The Data Protection Act 1998 purports to implement European legislation which aims to protect the privacy of individuals. There were such concerns about the implications of the Act for certain research and audit that it became necessary to enact further legislation to enable such essential activities to continue. Although this empowers the Secretary of State for Health to approve proposals for these purposes, there should still be a requirement that the use of identifiable personal information without consent must be justified on compelling public interest grounds. It is this that can confound those seeking to rely on such justification. There can either be too cavalier an approach to the issue, and/or there is little sense of what considerations should come into play. This paper attempts to highlight some of the difficulties that are theoretically raised by some audit activities and set out the legal framework within which they must operate. Women entering the court system face a challenging experience, in part, because a courtroom can be an intimidating and difficult place for any person, and in part because women victimized by crimes in which the offender is known to them face distinctive difficulties when they seek the court's remedies. The interface is also made more challenging for women as the literature offers disparate findings as to the efficacy of criminal justice responses and civil remedies. This article briefly explores the unique characteristics of intimate partner violence cases that influence the interface of these victims with the court system. This study investigated potential markers within chromosomal, mitochondrial DNA (mtDNA) and ribosomal RNA (rRNA) with the aim of developing a DNA based method to allow differentiation between animal species. Such discrimination tests may have important applications in the forensic science, agriculture, quarantine and customs fields. DNA samples from five different animal individuals within the same species for 10 species of animal (including human) were analysed. DNA extraction and quantitation followed by PCR amplification and GeneScan visualisation formed the basis of the experimental analysis. Five gene markers from three different types of genes were investigated. These included genomic markers for the beta-actin and TP53 tumor suppressor gene. Mitochondrial DNA markers, designed by Bataille et al. [Forensic Sci. Int. 99 (1999) 165], examined the Cytochrome b gene and Hypervariable Displacement Loop (D-Loop) region. Finally, a ribosomal RNA marker for the 28S rRNA gene optimised by Naito et al. [J. Forensic Sci. 37 (1992) 396] was used as a possible marker for speciation. Results showed a difference of only several base pairs between all species for the beta-actin and 28S markers, with the exception of Sus scrofa (pig) beta-actin fragment length, which produced a significantly smaller fragment. Multiplexing of Cytochrome b and D-Loop markers gave limited species information, although positive discrimination of human DNA was evident. The most specific and discriminatory results were shown using the TP53 gene since this marker produced greatest fragment size differences between animal species studied. Sample differentiation for all species was possible following TP53 amplification, suggesting that this gene could be used as a potential animal species identifier. 相似文献

This longitudinal study of 134 female high school seniors investigated the relationship between attachment cognitions and school and work functioning two years later. School functioning was indexed by interviewer-rated strain, stressful events, academic performance, and self-reported attitudes toward college. Work functioning was indexed by interviewer-rated strain, stressful events, and self-reported attitudes toward work. Attachment cognitions were found to be correlated with school strain, number and stress of school-related events as well as self-reported satisfaction, stress, and problems meeting deadlines. Attachment cognitions were found to be correlated with work strain, work satisfaction, tendency to overcommit, and performance anxiety. Most of these relationships persisted even when initial symptomatology was accounted for. These findings lend support to the hypothesis, derived from attachment theory, that secure attachment cognitions provide a secure base that allows the late adolescent to negotiate the challenges of college and work successfully.This research was supported by a PHS National Research Service Award to the first author, and by a grant from the W. This article examines the role of party activists in the partisan evolution of the abortion issue. Previous research indicates that party elites—specifically members of Congress—and partisans in the mass public have become more differentiated in their abortion attitudes during the last several decades with Democrats becoming more pro-choice and Republicans becoming increasingly pro-life. The missing piece of the picture is the behavior of party activists. Accordingly, this research examines the changes in the abortion attitudes of two groups of party activists during the last three decades: campaign activists and national convention delegates. From 1972 to 1980 there were no significant differences in the abortion attitudes of Republican and Democratic campaign activists, and the mean positions of the two parties' national convention delegates did not differ greatly. However, since 1984 there has been a growing differentiation in the abortion positions of both groups of party activists. Now Democratic activists are consistently pro-choice while Republican activists are equally pro-life. This evidence indicates that the differentiation on the abortion issue that has only recently emerged among partisans in the mass public was predated by an earlier and much more dramatic polarization that had already developed among party activists and elites, thus supporting a model of issue evolution introduced by Carmines and Stimson in their study of racial issues. We also find that citizens' abortion attitudes have become increasingly correlated with party voting not just in presidential elections but also in House, Senate, and gubernatorial contests during this period as well as being more closely related to political ideology. All of this evidence points to the growing extent to which abortion has become a partisan issue in American politics and the key role that party activists have played in this process. 相似文献

This paper is concerned with the way in which Australian policy‐makers approached the problem of “White Australia” in the years 1945–67. It makes extensive use of original archival material to show how Australia's increasing engagement with Asia in the 1950s and 1960s exercised a direct influence on officials within the Department of Immigration. In response to Australia's changing geopolitical circumstances and the international community's increasing hostility towards racism during this period, Immigration Department officials persuaded the government to introduce a series of piecemeal adjustments which were specifically designed to placate Asian and world opinion. Although cautious, these changes nevertheless involved a corresponding reassessment of the policy's racial assumptions. By accepting in the late 1960s that certain Asians were capable of being integrated into the Australian community, policymakers had discarded the previously inviolable belief that all non‐Europeans were unassimilable by virtue of their race. The White Australia Policy, though not entirely defunct by the end of the decade, was nevertheless crumbling under the weight of Australia's new circumstances. 相似文献

In this paper we examine states' use of local clean air agencies and provide a preliminary assessment of what causes states to devolve air quality policy authority to the local level. Data from a unique comparative state survey shows that states vary widely in the number of local clean air agencies they employ and the amount of authority these agencies have to set standards, monitor air quality, and enforce regulations. Multivariate analyses suggest that second‐order devolution is partly driven by a general propensity to decentralize policy authority, but that policy‐specific factors relating to the problem and interest group environment affect devolution as well. These findings indicate that local agencies play an important role in U.S. air quality regulation, and that the dynamics of state devolution to local agencies deserve further study. 相似文献

This article contrasts two significant ruptures in globalisation. World War I in 1914 was a significant break from the Latin American export-oriented development that was firmly connected to economic globalisation. This article uses the Argentine case study to reveal the ramifications of the post-1914 global breakdown for the republic's internationally dependent development. It draws comparisons with the current COVID-19 crisis as a significant departure from rapid globalisation. Both events altered the trajectory of international activity.
