Ecstasy is the name given to a large group of substances known as “club drugs” traded in the form of tablets, powder and liquid that present a varied composition, including mainly 3,4-methylenedioxymethamphetamine (MDMA) and analogous substances, in addition to the growing presence of new psychoactive substances. Based on this, clandestinely produced tablets (“ecstasy tablets”) seized by police in Santa Catarina in the period from 2011 to 2017 were analyzed. During the study period, 3472 seizures occurred, which resulted in total 498,443 tablets seized. Seventy nine substances were identified. In the year 2011, about 90% of the tablets contained MDMA. This number decreased to 66.6% in 2017. On the other hand, there was an increase in the number of tablets that mainly contained synthetic cathinones, as well as tryptamine and piperazine derivatives. Police seizures in the metropolitan region of Florianópolis and on the coast prevailed over the rest of the state.  相似文献

The concentrations of lead (Pb), barium (Ba), and antimony (Sb), characteristic of GSR, were determined in soil sediments and immature (larvae) of cadaveric flies of the family Calliphoridae, by inductively coupled plasma mass spectrometry (ICP-MS). This research refers to a case study from two real crime scenes in which the corpses were in an advanced state of decomposition. In case 1, the victim had holes similar to gunshot wounds, and in case 2, there was no evidence of perforations in the corpse. Soil sediment collection was performed at three different points of the terrain, at a minimum distance of 10 m from the corpse, for cases 1 and 2. In relation to the collection of immatures, larvae were collected in regions of the mouth, nose, and orifices similar to the entry of firearms projectile into the body, for case 1, and collection of larvae and pupae, located on the body and underneath it, for case 2. It was possible to detect and quantify the three elements of interest (Pb, Ba, and Sb) by ICP-MS in both sediment and cadaveric larvae. Concentrations of 4.44, 8.74, and 0.08 μg/g were obtained for Pb, Ba, and Sb, respectively, in the soil for case 1. For the case 2, the concentrations in Pb, Ba, and Sb were from 16.34 to 26.02 μg/g; from 32.64 to 57.97 μg/g and from 0.042 to 0.30 μg/g, respectively. In the larvae, Pb, Ba, and Sb were quantified in cases 1 and 2 with a concentration of 6.28 and 1.78 μg/g for Pb, 1.49 and 2.94 μg/g for Ba, 0.50 μg/g and <LD for Sb, respectively. These new results present the detection of characteristic elements of GSR in cadaveric larvae in humans in a real crime scene, besides highlighting the importance of the study of immature flies, using the ICP-MS technique in forensic analysis.  相似文献

This article uses the concept of entrepreneurial powers to discuss how and under what circumstances Brazil successfully accomplishes its goals in international crises. The concept of entrepreneurial power focuses on systematic evidence of middle‐power behavior and its relation to foreign policy tools. Brazil resorts to three agency‐based foreign policy tools that are the substance of its entrepreneurial power. These instruments are always mediated by a structural condition, the dominant power pivotal position in the crisis. This study applies qualitative comparative analysis methodology to 32 international crises since the early 1990s in which Brazil played a role. It finds that for regional crises, the use of only one agency‐based tool is sufficient for success, regardless of the dominant power position; and for global crises, the use of only one agency‐based tool is a necessary and sufficient condition for Brazil to accomplish its goals, despite the dominant power position on the issue.  相似文献

B y taking gender seriously, the ruling African National Congress (ANC) party in South Africa appeared to reverse the trend set by many liberation movements elsewhere: namely, women being mobilized as agents in struggles around class and race, yet denied the imperative of addressing gender subordination. Shortly after coming to power, the ANC adopted a national strategy for advancing gender equality. By doing so it demonstrated that it could rise above the limitations of its erstwhile 'woman question' position (Beall et al. 1989) and learn from the experience of other countries that had tried to institutionalize gender policies and structures. This in turn served to place South Africa at the cutting edge of experience in state-initiated gender policies and 'national machineries' for women. Nevertheless, South Africa's National Machinery for Advancing Gender Equality merits critical scrutiny, both in terms of its intrinsic aims and objectives and in relation to its potential for making an impact, given the development policy context of contemporary South Africa. Drawing on research conducted in South Africa over a number of years--during the 1980s (Beall et al. 1987) and, more recently, since 1997 (Beall 1997, 1998), it is possible to consider what lessons are to be learned from the institutionalization of gender-sensitive policy and practice in a complex institutional environment.  相似文献

Support for Islam has often been described as part of the Malaysian government’s drive for Islamization, commonly known as ‘Islamization policy’. The concept of an ‘Islamization policy’ is contested, open to various interpretations since it is not officially defined in any government blueprint. This paper highlights the perspectives of a number of religious groups on Islamization policy. The study covered the period from 1981 until 2009, which includes the Mahathir Mohamed and Abdullah Ahmad Badawi administrations. Using a policy analysis lens, the paper focuses on the perspective of the groups regarding the idea of Islamization as a public policy; the meaning and status of Islamization policy. The patterns indicate that the views are more complex than just ‘for’ and ‘against,’ although the patterns of perception are based on two divergent views: those who support the policy (the proponents) and those who oppose it (the opponents). This diversity is significant in that it helps to provide a better understanding of some multi-religious perspectives towards Islamization policy, as well as highlighting the different interests and concerns of both Muslim and non-Muslim communities towards the policy.  相似文献

On 30 March 2014 Turkish voters elected their local (city) councillors. Their party preferences seem to indicate considerable correspondence with the national vote choices. So, do voters' choices in local elections differ from voters' party preferences at the national legislative elections? Based on previous research findings on Turkish voting behaviour, a list of hypotheses was compiled and tested, using binary logistic regression analyses and survey data collected immediately prior to the 2009 and 2014 local elections. The main findings are that the party lists are supported at the ballot boxes on the basis of the voters' party identification, ideological positions, and economic (dis)satisfaction, whether in national or local elections.  相似文献

Due to its important practical implications, there has been a growing number of studies on framing conducted by scholars from various research domains. There has been, however, no paper that would provide a comprehensive overview of various moderators and mediators of the effect. The aim of this paper is to address this research gap, concentrating on psychological moderators and mediators of framing characteristic for political marketing. The paper consists of three parts. In the first part, the concepts of framing, priming and agenda-setting as well as the similarities and differences between them are presented in order to resolve common terminological inconsistencies. In the second, we discuss the moderating role of such variables as knowledge, trust in media and values on framing effect. In the third section, psychological mechanisms that underlie framing and priming are reviewed. Here, cognitive mediators such as accessibility and applicability effects are presented, followed by the discussion of the moderating and mediating role of emotions in framing effects, with special attention given to positive-negative asymmetry observed in the evaluation of political candidates and events. Finally, implication for political brand management are discussed. Our findings can be relevant for politicians, specialists dealing in political brand image and scholars studying framing effects.  相似文献

A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory.  相似文献
