This study describes the risk factors associated with experiencing and committing sexual aggression among a sample of male and female adolescents. High school students completed a questionnaire containing a revised form of the Sexual Experiences Survey to assess sexual victimization and offending experiences. Ordinal regression equations were estimated separately for male and female students, regressing background characteristics, dating behaviors, and attitudinal scales on sexual victimization (for females) or offending (for males). Nearly half (48%) of the females report experiencing sexual aggression, and one-third (34%) of males admit committing this type of offending. Regression analyses show that the likelihood of reporting victimization/offending increases among females who report dating more frequently during the past month, among both males and females who report dating more different people during the past 6 months, and among older males. Females who report their religious affiliation as Protestants compared to those with no religious affiliation, and those planning to attend college are less likely to report victimization. Among the males, rejecting rape stereotypes and having more accurate legal knowledge regarding rape are related to reduced likelihoods of reporting sexual offending. Implications for improving sexual assault educational programs for adolescents are discussed.  相似文献

In this paper we discuss the relatively recent integration of feminist thinking in the discipline of International Relations. We argue that the theoretical foundations of International Relations are still primarily based on traditional male-female dichotomies, particularly that of separate public and private spheres. By extension, women are largely excluded from state power and decision making. The state is itself gendered. The growing recognition of the links between the global economy and gender forces us to engage with International Relations in foreign and international policy. In this article we look at feminist interpretations of three main International Relations areas: international security, human rights, and international political economy and their implications for gender policies in the Caribbean. We also look at the contributions of Caribbean women to the international feminist agenda and suggest a research agenda for ongoing feminist theorizing in the discipline of International Relations.  相似文献

This paper concentrates upon particular artworks from Irish women artists. It demonstrates that there are certain themes which recur in their artwork. These include dislocation, particularities about place and contestation around language, all of which are rooted in the lived experience of being Irish, being female and being an artist. At the same time the paper provides readings of this artwork which demonstrate that these experiences are diverse, and that the areas of representation within which the artists are working are socially produced constructs. There is therefore no romantic essentialist category of ‘Irish woman artist’, but rather the richly interplaying histories, readings and contexts of Irish/woman/artwork.  相似文献

Abstract: This article reviews the budget sector financial management strategy of the Victorian Coalition government in the crucial period from its election in October 1992 up to the 1993–94 budget. The twin goals set by the Coalition were the elimination of the current account deficit, and the reduction of debt levels. Given infrastructure pressures, the debt reduction goal will be a difficult one to achieve. More precisely, it will be a difficult one to achieve without relying upon instruments such as assets sales, which the Coalition has viewed as artificial debt reduction techniques. The capital expenditure plans embodied in the 1993–94 state budget were not consistent with the debt reduction plans specified only months earlier by the Coalition. Victoria's debt levels are quite moderate even by OECD standards. What makes debt levels a real issue for the state is the narrowness of the tax bases of the Australian states, and the fact that Victoria is taxing at something like its maximum levels (at least, without coordinated multi-state tax increases). It is argued that, if the states could be confident that their revenue positions would hold firm (concretely, that revenue and grants as a proportion of GSP would remain constant), the appropriate debt policy goal for Victoria would be stabilisation — rather than reduction — of its debt/GSP ratio. However, the foreshadowed trend reduction of real commonwealth grants, as part of the so-called national savings campaign, makes it appropriate for Victoria — given the circumstances in which it finds itself — to target the reduction of debt/GSP levels.  相似文献

With the arrival of accrual accounting and "accrual output budgeting," there have been huge changes in the mechanism of central financial control in the budget-dependent Australian public sector. This article outlines and evaluates these changes. The new parliamentary appropriations arrangements are discussed, as is the increased role played by nonappropriated departmental "own-source" funding. The shift of emphasis from legislative to administrative financial controls is noted and analyzed. Consideration is given to the implications of this shift of emphasis, and of the increased complexity of the financial control framework, for fiscal transparency and democratic accountability.  相似文献
