The article argues that Islamist terror is driven by irrational forces; it analyzes jihadist values and doctrines that animate Islamic revolutionaries; it then contends that jihadist movements go through a cycle of mobilization, extremism, implosion and recreation. Finally, it assesses the prospects for jihadist revitalization, extremism, and decline in Syria and the Sahel. Conservative leaders may have had a decisive impact on the decision by the Liberal government to enter the Great War in August 1914. In a seminal article of 1975, Keith Wilson argued that their readiness to fight “cut the ground … from beneath the feet of the non-interventionists” in the Cabinet. Those ministers who had hitherto opposed war now recognised that continued divisions could bring the government’s collapse, in which case the Unionists, probably in a coalition with pro-war Liberals, would take office and enter the conflict anyway. Since Wilson’s essay, important light has focussed on Unionist thinking by works that look at the July Crisis as part of a longer party history. This analysis provides a detailed investigation of the actions of Unionist leaders in the days immediately leading to war. It resolves some of the main contradictions in the primary evidence, argues that the possibility of a coalition was very real and demonstrates that one key player—the first lord of the Admiralty, Winston Churchill—subsequently tried, with some success, to disguise his activities.  相似文献

West Africa piracy is the most profitable in the world. Well-organized gangs steal refined oil in contrast to Somali pirates who hold crews and ships for ransom. Like piracy elsewhere, the origins and potential solutions to West African piracy are found ashore—largely in Nigeria. This article argues that oil states in the developing world are shielded from the domestic and international pressures that can bring down their non-oil neighbors. The current international system which makes international recognition, not internal legitimacy or functionality, the key to state authority works to their benefit. It encourages those parts which are valuable to industrialized powers—and to the domestic elites who facilitate and benefit from international legitimization—to function well enough for resource extraction to continue. The security of the state generally matters less than the security of key enclaves— including ships and offshore platforms—which support elite interests.  相似文献

The 11 September attacks cannot be understood fully without an understanding of the ideas of Sayyid Qutb, who is widely acknowledged as the intellectual godfather for the various modern radical Islamic movements, including Al-Qaeda. Qutb's writings are important because they define the core elements that have been adopted by all radical Islamic movements. These include: (1) an extreme hostility toward Western culture, especially the role of women and sexual mores in the West; (2) the formation of society under the rule of Sharia, Islamic law; (3) the overthrow of governments not under the rule of Sharia by means of holy war; and (4) an intense hatred of Jews and distrust of Christians.
