We have shown that there is a difference between individuals in their tendency to deposit DNA on an item when it is touched. While a good DNA shedder may leave behind a full DNA profile immediately after hand washing, poor DNA shedders may only do so when their hands have not been washed for a period of 6h. We have also demonstrated that transfer of DNA from one individual (A) to another (B) and subsequently to an object is possible under specific laboratory conditions using the AMPFISTR SGM Plus multiplex at both 28 and 34 PCR cycles. This is a form of secondary transfer. If a 30 min or 1h delay was introduced before contact of individual B with the object then at 34 cycles a mixture of profiles from both individuals was recovered. We have also determined that the quantity and quality of DNA profiles recovered is dependent upon the particular individuals involved in the transfer process. The findings reported here are preliminary and further investigations are underway in order to further add to understanding of the issues of DNA transfer and persistence.  相似文献

ABSTRACT

Special districts now constitute about 42% of all U.S. jurisdictions, yet little is known about them. Some critics are concerned that special districts and their staffs have insufficient community commitment. This study, based on a national survey of senior managers in large special districts, examines activities and programs of special district managers that foster community building and engagement, including correlates of these. Study results reveal that special districts are committed to their communities and several strategies and conditions are associated with increased community commitment, such as jobs that focus on community interactions, service type, and ethics management, as well as, to a lesser extent, graduate degree qualifications and charters that specify the role of managers in promoting the public interest and in relation to the board.  相似文献

This paper examines the phenomenon of marginalization through the lens of the relatively neglected concept of contribution. It argues that the opportunity to contribute positively to others’ lives is an important component of human well-being which promotes the goods of meaning, self-respect and reliance. Where individuals enjoy that opportunity, they are on that account less marginalized. Contributory practices channelled through publicly recognized median institutions (between the state and the personal sphere) are especially valuable.  相似文献

U.S. energy firms are increasingly expanding their production of natural gas oftentimes by relying on a controversial extraction technique known as hydraulic fracturing. While proponents cite a litany of benefits including economic development and reduced carbon emissions, opponents articulate concerns typically centering on environmental quality. Caught between these opposing points of view, states are turning to disclosure requirements. Yet all disclosure statutes are not created equally. In order to better understand this variation, I utilize Abel, Stephan, and Kraft's (ASK) 2007 performance model, which evaluates the effectiveness of information‐based disclosure rules for industry. The model here, however, is applied in an attempt to understand why disclosure regulations emerge and vary across states. Results generally validate the ASK approach but with one caveat. I find that in the context of differing disclosure regulations, the ASK model's pollution severity/risk measure may be refined by including risk perception.  相似文献

The year 2011 is a Superwahljahr in Germany, with five states (Hamburg, Saxony-Anhalt, Baden-Württemberg, Rhineland-Palatinate and Bremen) holding Land-level elections in the spring and two more (Berlin and Mecklenburg-Western Pomerania) following in the autumn. The debate on the ‘second-order’ nature of Land elections – whether they are to be understood by their own regionally specific dynamics or whether they primarily serve as a proxy for national electoral trends – provides the frame for this election report and its discussion of campaigns, election results and coalition outcomes. These elections could perhaps best be described as ‘one-and-a-half-order’ elections: in some of these elections there was evidence of national electoral trends and national political issues, and voters undoubtedly rendered something of a judgement on the federal coalition government. Nevertheless, election and coalition outcomes probably had more to do with the specific political conditions prevailing in each of these states than with any overarching national dynamic.  相似文献
