Political influence by a professional association, like the influence of any special interest group, is a collective good for the members of the profession. This paper investigates the variables affecting the ability of state optometric associations to overcome the free rider problem and induce optometrists to join the association. Although the empirical results show little evidence that organization costs are reduced by concentration in urban areas, the results do strongly support the hypothesis that there will be less free riding in smaller groups. The results also support the hypothesis that selective incentives enable latent groups to overcome the free rider problem. By providing continuing education at reduced fees to members of the association, optometric associations have increased the percentage of optometrists who are association members in those states with statutory continuing education requirements.  相似文献

Using data on all final National Priorities List (NPL) sites, this study employs an integrated model of distributive and public interest politics to determine whether the overall pace of cleanup efforts and funding of the 8.5 billion Superfund program over the past eight years reflects self-interested congressional influence or public interest objectives. Despite the fact that both EPA and Congress have substantial incentives to promote the Superfund program, the results indicate that once a site is on the final NPL, there is little committee-based congressional influence over the distribution of site cleanup or funding, although evidence exists that legislators can hasten a site's transition from proposed to final status on the NPL. The chief determinants of cleanup pace and level of funding are the site's Hazard Ranking System (HRS) scores, whether federal funds are financing the cleanup, and whether the site is designated as a state priority.  相似文献

This article presents an analytic model for understanding the role of decision makers in bringing about significant policy and institutional changes and in understanding how processes of agenda setting, decision making, and implementation shape the content, timing, and sustainability of reform initiatives. Central to the model is the assertion that policy elites and the policy making process are important determinants of reform. The framework indicates that circumstances surrounding issue formation, the criteria that decision makers use to select among options, and the characteristics of specific policies are analytic categories that explain a considerable amount about reform outcomes. The model is based on cases developed by participants in twelve initiatives to bring about policy and institutional change in a variety of developing countries.  相似文献

At one time the study of politics centred on the state but for much of this century the emphasis has been on political behaviour and policy-making with governmental decisions explained as a response to societal forces. In the last decade or so, state-centric theorists have sought to bring the state back, arguing that it is more autonomous than society-centred theorists have suggested. I record the retreat of the state in the Anglo-American study of politics and the related rise of a particular kind of political science, going on to outline the more recent growth of a 'new institutionalism' which places the state at the very centre of political science. Bringing the state back in to the study of British politics must necessarily involve bringing the constitution back in but in ways that avoid the limitations of the constitutional approach and a narrow legalism.  相似文献

This paper analyzes principal-agent slack in the context of a political market composed of voters, challengers, and incumbents. The introduction of a last period (via finite-livedness) in combination with voters' imperfect information about politicians' preferences causes time-varying shirking behavior on the part of politicians. Political markets eventually sort out those politicians with significantly deviant policy preferences, potentially providing a solution to the last period problem and enabling politicians to make credible commitments. In the extreme, sorting can insure that it is not worthwhile for potential shirkers to run for office. A systematic relationship between political shirking and number of terms in office may exist, and depends on how quickly sorting takes place. We show that evidence of little if any shirking is quite consistent with politicians having diverse and strongly held policy preferences. In addition, if sorting is a significant feature of political markets, cross-sectional studies will tend to oversample little- and non-shirking politicians compared to longitudinal studies. In 1987 the Indian State of Karnataka implemented panchayat reform legislation. The ideological orientation of the Janata Government's reforms is considered, together with the question of whether stronger local government in India increases the state's autonomy within the federation. The Karnataka reforms are expected to be significantly different from the reforms enacted in other states. Participation by marginalized groups may assist the Janata party in incorporating them into its network of patronage. Local level planning has been made more effective. The legislation gives the zilla parishad control over the line departments of the State Government. Administrative power is likely to experience increased local political direction. However the financial independence of the zilla parishad is by no means assured. The final outcome will also depend upon the attitude towards the reform of the Congress Party, anxious about its power base in the Karnataka countryside.  相似文献

The stepping-stone theory of progression into drug use is examined, based on the alcohol and other drug use of over 27,000 seventh-through eighth-grade students in New York State. The data show that students do not use illicit drugs unless they also use alcohol. White, black and Hispanic students all tend to initiate the use of drugs in the following order-alcohol, marijuana, pills, and hard drugs. Among blacks and Hispanics, pills are not as important a transition between marijuana and hard drugs as they are among whites. Cigarettes form an important step between alcohol and marijuana use for younger students, particularly for females. Since alcohol serves as the gateway to all other drug use, prevention approaches that control and limit alcohol use among adolescents may be warranted.He received his Ph. This study examined the influence of pubertal timing upon family interactions in normal and psychiatric adolescent samples. An important feature of our approach is its emphasis upon micro-analysis of family behaviors (individual speeches) and family processes (theoretically specified speech pairings). Rather than assume that global family patterns (e.g., power) shift in response to pubertal changes, we follow how types of speeches and speech sequences are associated with different pubertal timing. Using the previously constructed family coding system, the Constrainig and Enabling Coding System, we found that on-time adolescents and their parents differed from both off-time groups (early or late).
