This paper takes issue with global justice theory, seeing it as a ‘global–local’ in which the perspectives and demands of post-Kantian Western liberalism silence ways of being in the world that move beyond a narrowly circumscribed definition of ‘reasonableness’. Taking its cue from critics of dominant liberal conceptions of the self, such as Spivak, Deleuze and Freire, the paper examines the impact of epistemological diversity and the radical ‘otherness’ of indigenous, peasant and marginal epistemologies on how Western intellectuals might think about global justice. We look at a number of examples of indigenous and marginal resistance to injustice in the global system, including the West Papuan and Zapatista movements, and conclude that the goals of such movements cannot be encapsulated in distributive or juridical terms. An alternative theorisation of global justice might, contra global justice theory, insist on a dialogical, contingent basis for discussing justice, whether local or global. 相似文献

Statistics on the national origin of almost one thousand killed and captured foreign fighters in Iraq reveal noticeable differences among Muslim majority countries in their jihadism rate (number of fighters/million population). These cross-national differences are used to test different theories as to the causes of Islamist extremism. The findings do not support those theories which see the cause of jihadism in the political and economic failures of Muslim societies, since the foreign fighters come from the more developed countries. Russia's recovery from the deep economic crisis it experienced in 2008–2009 did not deliver clear political dividends for the Russian leadership. This is because of the context in which the crisis occurred and the way that the leadership, particularly President Medvedev, and many of its critics described the crisis. The oil-fuelled boom that preceded the crisis had the effect of deepening it. Economic recovery based on rising energy prices looks like a failure, rather than a success, and highlights the underlying structural problems of the Russian economy. Arguments about the need for modernisation from within government exacerbated this perception. This seems to have weakened the connection between approval for the leadership and economic growth, a staple of pre-crisis politics. 相似文献

Drawing on comparative research in South Africa and Uganda, this article examines how far civil society organizations influence government policy and legislation and extend citizen participation in public affairs. The article also considers how far external funding influences policy engagement and outcomes. The main finding is that few civil society organizations have either a consistent level of engagement in the policy process or make a significant difference to policy outcomes. The nature of internal governance practices in galvanizing citizens' voices and the relationship to the state and political parties are the most decisive factors in civil society organizations achieving policy influence. The article concludes that the capacity of civil society organizations to offer citizens a say in decisions and to enhance pluralism may be as important as their ability to influence policy and demand accountability from state actors. 相似文献

Soon after death, carcasses release volatile chemicals that attract carrion insects including Silphidae. Nevertheless, it is not known which chemical cues are involved in the attractiveness of the carcass. So far, little information is available on the chemical ecology of carrion beetles, particularly concerning the subfamily of Silphinae. The biological role of selected cadaveric volatile organic compounds including dimethyldisulfide (DMDS), butan‐1‐ol, n‐butanoic acid, indole, phenol, p‐cresol, putrescine, and cadaverine on the silphine species, Thanatophilus sinuatus Fabricius, was investigated using both electrophysiological and behavioral techniques. Among the tested cadaveric compounds, butan‐1‐ol and DMDS elicited the strongest electroantennography (EAG) from both T. sinuatus male and female antennae. In a two‐arm olfactometer, males and females were significantly attracted to DMDS for both tested doses, whereas only males were attracted to p‐cresol at 100 ng. The perceptions and attitudes that policymakers and criminal justice practitioners have about sexual offending and sexual victimization affects how state lawmakers respond to sex crimes, and how practitioners implement sex offender legislation. Policymakers continue to create new sex offender laws and, as such, the number of convicted sex offenders continues to rise. Thus, policymakers and criminal justice practitioners are increasingly important players in the public policy response to sexual criminals. To better understand the motivation, rationale, content, and purpose of statewide sex offender laws, and their role in the day-to-day management of convicted sex offenders, a non-probability sample of policymakers (n?=?61) and criminal justice practitioners (n?=?25) from across the country were interviewed. Results indicated that nearly all respondents from both groups were familiar/very familiar with their state-level sex offender laws. Policymakers and practitioners also mentioned the influential role that specific victimizations play in creating a perceived need for more sex offender legislation. The politicians and the practitioners view the laws as effective public safety mechanisms. Still, both groups noted serious problems with the laws. Furthermore, policymakers had a more negative attitude about the efficacy of sex offender therapy than criminal justice respondents. The extent to which ‘organized crime’ is involved in illicit antiquities trafficking is unknown and frequently debated. This paper explores the significance and scale of the illicit antiquities trade as a unique transnational criminal phenomenon that is often said to be perpetrated by and exhibit traits of so-called ‘organized crime.’ The definitional debate behind the term ‘organized crime’ is considered as a potential problem impeding our understanding of its existence or extent in illicit antiquities trafficking, and a basic progression-based model is then suggested as a new tool to move beyond the definitional debate for future research that may help to elucidate the actors, processes and criminal dynamics taking place within the illicit antiquities trade from source to market. The paper concludes that researchers should focus not on the question of whether organized criminals- particularly in a traditionally conceived, mafia-type stereotypical sense- are involved in the illicit antiquities trade, but instead on the structure and progression of antiquities trafficking itself that embody both organized and criminal dynamics. 相似文献
