The Mozambique Eyecare Project was an international partnership to implement and research eye health education in Mozambique and the Africa region. An optometry degree was developed at Universidade Lúrio, Mozambique. In addition, existing eye health workers were upskilled with training. Researchers from various disciplines evaluated the project and its potential for impact on eye health in the region. The body of evidence generated from the research provides useful lessons for development programmes in general, as well as specific lessons for delivering eye health education and service delivery models for low-income settings.  相似文献

The quality of counterfeit items has increased dramatically, with modern global manufacturing being able to duplicate the materials, construction, and visual features of items. Detection of fraudulent coinage can parallel authentication of food, beverages, and manufactured goods by studying product-inherent features. Counterfeit detection is performed by comparing an Example group with a Questioned group. A model is developed for both groups using standard tests on individual pieces. Coin weight is used here as an illustration. The model should also follow the natural science of the system. In this case, the manufacturing process variation is known and steady, and the underlying distribution is known or can be determined from authentic pieces. The proposed detection method uses testing of many individual pieces, then using reverse-quality-engineering methods to identify possible sources. This strategy looks at the variation between individual pieces to determine the process capability of a machine, assembly line, or plant to create product consistency for a manufacturer. Fraudulent items may be manufactured within specification, but demonstrate a manufacturing process capability different than that of the authentic manufacturer. In this report, we examine the model previously reported and use reconstruction techniques to re-create the evidence set to validate the model, increase model accuracy, and confirm the conclusion previously reached, showing that the Questioned set is likely over 37% non-conforming by weight. In this case, the decision outcome of the analysis was improved by using additional methods not included in the modeling software package originally used.  相似文献

The U.S. military provides assistance to filmmakers in the form of use of military sites, equipment and personnel, which can provide significant cost savings to filmmakers. The military, however, routinely denies this assistance to filmmakers whose productions portray the military in a way it considers objectionable, actions that constitute viewpoint discrimination by the government. While this may seem to be an unconstitutional violation of First Amendment rights, application of forum law and the unconstitutional conditions doctrine lead to the conclusion that the military's viewpoint discrimination is permissible and does not violate the First Amendment.  相似文献

The Patient Protection and Affordable Care Act (ACA) requires that adults up to age twenty-six be permitted to enroll as dependents on their parents' health plans. This article examines the experiences of states that enacted dependent expansion laws. Drawing on public information from thirty-one enacting states and case studies of four diverse reform states, it derives lessons that are pertinent to the implementation of this ACA provision. Dependent coverage laws vary across the states, but most impose residency, marital status, and other restrictions. The federal Employee Retirement Income Security Act further limits the reach of state laws. Eligibility for expanded coverage under the ACA is much broader. Rules in some states requiring or allowing separate premiums for adult dependents may also discourage enrollment compared with rules in other states (and the ACA), where these costs must be factored into family premiums. Business opposition in some states led to more restrictive regulations, especially for how premiums are charged, which in turn raised greater implementation challenges. Case study states did not report substantial young adult dependent coverage take-up, but early enrollment experience under ACA appears to be more positive. Long-term questions remain about the implications of this policy for risk pooling and the distribution of premium costs.  相似文献

Survey research has demonstrated that citizens perceive ideological bias in television news, specifically with regard to CNN and Fox News Channel (FNC), which allegedly represent the liberal and conservative viewpoint, respectively. In this paper I argue that attaching the CNN and FNC labels to news stories sends an ideological cue to the viewer regarding the content of the story. Utilizing an experimental design that allows manipulation of the network attribution of actual FNC and CNN content, I am able to demonstrate that the CNN and FNC labels function as ideological signals to the viewer, with this signal being most pronounced among ideologues whose views are supposedly at odds with those attributed to the network.

A central tenet of justice theory and research is that people prefer decisions to be made with processes that adhere to principles of fairness. The present research identified a boundary condition for this general tendency. Across three studies, we found that people who experienced non-contingent success had less of a desire for fair processes relative to their counterparts who experienced contingent success. Furthermore, results attributable to other independent variables, namely regulatory focus in Study 2 and self-affirmation in Study 3, shed light on the underlying mechanism: people experience non-contingent success as self-threatening and lower their desire for processes that adhere to fairness in the service of protecting themselves against the threat. Theoretical implications are discussed as are limitations of the studies and suggestions for future research.  相似文献

Elections for all 83 Russian governors were reinstated in Russia in 2012, seven years after they had been suspended. The democratic reform coincided with renewed political activism in Russia since December 2011, but the reform was as much a belated recognition of the shortcomings and failures from appointing Russian governors. Pragmatic necessity and not democratic conversion was the determining factor. Based on the first elections in October 2012, the reform will have only a limited effect over the next few years on democratic change in Russia, at most placating liberal and regional demands while consolidating personal rule under Putin.  相似文献
