While on the surface the Turkish state appears to have asymmetrical power vis-à-vis downstreamers and local societal opponents, and therefore, the ability to shape basin politics, domestic, basin and international protest over the ‘securitised’ Il?su Dam in Turkey proved more decisive in that respect. A cornerstone of the GAP (Güneydo?u Anadolu Projesi, Southeast Anatolia Project) multi-dam project to harness the water from the Euphrates and Tigris, the dam project elicited successful resistance from Turkey’s downstream neighbours, social and environmental NGOs and professionals targeting the international donors and contractors. On the basis of document research and interviews, this article investigates which factors opened up the space for politicising the project, and how this politicisation played out in both the domestic and international domain. The link between the securitised (where water is almost by default a security issue) and non-securitised spheres of hydropolitical decision-making (where it is not) proved crucial to the success of the anti-dam opposition.  相似文献

Farming and agribusiness could help employ and reintegrate conflict-affected youth in regions recovering from civil conflict. This study addresses the constraints for youth to engage themselves in agribusiness in the worst conflict-affected regions of northern Uganda. Specifically, it explores to what extent beekeeping and honey business offer viable socio-economic opportunities to formerly displaced youth. Using a value chain approach, the study draws on in-depth interviews with 23 (young) key stakeholders in the honey value chain, document analysis and focus group discussions. The results suggest that apiculture business can create employment for conflict-affected youth in northern Uganda due to the relatively low entry barriers, a young enthused vanguard and higher returns per unit input compared to other agricultural sectors in the region. However in order to succeed, this group requires support from community elders, government and business facilitators, because, due to their age and war background, these youngsters face the common constraints to farming and agribusiness, but at higher degrees of severity.  相似文献

ABSTRACT

The literature on political exclusion and conflict tends to treat grievance-based mechanisms with broad-brush strokes and does not differentiate between types of political exclusion. This study disaggregates politically-excluded groups into two subgroups: groups that experience political discrimination from the state, and groups without political power that are not explicitly discriminated against. We posit that discriminated groups are more likely to experience grievances and therefore are more prone to conflict than excluded groups that are not actively discriminated against. We further posit that the effect of discrimination on conflict is moderated by interactions with economic inequalities and the share of elites. Using dyadic data for 155 ethnic groups in 28 Sub-Saharan African countries, we find that among politically-excluded groups it is indeed discriminated groups that are responsible for most of the association between political exclusion and conflict. Groups that face active, intentional, and targeted discrimination by the state are significantly more likely to be involved in conflict than excluded groups who do not face this explicit form of discrimination. Additionally, we find that discriminated groups who also experience economic inequalities are less likely to engage in conflict, whilst an increased presence of elites within discriminated groups can precipitate the chances of conflict.  相似文献

Native species of trees and shrubs contribute significantly to farmers' livelihoods by supplying food, medicinal products, fodder, and wood. In the case study reported in this article, this contribution to farmers' annual revenue varied from 26 per cent to 73 per cent, and was as high as US$ 650 a year for households for which agroforestry products were the primary source of revenue. Household consumption was not quantified in the study, but farmers' comments confirmed that native trees also played an important role in assuring food security, especially in the ‘hunger period’ when grain stores are low and farmers are waiting for the next harvest.  相似文献

This study aimed to develop an aquatic decomposition scoring (ADS) method and investigated the predictive value of this method in estimating the postmortem submersion interval (PMSI) of bodies recovered from the North Sea. This method, consisting of an ADS item list and a pictorial reference atlas, showed a high interobserver agreement (Krippendorff's alpha ≥ 0.93) and hence proved to be valid. This scoring method was applied to data, collected from closed cases—cases in which the postmortal submersion interval (PMSI) was known—concerning bodies recovered from the North Sea from 1990 to 2013. Thirty‐eight cases met the inclusion criteria and were scored by quantifying the observed total aquatic decomposition score (TADS). Statistical analysis demonstrated that TADS accurately predicts the PMSI (p < 0.001), confirming that the decomposition process in the North Sea is strongly correlated to time.  相似文献
