Personal Identification Using the Frontal Sinus*

Abstract: The frontal sinuses are known to be unique to each individual; however, no one has tested the independence of the frontal sinus traits to see if probability analysis through trait combination is a viable method of identifying an individual using the frontal sinuses. This research examines the feasibility of probability trait combination, based on criteria recommended in the literature, and examines two other methods of identification using the frontal sinuses: discrete trait combinations and superimposition pattern matching. This research finds that most sinus traits are dependent upon one another and thus cannot be used in probability combinations. When looking at traits that are independent, this research finds that metric methods are too fraught with potential errors to be useful. Discrete trait combinations do not have a high enough discriminating power to be useful. Only superimposition pattern matching is an effective method of identifying an individual using the frontal sinuses.     

The Opportunistic President: How US Presidents Determine Their Legislative Programs

The president is the most influential policy actor in US politics, and his legislative program greatly influences Congress's agenda. Yet little research has focused on what factors affect the president's choices when constructing his agenda. We develop a theory that determines when a president will include an issue in his program. We hypothesize that presidents structure their agendas around the congressional calendar for consideration of expiring laws and salient issues. Using data over 28 years and across 12 policy areas, we find presidents build their programs around these policymaking opportunities. We assert that presidential agendas are less driven by individual priorities than previous accounts have concluded.     

The wall in the ballot box: The Berlin election of 1995

The Berlin election of October 1995 produced very different results in the eastern and western halves of the city, and although the end result was a continuation of the Grand Coalition, it was the PDS and Bündnis 90/Die Grünen who stole the limelight once the votes were counted. This article attempts to account for the performance of the parties in each half of the city and considers the political consequences for them. It concludes by considering what the election can tell us about the public mood in Berlin and about political trends in the Federal Republic in general. What emerges is a ‘wall in the ballot box’, a practical manifestation of die Mauer im Kopf which clearly continues to exist five years after the first all‐German election.     

The “Sin of Omission”? Radio Vatican and the anti‐Nazi Struggle, 1940–1942

Studies and articles have recently appeared condemning Pius XII and Vatican policy during World War II. Pius XII and the Vatican are charged with having committed "crimes of omission". The papacy is accused of having remained silent during the mass killings of the Jews and of passivity when no order was given to the national Churches to act in the Jews' defence. An examination of broadcasts from Vatican radio challenges such conclusions. These broadcasts show that Vatican radio exposed Nazi persecution of the Church and opposed collaboration with Nazism. Furthermore, Vatican radio also appealed to Christians to remain true to their faith's injunctions: to defend the sanctity of life and the unity of humankind. In so doing the Vatican pursued a policy of spiritual resistance to Nazi ideology and racism.
