International organizations (IOs) have developed into important policy venues beyond the state. Yet our understanding of the broader dynamics of IO policy-making is limited. This article offers the first comparative analysis of macro patterns in IO policy-making. Theoretically, we draw on punctuated equilibrium theory to develop hypotheses about stability and change in the orientation of IO policy agendas. Empirically, we examine novel data on the policy output of five general-purpose IOs between 1980 and 2015, combining statistical analysis and comparative case illustrations. The analysis yields two central results. First, the policy agendas of all five IOs display patterns of punctuated equilibria, with longer periods of stability interrupted by shorter periods of dramatic change. Second, the level of institutional friction in decision-making contributes to variation in punctuations across IOs and within IOs over time. The results suggest four broader implications: (1) punctuated equilibrium theory applies to a broader empirical domain than previously thought; (2) patterns of change in IOs are more complex than conventionally expected; (3) institutional friction matters for IOs’ responsiveness to societal demands and problem pressures; and (4) deeper integration of punctuated equilibrium theory into the study of IOs can pave the way for a promising IR research agenda.  相似文献

Abstract

Soft law and governance captured the attention of scholars in the 2000s, and new policy challenges and the novel introduction of ‘harder’ elements now drive a (re)turn to these discussions. This article explores the extent to which dynamics leading towards ‘harder soft governance’ (HSG) appear in the EU’s renewable energy governance by comparing the 2020 and 2030 Renewable Energy Directives. Document analysis and interviews reveal a surface-level softening because the new 2030 directive contains no binding national targets for the Member States. An entrepreneurial Commission has been seeking to introduce ‘harder elements’ at the core by focusing on implementation, allowing for potentially deeper influence on the national energy mixes though the Energy Union. Two main factors drive these changes: the evolving international context of climate change governance, as well as re-configurations of the actors in the EU. Future research should explore the effectiveness of emerging HSG in detail.  相似文献

How does architecture operate as a security technology? This contribution sets out how reflexive security research and urban studies approach built environments as political inclusion and exclusion instruments. It first presents how this role is understood to operate in the respective scholarly fields, and then illustrates its ambivalent operation with two mini‐case studies centering on Bogotá and Zürich. The MBioID initiative has been set up to address the following germane question: What and how biometric technologies could be deployed in identity documents in the foreseeable future? This research effort proposes to look at current and future practices and systems of establishing and using biometric identity documents (IDs) and evaluate their effectiveness in large-scale developments. The first objective of the MBioID project is to present a review document establishing the current state-of-the-art related to the use of multimodal biometrics in an IDs application. This research report gives the main definitions, properties and the framework of use related to biometrics, an overview of the main standards developed in the biometric industry and standardisation organisations to ensure interoperability, as well as some of the legal framework and the issues associated to biometrics such as privacy and personal data protection. The state-of-the-art in terms of technological development is also summarised for a range of single biometric modalities (2D and 3D face, fingerprint, iris, on-line signature and speech), chosen according to ICAO recommendations and availabilities, and for various multimodal approaches. This paper gives a summary of the main elements of that report. The second objective of the MBioID project is to propose relevant acquisition and evaluation protocols for a large-scale deployment of biometric IDs. Combined with the protocols, a multimodal database will be acquired in a realistic way, in order to be as close as possible to a real biometric IDs deployment. In this paper, the issues and solutions related to the acquisition setup are briefly presented.  相似文献

Contracting out has become an accepted and, indeed, universal method of providing services in both the private and public sectors. Yet rarely has a municipality outsourced just about every service under its direct control—from public safety (police and fire), to solid waste collection and disposal, to parks maintenance, to municipal engineering and legal services. Weston, Florida, a city of some 62,000 residents, operates with just three employees—the city manager and two assistants. Hence the primary role of city manager has changed as well, from day-to-day administrator to contract manager and monitor. Issue ownership means that some parties are considered by the public at large as being more able to deal with, or more attentive to, certain issues. The theory has been used to explain both party behaviour – parties are expected to focus on owned issues – and voter behaviour – when a voter considers a party to own an issue, this affects the odds of voting for that party. The purpose of this article is, first, to provide a look backward at the existing research through a literature review of the studies that were conducted in the past decade-and-a-half. Secondly, it takes stock of the current conceptualisation and argues that issue ownership is a multidimensional concept. Thereafter the article discusses how this multidimensionality affects both the role of issue ownership in voter and in party behaviour. Finally, the article outlines a number of shortcomings of the extant literature and discusses potential avenues for future research.  相似文献
