The paradoxes of Latin America's ‘Pink Tide’: Venezuela and the project of agrarian reform

A ‘pink tide’ swept over Latin America following Hugo Chávez's 1998 election to the presidency in Venezuela, bringing to power multiple left or center-left governments. What possibilities for and obstacles to social change were presented by their having attained power through the ballot box? This question is explored through an examination of Venezuela's agrarian reform and the promotion of agroecology within it. The article paper concludes that, while the reform has been successful in providing resources to the land-poor and landless, the landed class has not passively acquiesced to this redistributive effort. Moreover, a situation of ‘dual power’ – in which parts of the government remain in the hands of the previously predominant class, while the newly powerful class gains influence in others – characterizes the Venezuelan state.     

The Beauties of Kashmir: Nila Gupta's Representations of War from a Distance

Abstract: This essay examines Nila Gupta's literary representation of the conflict in Kashmir in her short story cycle The Sherpa and Other Fictions (2008). Born and raised in Canada, Gupta has a diasporic perspective and a feminist political stance that values women's solidarity and political involvement across borders. Her short stories explore the feminist thesis that the sexual crimes committed against girls and women at times of conflict are a direct consequence of the appropriation of women's bodies for symbolic uses within the dialectics of patriarchal nationalisms. However, her stories' restrained style and their publication in a small activist press preclude easy commodification in a global market avid for narratives of ethnic violence. By reading Gupta's creative texts in relation to academic studies of communal sexual violence and nationalism, humanitarian reports on refugees and gendered violence and journalistic accounts of the conflict, this essay attempts to assess the power of literature to offer nuanced and complex representations of violent conflict and its consequences. Special attention is paid to the representation of life in the officially designated ‘migrant camps’, to the difficult issue of the social stigmatization of rape victims and to the many ways in which women are implicated.     

‘Porn Trouble’

In this article, I explore the emergent relationship between feminist media studies/cultural studies and the field of Evolutionary Psychology (EP). EP scholars increasingly conduct research on media and popular culture. At the same time, media/ted texts are increasingly marked by EP discourses. I take as my focus commercial women's online magazines produced in the UK and in Spain and accessed globally. Specifically, I explore a recurrent thread in their discussion forums: women expressing confusion, concern, disappointment, hurt and/or self-doubt, and asking for advice on discovering that their male partners consume various pornographies. A feminist poststructuralist discursive analysis is developed to explore both peer-to-peer and editorial advice on such ‘porn trouble’. I show how pseudo-scientific discourses give support to a narrative of male immutability and female adaptation in heterosexual relationships, and examine how these constructions are informed by EP accounts of sexual difference. The article offers empirical insights into the penetration of EP logics and narratives into popular culture transnationally. Advancing the notion of ‘postfeminist biologism’, my analysis contributes to feminist interrogations of EP's ongoing popularity in the face of sound, longstanding and widespread criticism of it as scientifically flawed and culturally pernicious.     

Financial and Political Factors Motivating the Privatisation of Municipal Water Services

Financial and political factors are widely considered to be an explanatory factor of the privatisation of public services. However, the empirical evidence in this respect is not convincing. This paper considers elements of long-term financial condition and ideological and political strength, together with other socio-economic factors and the effects of the current global financial crisis, to address the financial stress–privatisation relationship, with respect to urban water services, observed during the period 2002–2012 in Spanish municipalities. A discrete time survival model is applied, and the results obtained show that certain elements of financial condition, together with political and ideological factors, are decisive influences in decisions to privatise urban water services. We also highlight the major impact of the Great Recession and its effect on the financial stress–privatisation relationship.     

Informality and Profitability: Evidence from a New Firm Survey in Ecuador

This article estimates the impact of informality on profits using a new survey administered to 1,200 firms with less than 50 employees in four cities in Ecuador. The article proposes a novel definition of informality which explicitly recognises that most firms comply with some regulations but not others. Accounting for firm selection and controlling for a large set of firm, owner and location characteristics, the article finds that more formal firms tend to be more profitable and have higher output per worker. This impact operates, inter alia, through improved access to credit and higher sales through issuance of tax receipts.     

Achieving Effective Collaborations to Help Communities Age Well

Effective policy responses to the ageing of the population are a priority area for government and non‐government agencies across Australia, particularly at the community level. This article focuses on the policy goal of ageing well at the local level, and more specifically, the strong principle of collaboration that underpins this goal. Too little is known about how to achieve effective collaboration in the ageing field. This article aims to address this by developing an analytical framework from the broad literature on collaborative processes, and applying this framework to data collected from interviews with stakeholders in ageing across two local communities in Queensland. While participants recognise the importance and strength of working together and provide local examples of how this has been achieved effectively, they also acknowledge the associated challenges and complexity. This all spanned the six factors of the framework: the context of ageing; the characteristics and relationships between partners; the need for adequate procedures; as well as structure and relationships aimed at building capacity; a shared sense of purpose; and access to adequate resources.     

Size and e-Democracy: Online Participation in Norwegian Local Politics

This study of municipal e-participation in Norway, comprising local politicians as well as citizens, explores the impact of municipal size on online participation. First, the analyses show that the conventional predictors of offline participation also influence online participation, but the Internet encourages more activity among young people. Second, the same digital divides are generally found within the local political elite as among the citizens. Municipal size is, however, an exception. In the case of the local politicians, higher online participation rates are found in populous municipalities. This territorial digital divide is absent among the citizens. The findings indicate that the relatively high level of traditional participation in small municipalities also promote e-participation.     

Winds of Change? The June 2015 Parliamentary Election in Turkey

Held in an environment of growing social polarisation, fears of emergent authoritarianism, and economic challenges, Turkey’s June 2015 election ended the Adalet ve Kalk?nma Partisi’s (AKP’s) parliamentary majority, challenging its single-party rule for the first time in 13 years. This article first provides information on the background to the election, focusing on debates about the authoritarian tendencies of AKP, economic conditions, and the competition for the Kurdish vote. Then, a brief overview of the campaign period is presented, followed by an analysis of election results at the sub-national level. The article concludes with some preliminary discussion of the causes of the loss of AKP’s majority.     

On evaluating success in complex policy mixes: the case of renewable energy support schemes

The aim of this paper is to propose the main elements of a theoretical and methodological framework for the assessment of the success of complex policy mixes, to highlight the conflicts between individual instruments and other elements within those mixes and to propose policy recommendations in order to mitigate them. Some criteria are defined, and different levels of analysis are considered. The challenges in evaluating policy packages are illustrated with the case of the coexistence between renewable energy support and emissions trading schemes. It is shown that policy mixes inherently lead to interactions between the different instruments, either in the form of conflicts or synergies. Conflicts are horizontal (i.e., between different types of instruments) and/or vertical (i.e., between different administrative levels). It is suggested that mitigating those conflicts could require administrative coordination. Relevant coordination could take place between different administrative levels and relate to different instruments or different design elements within similar instruments. However, given the trade-offs between different criteria, the role of coordination is necessarily limited.
