The Pro-Life Movement in Japan

The birth rate in Japan is among the lowest in the world. But what about the abortion rate? This essay examines changes in abortion practice in Japan over time, and especially after WWII and the passage of the 1948 Eugenic Protection Law, comparing the influence of Buddhism, Protestantism, and Catholicism on the practice of abortion in Japan. This essay takes a particular look at the career of Dr. Kikuta Noboru, who helped revolutionize Japanese adoption laws after his conversion to Christianity.     

Gender,right-wing populism,and immigrant integration policies in France, 1989–2012

Immigrant integration has been on the political agenda in France since at least the late 1980s, yet starting in the early 2000s this issue became bound up with concerns about the oppression of minority women. This article examines the evolution of the issue over two decades, pinpointing when and why debates over integration took on a gendered cast. The article’s explanation centres on two factors – the growing threat of the Front National coupled with the legitimation of gender-based claims in French politics. These claims were embraced by conservative politicians seeking to adopt a harder line toward immigration and led to the refashioning of core Republican concepts such as égalité and laïcité as being about gender equality. The use of similar themes by the Front National as it has sought to move in from the political fringe reveals how gendered claims can be deployed in an effort to keep anti-immigrant policies within the boundaries of liberal values.     

The historical contribution of faith-based health providers in the Ecuadorian health system: an overview of the evidence

ABSTRACT

Faith-based health providers (FBHPs) have historically shaped the national health system in Ecuador, yet there is little robust evidence of this role, or their current contribution to the national health system. This article situates FBHPs in the Ecuadorian health system, using secondary analyses of national health surveys to consider changes in contribution from 1998 to 2014, and synthesising this with secondary literature. The research confirms the important role that FBHPs have historically played in Ecuador, but also shows that their current role needs to be better understood if universalisation of health service coverage is to be achieved.     

Recovering,Restoring, and Renewing the Foundations of American Public Administration: The Contributions of Herbert J. Storing

Public administration continues to face an identity crisis that turns on the question of whether the animating principles of the discipline are to be discovered in the political foundations of a given regime, or whether they are to be found in more universal and transcendent principles of scientific management. Herbert J. Storing reframed the identity crisis as a problem arising from America’s constitutional system of governance. In doing so, he created an important role for public administration in democratic governance. This role took the form of “closet statesmanship” and, in practice, requires the exercise of prudential judgment that looks more like judicial decision making than scientific management. In summarizing Storing’s writings, the authors convincingly argue that he has much to teach us about the ongoing debate regarding the role of the bureaucracy within America’s 87,576 systems of government.     

The Alchemists' Search for the Philosophers' Stone: The Status of Registered Social Landlords under the Human Rights Act

Social housing in Great Britain is undergoing a radical transformation with the transfer of local authority housing to housing associations, more particularly registered social landlords (RSLs). While the former are clearly 'public authorities' for the purposes of the Human Rights Act (HRA), the status of the latter is less clear. The first part of this article addresses the increasingly important role played by housing associations in the provision of social housing, and the significant implications of the stock transfer process. It goes on to explore the meaning of 'public authority' for the purposes of claims under the HRA, taking into account available approaches to interpretation as well as the tests traditionally used to determine amenability to judicial review. It concludes that there is a strong case for acknowledging that RSLs are hybrid authorities for the purposes of the HRA, given in particular their 'publicness' and the fact that they are often carrying out the same functions as local authorities.     

SPEED KILLS: A LONGITUDINAL ANALYSIS OF TRAFFIC FATALITIES AND THE 55 MPH SPEED LIMIT*

An interrupted time-series design is used to analyze the impact of the 55 mph speed limit on U.S. traffic fatalities over the period 1950 to 1980. In addition to speed such potential effects on highway fatalities as safety improvements, decreased speed dispersion, and decreased travel are examined. We conclude that the overwhelming proportion of the decline in traffic fatalities from 1973 to 1974 must be attributed to the change in the speed limit.     

Informativeness of the CODIS STR loci for admixture analysis

Population admixture (or ancestry) is used as an approach to gene discovery in complex diseases, particularly when the disease prevalence varies widely across geographic populations. Admixture analysis could be useful for forensics because an indication of a perpetrator's ancestry would narrow the pool of suspects for a particular crime. The purpose of this study was to use Fisher's information to identify informative sets of markers for admixture analysis. Using published founding population allele frequencies we test three marker sets for efficacy for estimating admixture: the FBI CODIS Core STR loci, the HGDP-CEPH Human Genome Diversity Cell Line Panel and the set of 39 ancestry informative SNPS from the Shriver lab at Pennsylvania State University. We conclude that the FBI CODIS Core STR set is valid for admixture analysis, but not the most precise. We recommend using a combination of the most informative markers from the HGDP-CEPH and Shriver loci sets.     

The Bleak House of Surrogacy: Broidy v. St Helen's and Knowsley Health Authority

This note examines the British case of Broidy v. St Helen's andKnowsley Health Authority in which Margaret Broidy was unsuccessful in anegligence action against the defendant Health Authority following an emergency caesareanoperation in which a hysterectomy had been performed as `essential'. Of particularfeminist interest is the fact that Broidy's claim for, inter alia, the costs of asurrogacy arrangement to be carried out in California was refused on the basis that it wasnot reasonable – the chances of success of the surrogacy arrangement being deemed tooremote. Set within the context of an increasingly prolific number ofworld-wide surrogacy stories, the Broidy decision is analysed as providing a recentillustration of some of the difficult implications of the reproductive option which surrogacyhas now become.
