dependence; histrionic, borderline and adult antisocial personality disorders; panic and obsessive–compulsive disorders. This survey demonstrated that, as measured by the PCL: SV, psychopathy is rare, affecting less than 1% of the household population, although it is prevalent among prisoners, homeless persons, and psychiatric admissions. There is a half-normal distribution of psychopathic traits in the general population, with the majority having no traits, a significant proportion with non-zero values, and a severe subgroup of persons with multiple associated social and behavioral problems. This distribution has implications for research into the etiology of psychopathy and its implications for society.  相似文献

地方财政自主权力的外延包括财政预算自主、财政收入自主、财政支出自主和财政监督自主四个方面,其理论基础源于地方分权自治、财政联邦主义和辅助原则。中国地方财政自主法治保障的制度构建,在财政预算自主方面,需要在对地方政府预算权进行法治化控制的同时,保障地方政府的预算编制独立性;在财政收入自主方面,必须对税种进行合理划分,追求税收共享的法定化,并在强化预算约束的前提下,赋予地方政府一定的公债发行权;在财政支出自主方面,应当在财政收支划分明确化和规范化的前提下,重视财政转移支付对财政自主的影响,关注财政支出自主可能引发的政府间财政竞争,通过法律制度来引导良性竞争,制止恶性竞争。  相似文献

Private organizations play a growing role in governing global issues alongside traditional public actors such as states, international organizations, and subnational governments. What do we know about how private authority and public policy interact? What are the implications of answering this question for understanding support for, and effects of, policy development generally? The purpose of this article is to reflect on these questions by introducing, and reviewing, a special issue that challenges explicit claims, and implicit methodologies, that treat private and public governance realms as distinct and/or static. We do so by advancing a theoretical and conceptual framework with which to explore how the contributions to this special issue enhance an understanding about governance interactions across a range of empirical, sectoral, and regional domains. We specifically introduce the concept of governance spheres to capture the proliferation of issue domains denoted by highly fluid interactions across public and private governance boundaries.  相似文献
