How do we explain high rates of investment in the production of oil palm in Indonesia under conditions of legal uncertainty and uneven protection of property rights? This article argues that what are commonly seen as deficiencies in the formal institutional environment actually enabled investment, but only when informal institutions were able to provide investor assurances. Although the finding that informal institutions provide investor assurances is not new, this study addresses outstanding questions about how such informal institutions work. An examination of the micro-level details of informal institutions in the oil palm industry shows that informal institutions frequently grouped under umbrella terms such as ‘patronage’ or ‘relational ties’ are not uniform. Rather, two types of informal relational tie operate to provide investor assurances: clientelistic and co-investment. Although they serve similar purposes, clientelistic ties work well only under restrictive conditions and are vulnerable to decay. Co-investment, in contrast, is a more robust informal institution, especially when political power is fragmented. Although co-investment provides investor assurances under conditions of legal uncertainty, it remains a particularistic solution and does not guarantee generalized public interest protections. 相似文献

As disaster losses continue to rise around the world, it has become increasingly important to understand the long-term outcomes of post-disaster recovery programmes. Often, disaster recovery projects have an abbreviated planning period, involve multiple NGOs, and lack long-term plans for evaluation. This article describes outcomes of the shelter reconstruction programme following the 2004 Indian Ocean tsunami in Nagapattinam, India. Quantitative and qualitative data were collected to assess the effect of the programme on housing, community infrastructure, and livelihoods. The study provides useful lessons for future reconstruction programmes and demonstrates the importance of evaluating post-disaster recovery programmes after projects end. 相似文献

It is intuitive to include critical criminologists in early conversations about “queering” criminology given that the paradigms and methods of critical criminology can be employed to challenge subordination and inequality in its several dimensions. The first part (and main focus) of this article problematizes this intuition, which is easy to accept at face value, by reflecting backwards and explaining how early influential critical criminological views perpetuated damaging stereotypes and representations of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people as sexual deviants. The second part reflects forward, and discusses the difficulties of carving a space in the discipline for critical queer perspectives. Drawing on critical and critical race theories, this article advocates a relational, intersectional approach to conceptualize sexual orientation and gender identity in criminological theory and research. This approach considers the connections among sexual orientation or gender identity and other differences (e.g., race, ethnicity, nationality, religion, class, gender, etc.) without assuming or attaching fixed meanings to those differences. 相似文献

Research shows that of the abused wives who remained in a women's protective agency for a period of at least 2 weeks, 50% return to their abusive situation. Several theorists have advocated that battered women remain in their abusive situation because they lack skills necessary to extricate themselves. A program was developed to provide personal and vocational counseling for abused women. Over a 2-week period, abused women who volunteered for the experiment were given the opportunity to participate in group counseling which provided cognitive restructuring therapy, self-assertiveness and communication skills training, problem solving training, body awareness, and vocational counseling. Three groups participated in the experiment: a control group, a group with the COPSystem Interest Inventory and the Sixteen Personality Factors Questionnaire, and a group with the COPSystem Interest Inventory without the Sixteen Personality Factors Questionnaire. The group with the COPSystem Interest Inventory administration and interpretation showed significant improvement within group measures from pre- to post-treatment in anxiety, depression, hostility, assertiveness, and self-esteem. The group with the COPSystem Interest Inventory and the Sixteen Personality Factors Questionnaire utilization showed no significant improvement in any of the measures. It can be concluded that the women in the experimental group with the administration of the COPSystem Interest Inventory benefited from the therapy provided more than the women in the experimental group with both the COPSystem Interest Inventory and the Sixteen Personality Factors Questionnaire administration and interpretation. This article discusses the occupation of an oil-related structure called the Brent Spar in the British sector of the North Sea by Greenpeace protesters in 1995. Shell intended to 'dump' the buoy in the deep North Atlantic. The aftermath of the occupation and associated publicity was a change of policy about the disposal of the Spar by Shell, Europe's largest multinational company. The article considers alternative explanations for policy change – most importantly the influential propositions by Baumgartner and Jones (1993). The general importance of their work means that the opportunity is taken to set out their themes at some length, but the particular case suggests that their notion of change stemming from a redefinition of the problem may only imperfectly fit sudden policy changes of the Brent Spar type. The article argues that their 'venue shopping' concept better illuminates the case – but the significant venue change was geographical – i.e. from Britain to Germany – rather than institutional – i.e. from a policy community to an issue network. The case study superficially accords with an influential body of literature in the 1980s and 1990s that sees outcomes as changing through the mobilization of a wider range of participants in issue networks, but it is argued that there is no automatic link between an expanded roster of participants and outcomes if the decisive decision-making power is retained in the original closed system. The case study suggests there can be an illusion of an issue network when the dominance of a policy monopoly is publicly challenged – but where decision-making power is retained among original participants. 相似文献

Previous studies on the role of spouses' perceptions of fairness within marriage have typically dealt with the effects of those within the realm of the division of household labor. Using data from the 1993 National Survey of Families and Households, this study posits that the predominance of dual-earner couples necessitates the consideration of perceptions of fairness in both spouses' paid labor and domestic roles. Issues of fairness are shown to significantly affect husbands' and wives' evaluations of marital quality, yet these effects are limited to a noncomparative form (e.g., wives' evaluations of marital quality are not substantially affected by husbands' perceptions of unfairness).
