Gangs were a target of widespread political and social attention during the 1990s, and despite a short-lived lull in policy focus, gangs are recently receiving increased attention from policymakers. In spite of political concern about gangs, very little research had examined perceptions of gangs. By conducting face-to-face interviews with thirty of thirty-five county prosecutors, this study was among the first to examine prosecutors' perspectives of gangs in Gainesville, Florida, an area that could be considered an “emerging” gang city. Themes from the interviews were extracted and included prosecutorial perceptions of the: (1) definition and prevalence of gangs in Gainesville, Florida; (2) personal and social characteristics of gang members; (3) reasons people join gangs; and (4) best approaches to stop or eliminate gangs. The ways in which prosecutors' perspectives mirror prior research on gangs is highlighted.  相似文献

This study examined maltreated and non-maltreated children’s (= 183) emerging understanding of “truth” and “lie,” terms about which they are quizzed to qualify as competent to testify. Four- to six-year-old children were asked to accept or reject true and false (T/F) statements, label T/F statements as the “truth” or “a lie,” label T/F statements as “good” or “bad,” and label “truth” and “lie” as “good” or “bad.” The youngest children were at ceiling in accepting/rejecting T/F statements. The labeling tasks revealed improvement with age and children performed similarly across the tasks. Most children were better able to evaluate “truth” than “lie.” Maltreated children exhibited somewhat different response patterns, suggesting greater sensitivity to the immorality of lying.  相似文献

Mexico??s ombudsman??s office (the Comision Nacional de Derechos Humanos (CNDH)), established in 1990 by a nondemocratic government, posed no threat to the then ruling party. Counter to expectations, even after Mexico democratized in 2000, the CNDH remained unwilling to challenge officials for human rights violations. I argue that this is because the ombudsman (the head of the CNDH) is chosen by Mexican Senators who are not accountable??due to secret voting and a prohibition on reelection??to the Mexican public. While civil society wanted a powerful ombudsman, the three main parties did not. Ignoring the public, Senators responded to their parties and appointed a compliant individual to serve as ombudsman, thereby ensuring that the CNDH would not challenge those who held political power. The paper suggests that where accountability institutions, such as human rights offices, are chosen by unaccountable actors (in this case the Mexican Senate), the development of such accountability institutions will be limited.  相似文献

At‐risk and offending juveniles remain the most promising target group for crime reduction efforts. Many of the problems these youths faced in the 1960s remain or have intensified, and policies to address them have shifted. Yet, research on the causes, consequences, and best responses to juvenile crime has advanced considerably and provides important lessons for policy makers and practitioners moving forward. These include (a) help don't hurt; (b) provide better procedural protections; (c) continue to build, implement, and refine evidence‐based programming; (d) tailor services; (e) tackle community‐level problems; (f) really listen and work together; (g) build better data systems; and (h) invest resources in children and teens. Providing a retrospective on the 1967 U.S. President's Commission on Law Enforcement and Administration of Justice report, I briefly summarize and update the Commission's findings on factors related to juvenile delinquency, outline the Commission's policy recommendations, review the research on policy and practice changes since the report, and consider current implications for policy and practice.  相似文献

The authors suggest that most arguments in favor of deregulation are really double-edged swords which render the debate over deregulation inconclusive at best. They challenge the following positions as inconclusive: (1) that deregulation per se is good; (2) that it protects rights; (3) that deregulation removes uncertainties concerning the marketplace; (4) that it reduces “nitpicking” and coercive regulation; (5) that deregulation promotes greater productivity and efficiency; (6) that it combats inflation; (7) that regulations often cannot be justified by benefits over costs; and (8) there are serious problems of attaining optimum levels of regulation. Special interest groups in favor of deregulation are seen to bear a remarkable resemblance to groups opposed to deregulation.  相似文献

This article discusses feminist engagement in the judicial process in the light of the changing constitutional landscape in the U.K. It considers feminist activism in the courts and the potential that third party interventions provide for feminists to influence judicial decision making under the Human Rights Act 1998. The impact of the intervention by women’s groups in the case of R. v. A. (No. 2) is discussed. Despite the disappointing decision, it is argued that the intervention was a worthwhile endeavour. Third party interventions are important if feminists are to hold on to the gains they have made through the legislative process. Interventions also offer an opportunity to build a litigation strategy that will help shape the development of the case law under the Human Rights Act 1998.  相似文献

Facial soft tissue depth (FSTD) studies employing clinical computed tomography (CT) data frequently rely on depth measurements from raw 2D orthoslices. However, the position of each patient's head was not standardized in this method, potentially decreasing measurement reliability and accuracy. This study measured FSTDs along the original orthoslice plane and compared these measurements to those standardized by the Frankfurt horizontal (FH). Subadult cranial CT scans (= 115) were used to measure FSTDs at 18 landmarks. Significant differences were observed between the methods at eight of these landmarks (< 0.05), demonstrating that high‐quality data are not generated simply by employing modern imaging modalities such as CT. Proper technique is crucial to useful results, and maintaining control over head position during FSTD data collection is important. This is easily and most readily achieved in CT techniques by rotating the head to the FH plane after constructing a 3D rendering of the data.  相似文献

This study explored the attitudes and support needs of police officer negotiators involved in suicide negotiation. A qualitative approach was adopted, applying principles of grounded theory research. Purposive sampling was used and 16 semi-structured interviews conducted. Strategies and processes taught during training for the role constituted an important support mechanism. The lack of formal processes to support participants’ well-being was reported although effective peer support network amongst negotiators existed. Mental health awareness and suicide intervention training should be considered key for police officers, who are first responders. Robust procedures are needed to support the emotional well-being of police negotiators.  相似文献
