AbstractThis article analyses the political rhetoric of Russian President Vladimir Putin. Scholars and journalists have devoted considerable space to discussing Putin's policies, but have paid little attention to his political speeches, often assuming that he is purely a pragmatist and that his rhetoric is therefore of little interest. This article argues that a comprehensive analysis of rhetoric helps to reveal Putin's political and ideological orientation. To do so, the article carries out a systematic examination of Putin's political speeches and interviews, and shows that Putin has demonstrated an overall consistency in the general line of his views, albeit with certain changes within that line. Therefore his rhetoric is more than an instrument to confuse political opponents and should be taken seriously as an indication of Putin's policy direction. 相似文献

The COVID-19 crisis has called for the mobilization of diverse resources and coordination through administrative networks. This mobilization has brought to light the challenges involved in the recruitment and retention of diverse administrative networks. This Viewpoint essay reviews the importance and difficulties of maintaining diverse administrative networks. The review is followed by concrete strategies for building and maintaining diverse networks in Norman, Oklahoma. The lessons emphasize the role of active and imaginative recruitment and a realistic assessment of the challenges facing members of the network that can interfere with their participation. 相似文献

Why do local officials in an authoritarian bureaucracy experiment with policy, even when directed not to do so by central‐level officials? This study suggests that policy experimentation in this institutional environment can best be understood as an interaction between the structure in which local officials are embedded and individual‐level personality attributes. Leveraging a new data set from a series of original surveys with local policy makers in mainland China, conducted between 2016 and 2018, we discern three baseline personality types: authoritarian, consultative, and entrepreneurial. We thereafter examine the individual‐level characteristics of local officials who will innovate irrespective of a centralization of bureaucratic power and interests, as currently experienced under Chinese President Xi Jinping. We find that local policy makers engage in policy innovation when they are more focused on resolving governance problems and that increased risk reduces but does not eliminate their willingness to innovate. Based on these findings, we contend that future studies of policy innovation should use an evolutionary framework to examine the interaction between preferences and selection pressures. 相似文献

This article examines how a politics of speed is manifest in a legal context via a detailed ethnography of the French National Court of Asylum (CNDA). It identifies the temporal, spatial, and organizational ordering techniques that characterize asylum appeals in France and discusses the consequences of these techniques for the way in which the appeal process is experienced by legal decision makers and subjects. It reveals adverse impacts of legal quickening on legal quality, in particular through identifying: ‘cracks’ in the performance of legal roles like lawyer and judge that begin to appear when law is executed rapidly and repetitively; dwindling opportunities to demonstrate and experience respect between parties; and the ‘thinning-out’ of legal process, as heuristics rather than deliberation come to dominate legal reasoning. The article contributes to a burgeoning body of socio-legal literature on law and time by establishing the negative impact of excessive legal quickening on role performance, respect, and legal quality. 相似文献

Informed by psychosocial theoretical constructs, this study explores dynamic processes that underlie behaviors of what we call youth relational violence. The paper challenges earlier studies about teen dating violence that use models of adult domestic violence to inform the work, and posits, instead, that youth relational violence is not domestic, occurs beyond the scope of committed partnerships, and varies broadly in the degree and qualities of the relational dyads in which it occurs. Data from participants in targeted and random focus groups (n = 84) consider the social and economic context of a rural and small-town region. The study makes no gender assumptions about abusive teen relationships, nor does it limit data sources and analyses to heterosexual dyads. It conceptualizes elements of power and attachment, and operationalizes them into analyzable data forms, toward the development of a theoretical model that will inform research and practice about violence between teens in relational dyads. Whereas research in the last decade has focused principally on prevalence and evaluation, this paper introduces an exploration of dynamic processes that underlie power, tolerance of abuse, vulnerability to perpetration and victimization, and degree of attachment as it relates to abuse and power dynamics. 相似文献

Scholars of populism have suggested that it might best be described as ‘unpolitical’, rather than apolitical or anti-political. This term captures the populist claim to stand morally above the sphere of politics (which it deems inherently corrupting), while being simultaneously drawn to engage in it. But such ambivalence towards politics is not limited to populist actors; indeed, ‘unpolitics’ might be considered intrinsic to British political culture. Most obviously, Conservatives historically portrayed themselves as unsullied by ideology, above party competition, and deriving their values from embodied experience rather than political reasoning. But, while traditional Conservative unpolitics emphasised hierarchy, new anti-deferential forms of unpolitics emerged in the postwar period. These were based on claims to be ‘ordinary’, which was defined in opposition to the ‘political’ in ways that made the latter seem necessarily illegitimate. I argue that if citizens systematically underestimate what their government can and should do for them, then they will hold politicians to a lower standard and sanction poor performers less often. A field experiment across 95 localities in Mali in which randomly assigned localities receive a civics course identifies the effect of raising voter expectations of government on their willingness to hold leaders accountable. The course provides information about local government capacity and responsibility as well as how local politicians perform relative to others, effectively raising voter expectations of what local governments can and should do. Survey experiments among individuals in treated and control communities (N = 5,560) suggest that people in treated villages are indeed more likely to sanction poor performers and vote based on performance more often. A behavioral outcome—the likelihood that villagers challenge local leaders at a town hall meeting—adds external validity to survey findings. 相似文献
