Since the emergence of the sustainable development paradigm in the late 1980s, land-use planning has become a key arena for political debates over society-environment interactions and, in practice, an important means for territorialisation projects. The paper reviews the main planning approaches that have been employed over the past three decades in the Lao People's Democratic Republic, a country that has long been viewed as a valuable policy testing ground for the proponents of sustainable development. It highlights three concurrent territorialisation projects that have shaped the history of land-use planning and have fuelled tensions between central and subnational governments and local actors, national and foreign institutions, and land suitability and sustainability approaches. The paper argues that the latter tensions reflect an important dynamism and reactivity in the planning arena. It concludes that the capacity of land-use planners to adapt to specific contexts and evolving socio-environmental challenges should be harnessed in order to reconcile conflicting approaches to planning and, perhaps, to achieve sustainable development. 相似文献

Asia is crucial to the achievement of the Millennium Development Goals (MDGs). Considerable progress has been made to date. Further progress is achievable but not guaranteed. Much remains to be done, especially in South Asia. Future efforts should be informed by past successes whilst recognizing the diversity of experience. Asia still needs development assistance especially to support changes in policy; help shift priorities towards the poor; and encourage innovation. With the right policies, China can continue to substantially reduce levels of extreme poverty and South Asia could accelerate progress. Develop ment agencies need to support nationally led efforts, work with a variety of partners including Government, and target areas and sectors critical for poverty reduction in flexible ways. The Department for International Development (DFID) is increasing its budget for Asia and will continue to focus on the poorest countries and people. With political commitment and real partnership, poverty can be banished in Asia. 相似文献

AbstractThe decisive phase of the Chinese Civil War is said to have begun during the summer of 1946, hardly a year after the Japanese surrender and about six months after General George Marshall went to China to assist the Kuomintang and the communists in negotiating toward a peaceful settlement of their conflict. The failure of the Marshall Mission and the subsequent communist victory is often seen as America’s failure–the failure of liberal democracy to provide an alternative to communism and revolution and the failure of the American war aim–to establish lasting peace and stability in Asia. But even before Marshall’s arrival in China, the united States had actively intervened on behalf of the Kuomintang and undermined possibilities for a negotiated political settlement in China. 相似文献

This article (completed before the Amsterdam Summit in June 1997) examines the ongoing attempts by key non‐governmental actors to influence the agenda of the 1996 Inter‐governmental Confederence (IGC). This IGC constitutes a good example of the ‘garbage‐can’ model of organisational choice, characterised by solutions chasing problems and problems chasing solutions. In the absence of a fixed agenda, key groups such as businesses, trades unions and environmentalists compete to ‘frame’ the IGC debates in a manner consistent with their own interests. Building on the policy fashion of the 1980s and 1990s, business has been particularly successful in establishing ‘competititveness’ as a central theme. Other groups, such as environmentalists and trade union may secure ‘side payments’ in return for continued support for European integration. As the IGC progresses, groups are likely to reformulate their preferences and engage in continuous ad hoc coalition‐building in order to achieve their objectives. 相似文献

AbstractWhile Anna Kavan’s work has been largely ignored by critics, the responses of those who have noticed her have been dominated by two assertions. First, many of those wishing to assert her importance and power have seen her work as sui generis, the result of her isolation from the surrounding literary culture. Second, numerous feminist critics have seen her work as reproducing the worst effects of patriarchal domination. This article, through a reading of Kavan’s final novel, Ice (1967), challenges both of these assessments of Kavan. It suggests that, if we notice and try to account for the similarities between Ice and a novel published two years earlier, Alan Burns’ Europe After the Rain (1965), Kavan’s novel can be read as challenging patriarchal domination through a bold and innovative reworking of the reader’s ‘suspension of disbelief’. 相似文献

Many European countries (including Germany, Belgium, France, and England) were faced with industrial decline, creating a new issue in the territories: Brownfields sites inside or on the periphery of industrial cities. The post-industrial contemporary vulnerability involves prospective and strategic planning choices in terms of rehabilitation, requalification, or in terms of destruction of the existing heritage. The research targets North-West European mining area brownfields requalification via the paradigm of territorial resilience with a view to a socio-economic revitalisation. What can be the vectors of a sustainable territorial recovery and what are the resilience indicators of those traditional industrial regions of Europe? By such research, the imperative commitment of political players and citizens to carry out a long-term proactive resilience of a space system to a major industrial heritage is demonstrated.
