This article assesses and explains the implementation of the EU emissions trading scheme (EU ETS). It argues that implementation in terms of ambitiousness has been only moderately successful so far, but significant differences between the Member States are also observed. Similarities and differences are then explained within a multi-level governance approach emphasizing the need to search for explanations at national, EU, and global levels. The EU ETS case shows that the multi-level governance approach can be as relevant for understanding implementation as for explaining policy-making. In addition to factors located at the national level, the decentralized nature of the EU scheme itself is important for understanding how the system works in practice. At the global level, the link to the Clean Development Mechanism under the Kyoto Protocol is particularly important for determining how well the EU ETS will perform in the future. 相似文献

AbstractFiji’s September 2014 election was the first since the military takeover of December 2006 and the first under a new open list proportional representation system. It proved a landslide victory for coup leader turned Prime Minister Voreqe Bainimarama’s FijiFirst Party. This was a ‘competitive authoritarian’ election, characterised by careful controls over media outlets, manipulation of rules regarding political parties and candidate nominations, and selective use of state finances to harass opponents. It was a genuine contest only in so far as the government could control the process. This paper discusses posttraumatic stress disorder’s (PTSD) traumatic stressor criterion (Criterion A) in the Diagnostic and Statistical Manual of Mental Disorders (DSM-IV). The history of the stressor criterion is detailed, including how it has changed over time in successive versions of the DSM. We discuss controversy over the stressor criterion, regarding arguments about whether it is too conservative or too liberal. Studies comparing Criterion A and non-Criterion A events in their association with PTSD are discussed, including the finding across studies that non-Criterion A events are just as (or more) likely to result in PTSD. Potential explanations to account for this finding are discussed, including presentation of solutions to Criterion A’s limitations. Finally, legal implications for Criterion A in evaluating individuals presenting with PTSD in civil and criminal cases are discussed. 相似文献

The present study examined the effects of gender, ethnicity, acculturation level, age, and education level of Korean and Vietnamese
Americans on their attitudes toward domestic violence. The sample consisted of 229 Koreans and 184 Vietnamese, recruited from
ethnic communities and college campuses in southern California. Participants completed a brief questionnaire, which included
the Revised Attitudes toward Wife Abuse Scale (RAWA) and the Marin and Marin Acculturation Scale as well as demographic variables.
Gender, education, and acculturation level emerged as significant predictors of attitudes toward domestic violence. More specifically,
men as well as those who were less acculturated and less educated were more likely to endorse pro-violence attitudes. While
there were no significant ethnic differences in the global attitude toward domestic violence between the two immigrant groups,
