Since the emergence of the sustainable development paradigm in the late 1980s, land-use planning has become a key arena for political debates over society-environment interactions and, in practice, an important means for territorialisation projects. The paper reviews the main planning approaches that have been employed over the past three decades in the Lao People's Democratic Republic, a country that has long been viewed as a valuable policy testing ground for the proponents of sustainable development. It highlights three concurrent territorialisation projects that have shaped the history of land-use planning and have fuelled tensions between central and subnational governments and local actors, national and foreign institutions, and land suitability and sustainability approaches. The paper argues that the latter tensions reflect an important dynamism and reactivity in the planning arena. It concludes that the capacity of land-use planners to adapt to specific contexts and evolving socio-environmental challenges should be harnessed in order to reconcile conflicting approaches to planning and, perhaps, to achieve sustainable development. 相似文献

This article (completed before the Amsterdam Summit in June 1997) examines the ongoing attempts by key non‐governmental actors to influence the agenda of the 1996 Inter‐governmental Confederence (IGC). This IGC constitutes a good example of the ‘garbage‐can’ model of organisational choice, characterised by solutions chasing problems and problems chasing solutions. In the absence of a fixed agenda, key groups such as businesses, trades unions and environmentalists compete to ‘frame’ the IGC debates in a manner consistent with their own interests. Building on the policy fashion of the 1980s and 1990s, business has been particularly successful in establishing ‘competititveness’ as a central theme. Other groups, such as environmentalists and trade union may secure ‘side payments’ in return for continued support for European integration. As the IGC progresses, groups are likely to reformulate their preferences and engage in continuous ad hoc coalition‐building in order to achieve their objectives. 相似文献

Many European countries (including Germany, Belgium, France, and England) were faced with industrial decline, creating a new issue in the territories: Brownfields sites inside or on the periphery of industrial cities. The post-industrial contemporary vulnerability involves prospective and strategic planning choices in terms of rehabilitation, requalification, or in terms of destruction of the existing heritage. The research targets North-West European mining area brownfields requalification via the paradigm of territorial resilience with a view to a socio-economic revitalisation. What can be the vectors of a sustainable territorial recovery and what are the resilience indicators of those traditional industrial regions of Europe? By such research, the imperative commitment of political players and citizens to carry out a long-term proactive resilience of a space system to a major industrial heritage is demonstrated. This study examines the market impact of targeted property tax relief, which is critical for understanding who exactly benefits from a widely used local policy. Specifically, we investigate this in the context of two statewide ballot measures in Virginia that provided property tax relief or heightened expectations for future relief intended to aid disabled veterans and seniors, respectively. Using residential multiple listing service microdata from Virginia, results from a regression discontinuity analysis show that once the 2010 tax relief measures passed on Election Day, property values rose sharply in response to the sudden increase in demand for homeownership among the targeted groups. We find that senior preferred housing and properties within areas with higher proportions of seniors and veterans experienced the highest price appreciation, while areas with fewer veterans or seniors saw little impact. The findings suggest that this type of policy provides an immediate benefit to current homeowners, thereby offsetting benefits for subsequent homeowners within the targeted groups. This effect represents an unintended consequence of targeted property tax relief as a policy tool more generally, as immediate capitalization into home prices subsequently increases the cost of housing for many individuals the relief was intended to help. 相似文献
