We study the rationale for the use of exclusivity to protect transfer of technology in subcontracting agreements. The legal possibility arises through the EU Notice on Subcontracting. Empirically, the link between exclusive agreements and technology transfer among firms in the automotive supply industry in EU candidate countries is surprisingly weak, although with exclusive-supply or exclusive-buying clauses in subcontracting agreements upstream transfer of technology is more likely. Exclusive agreements are often reciprocal, and are typically passed on. Downstream firms are more likely to face and use vertical restraints. Technology trickles upstream: Multinational final assemblers transfer more technology than lower-tier suppliers.  相似文献

Suicides with chain saws and circular saws are extreme exceptions, in particular with regard to females and concerning the neck region. We report two of such rare cases involving young women. A 30-year-old female with a known schizoaffective psychosis killed herself with an electric chain saw. The autopsy revealed a deep saw cut of the neck and shoulder with partial transection of the cervical spine. Several tentative saw cuts were present on the right lower jaw. A 29-year-old woman suffering from depression committed suicide by use of a circular saw. She inflicted herself fatal neck injuries with at least three separate cutting procedures. Our cases were characterized by the following features: female sex, young adulthood, no occupational experience with saws, psychiatric disorders, absence of alcohol or drugs, use of an aggressive method of suicide, focus of saw injuries on the right side of the neck, detection of tentative saw cuts or several trials, identical causes of death (exsanguination and blood aspiration).  相似文献

Theoretical and empirical models of legislative decision making in parliamentary democracies typically neglect the policy preferences of individual MPs and instead focus on political parties and possible institutional constraints. We argue that MPs actually make judgments and decisions on the basis of their preferences, which are shaped by their personal characteristics. However, given the strength of parties in most parliamentary systems, the impact of personal characteristics on legislative behavior is rarely visible. Therefore, we examine a moral issue. Looking at cosponsorship, parliamentary speeches, and votes in the German Bundestag, we analyze the legislative procedure on the regulation of preimplantation genetic diagnosis (PGD) in Germany in 2011. We show that the legislative behavior of MPs does not only reflect partisan conflict but is also influenced by the preferences of the constituents and MPs’ own personal characteristics such as: religious denomination, gender, and parental status.  相似文献

We analyze how budgetary institutions affect government budget deficits in member states of the European Union during 1984–2003 employing new indicators provided by Hallerberg et al. (2009). Using panel fixed effects models, we examine whether the impact of budgetary institutions on budget deficits is conditioned by political fragmentation (i.e., ideological differences among parties in government) and size fragmentation (i.e., the effective number of parties in government or the number of spending ministers). Our results suggest that strong budgetary institutions, no matter whether they are based on delegation to a strong minister of finance or on fiscal contracts, reduce the deficit bias in case of strong ideological fragmentation. In contrast, the impact of budgetary institutions is not conditioned by size fragmentation.  相似文献

Studies on coalition formation assume that political parties have two major goals: they aim to maximise office and policy payoffs. This paper shows that decision-making in the government formation game is also determined by the voters’ coalition preferences. Since the coalition formation process is not a one-shot game, parties have to take the coalition preferences of the electorate into account when they evaluate the utility of potential coalitions. If parties fail to comply with the coalition preferences of voters, they are likely to be penalised in future elections. The argument is tested by an analysis of government formation in the 16 German states between 1990 and 2009. The results support the argument: the formation of coalitions – at least in the German states – is not only determined by office- and policy-seeking behaviour of political parties, but also by the preferences of voters regarding their preferred outcome of the coalition game.  相似文献

Democratization and peace-building in post-civil war situations are closely interlinked. To analyse the difficulties of post-war democratization, and especially democratization as attempted by external and international actors, this article deals with the problem in several stages: first, it will provide a brief overview of the recent discourse on the topic, to place the discussion into the political and academic context. Second, it will focus on the reasons for and the types of civil wars, and the actors involved, because these provide the starting points of any attempt of post-war democratization and will determine the conditions for success and failure. Third, the key structural problems for post-civil war democratization will be explored, including ethnic fragmentation, followed by a brief analysis of the specific role, opportunities and limits of external actors in democratization. Finally, we will try to formulate a few hypotheses and conclusions to help explain the limited success of external democracy building in post-war societies, concentrating on the cases of Bosnia, Kosovo, Afghanistan, and Iraq. The account concludes that without the necessary preconditions for democratization in post-conflict societies, external attempts will be of little success. Among the key requirements is the need for a strong and organized social base for democratization to build on. On the other hand, contradictions in the policies of intervening powers are a major hindrance.  相似文献

Studies have shown that pathological involvement with computer or video games is related to excessive gaming binges and aggressive behavior. Our aims for this study were to longitudinally examine if pathological gaming leads to increasingly excessive gaming habits, and how pathological gaming may cause an increase in physical aggression. For this purpose, we conducted a two-wave panel study among 851 Dutch adolescents (49% female) of which 540 played games (30% female). Our analyses indicated that higher levels of pathological gaming predicted an increase in time spent playing games 6 months later. Time spent playing violent games specifically, and not just games per se, increased physical aggression. Furthermore, higher levels of pathological gaming, regardless of violent content, predicted an increase in physical aggression among boys. That this effect only applies to boys does not diminish its importance, because adolescent boys are generally the heaviest players of violent games and most susceptible to pathological involvement.  相似文献
