Facilitators of development or Kapos for capital: the primrose path to GATS

This article arose from work undertaken on behalf of a UK-based NGO developing a policy response to the General Agreement on Trade in Services (GATS). It looks at GATS as a key to locating development NGOs (NGDOs) within the broader field of development aims and practices, examining the long-term implications of GATS with respect to the idea of a ‘fourth position’ for such NGOs. It is argued that this theoretical position fails to take into account changing imbalances of power between NGDOs and their Southern counterparts that began under structural adjustment, as a consequence of which many NGDOs now occupy a position from which effective mediation between civil society, the state, and the market would be difficult if not impossible. In addition, GATS represents a step-change along the evolutionary path towards a market-oriented ideology whose verticalist worldview represents a profound contradiction to the avowedly progressive aims of most NGDOs.     

Mainstreaming of Racist Anti-Roma Discourses in the Media in Hungary

The article focuses on the rise and spread of racist language in public debate in Hungary. It investigates how radical right discourses—that is, the relegitimating of the racist idea of “Gypsy crime”—have been transmitted by the mainstream media thus contributing to the decline of a short-lived political correctness in Hungary. The analysis explores how racism has become more and more accepted and how the mainstream has embraced the radical right's propositions, turning them into a “digestible” rhetoric while “breaking the taboos” of antiracism.     

Youth Pathways to Placement: The Influence of Gender, Mental Health Need and Trauma on Confinement in the Juvenile Justice System

Although the juvenile crime rate has generally declined, the involvement of girls in the juvenile justice system has been increasing. Possible explanations for this gender difference include the impact of exposure to trauma and mental health needs on developmental pathways and the resulting influence of youth’s involvement in the justice system. This study examined the influence of gender, mental health needs and trauma on the risk of out-of-home placement for juvenile offenders. The sample included youth referred to three urban juvenile probation departments in Texas between January 1, 2007 and December 31, 2008 and who received state-mandated mental health screening (N = 34,222; 30.1 % female). The analysis revealed that, for both genders, elevated scores on the seven factor-analytically derived subscales of a mental health screening instrument (Alcohol and Drug Use, Depressed-Anxious, Somatic Complaints, Suicidal Ideation, Thought Disturbance, and Traumatic Experiences), especially related to past traumatic experiences, influenced how deeply juveniles penetrated the system. The findings suggest that additional research is needed to determine the effectiveness of trauma interventions and the implementation of trauma informed systems for youth involved with the juvenile justice system.

Successful and Unsuccessful Pirate Attacks Worldwide: A Situational Analysis

Using concepts drawn from situational crime prevention theory, this study compares successful and unsuccessful pirate attacks (n = 4,638) against ships worldwide and the situational factors that help prevent such attacks. The results show that when a ship’s crew takes proactive self-protective measures that increase the perceived effort (increasing speed, employing evasive maneuvers) and increase the perceived risk (embarking private security, having watchman present, raising alarm, increasing lighting, anti-piracy) of perpetrating an attack, unsuccessful attacks are significantly more likely after controlling for environmental influences. Despite a few common data limitations, the study contributes to the crime prevention literature by analyzing piracy from a micro level instead of a macro level. Future research should examine how the piracy “ecosystem” contributes to the problem and the costs and benefits counter-piracy activities.     

National survey of professional practice in child sexual abuse

A sample of 276 professionals described how they spend their professional time, their attitudes and knowledge about etiology and treatment of sexual abuse. Professionals were also asked to respond to a case vignette where varied on two dimensions: age of the child victim and relationship of the offender to the victim. Agencies receiving the questionnaire were randomly assigned to one of the six possible scenario conditions resulting from the two dimensions.
