Managers of Analysts: The Other Half of Intelligence Analysis

The literature on intelligence analysis has a glaring hole: assessment of the management of analysts and their work. This gap is striking because managers influence all aspects of analysis and share responsibility with analysts for analytic successes and failures. While many managers ably recruit, train, mentor, and manage their analysts, they also are responsible for pathologies that negatively affect analysis and are often incorrectly attributed to analysts. Accurate understanding of the roles and influence of managers should change scholars’ views of the processes of analysis and better balance attention on analysts and managers.     

Development of an Index of Subsidized Housing Availability and its Relationship to Housing Insecurity

Housing insecurity is a known threat to child health understanding predictors of housing insecurity can help inform policies to protect the health of young children in low-income households. This study sheds light on the relationship between housing insecurity and availability of housing that is affordable to low-income households.

We developed a county-level index of availability of subsidized housing needed to meet the demand of low-income households. Our results estimate that if subsidized units are made available to an additional 5% of the eligible population, the odds of overcrowding decrease by 26% and the odds of families making multiple moves decrease by 31%. Both of these are known predictors of poor child health outcomes. Thus, these results suggest that state and federal investments in expanding the stock of subsidized housing could reduce housing insecurity and thereby also improve the health and well-being of young children, including their families' food security status.     

The discursive reconstruction of poor electoral performance: the British Trotskyist left and the 2010 General Election

This paper is situated within the rhetorical turn in political science and investigates the discourses constructed by Trotskyist parties in order to justify the policy of electoral participation despite poor electoral performance. A wide range of texts are examined from eight organizations that contested seats in the 2010 UK General Election. The thrust of Trotskyist discourse downplayed dismal vote totals, contextualizing them by reference to pro-Labour tactical voting and elaborating a variety of benefits that emerged from electoral participation. It is argued that such analysis could usefully be incorporated into the study of party responses to electoral problems and setbacks.     

Colonia Housing Conditions in Model Subdivisions: A Déjà Vu for Policy Makers

The informal self-help settlements in Texas known as colonias have received considerable attention as a public policy problem at both the state and federal levels. These settlements proliferated throughout the border region since the late 1970s and research has highlighted the extreme poverty, austere levels of infrastructure, exploitative land sale practices, and poor housing conditions that characterized these settlements. However, both scholars and policymakers have overlooked the continued spread of self-help settlements known as “model subdivisions,” which barring the presence of basic water, wastewater, and electricity services, are nearly identical to colonias. We present the results of household surveys conducted with residents in 24 model subdivisions in Hidalgo County, Texas, in June 2014. The results suggest that, unbeknown to legislators, many of the problems that characterized colonias are now being reproduced in hundreds of model subdivisions that have formed since the 1990s, and which now require concerted attention and intervention by policy makers.     

Construction Procurement and State Government Strategy: Aligned or Disconnected?

Australian state governments are engaging in strategic planning processes and publishing departmental and/or overall state strategic plans. One means of achieving the goals outlined in these strategic plans is via public procurement processes. Investments in construction projects by governments are strategic in nature and made to create infrastructure, which enables the provision of public services. This article investigates the contribution that construction procurement across the five Australian state governments who expend the most money on infrastructure makes towards the achievement of government strategy. The research draws on interviews with experienced project managers to assess whether public sector construction procurement is aligned or disconnected with publically stated government strategies.     

Easy Money: Tax Exporting and State Support for Higher Education

There is a substantial literature that assesses the effects of tax‐exporting capacities on the tax structures and aggregate spending levels that state governments choose to implement, but no work exists that isolates the effects of state tax exporting on higher education spending. Using state‐level data for 1989, 1995, 2002, and 2007, we estimate for the median voter in each state the change in the marginal cost of higher education subsidization generated by tax exportation, and calculate the increased higher education spending that results. We consider three types of spending: state appropriations to public universities as well as need‐ and non‐need‐based aid awarded to in‐state students. We find that neither type of aid is responsive to the marginal cost, or tax price, faced by the median voter. However, the median voter's price elasticity of demand for state appropriations is statistically significant and negative. We find that the median voter's tax price is substantially reduced by the presence of prominent mining and tourism industries and by the federal deductibility offset available to firms. Thus, these tax‐exporting capacities exert upward pressure on voter demand for state appropriations to public universities.     

Co‐Production of Public Services in Australia: The Roles of Government Organisations and Co‐Producers

This article adds to the emerging empirical literature on citizen co‐production. Based on a telephone survey of 1000 Australian adults, it replicates a five‐country European study focusing on three policy domains: neighbourhood safety, environment, and health (Loeffler et al. 2008). It shows that individually performed and closely reciprocal activities with high levels of private value are performed the most often, whereas group activities producing mainly public value are the least performed. We found no evidence of a relationship between service satisfaction and co‐production, or between information provision/inclusion/consultation and co‐production, which challenges some of the previous literature on what might motivate citizens to co‐produce. Citizen self‐efficacy has a modest relationship with co‐production levels in each of the three policy domains. These findings have implications for policymakers, and pave the way for future empirical research in this field.     

Commercial Lobbying in Australia: Exploring the Australian Lobby Register

Politicians and policy makers routinely engage with lobbyists and see them as crucial agents in the political process. But how much do we really know about the Australian lobby system? Although there are a range of reviews of lobby regulation schemes and discussions about the work of lobbyists, a comprehensive contemporary picture of the commercial lobbying system in Australia is missing. Using data from the ‘federal lobby register’, this article sets out to map the commercial lobbying scene at the national level. Using this as a backdrop, the article goes on to discuss what questions this raises and how we might develop a deeper understanding of the commercial lobbying system in Australia.
