The aim of this paper is to shed additional light on the determinants of budget transparency in local governments. Our work is based on a Likert-type survey questionnaire specifically designed to measure budget transparency in small municipalities. The questionnaire is based on the IMF's revised Code of Good Practices on Fiscal Transparency (2007). Results from 33 Galician municipalities are used to assess its internal consistency and to test a battery of hypotheses on the determinants of budget transparency. While several previous findings of the literature are confirmed, some new results are also obtained.  相似文献

Presidential journalism is known to have grown substantially more aggressive through the 1970s and beyond, but a definitive explanation for this trend remains elusive. Some suggest that events surrounding Vietnam and Watergate transformed the professional norms of journalism. However, the trend could also be a more superficial and transitory response to other circumstantial factors that converged in the same time period, such as president-level characteristics (the prevalence of Republicans, Washington outsiders, and more vigorous news management efforts), the political environment (the rise of official discord), and the economic environment (a downturn in the business cycle). This study disentangles these various factors and assesses their relative success in explaining trends in journalistic conduct in the postwar era. Data are drawn from a large sample of presidential news conferences from 1953 through 2000, focusing on the aggressiveness of journalists' questions. The results strongly support the normative shift hypothesis, although economic factors have also been consequential. These results suggest a punctuated equilibrium model of journalistic change in relations between the White House press corps and the presidency.  相似文献

The survival of eight monarchies during the “Arab Uprisings” has put centre stage the fundamental question about the durability of this subtype of authoritarian regime. Seen from a broader historical perspective, however, the idea that monarchies have an inherent advantage in retaining power is less evident: a number of authoritarian monarchies broke down and subsequently became republics (Egypt 1952, Iraq 1958, North Yemen 1962, Libya 1969, Iran 1979), while others survived (Bahrain, Jordan, Kuwait, Morocco, Oman, Qatar, Saudi Arabia, United Arab Emirates). To account for these divergent long-term pathways we systematically compare the 13 current and former Middle East monarchies. Using a fuzzy set qualitative comparative analysis (fsQCA), we concentrate on five central explanatory factors derived from previous research – namely, external support, rent revenues, family participation, the monarch's claim to legitimate rule, and hard repression. Our findings highlight the existence of three broad pathways to monarchical survival – linchpin monarchies, like Jordan and Morocco, versus the dynastic Gulf monarchies – and also reveal a possible hybrid third pathway, one which shares linchpin characteristics, but relates to cases on the Arabian Peninsula (Oman and the historical Imamate in North Yemen).  相似文献

Using discriminant function analysis, classification accuracies for ancestry and sex in white and black South Africans were compared using North American (FDB), African groups in Howells (HDB), and South African (SADB) databases in FORDISC 3.0. (FD3). Twenty‐four standard linear measures were collected from a total of 86 black and 101 white crania obtained from the Pretoria Bone Collection. White and black South Africans classified 73% correctly in FDB, 55% correctly in HDB, and 71% correctly in SADB. The percentage of atypical cases was higher with FDB than SADB. In all three databases, misclassification occurred more with sex than ancestry revealing differences in sexual dimorphism between population groups. Broad ancestral differences may explain low misclassification rates for ancestry. FD3, with a modern South African reference sample, can assist South African anthropologists to standardize methodology and to justify procedures for estimating ancestry.  相似文献

Adult sexual dimorphism is well established. However, data regarding fetuses are sparse with contradictory results. Our study aimed to look for fetal sexual dimorphism. Multislice computed tomography (MSCT) examinations and three‐dimensional (3D) reconstructions were recorded on 93 fetal iliac bones aged between 21 and 40 weeks of amenorrhea (WA). The collection was divided into two age groups, with a cutoff at 30 WA. The 3D geometric morphometric analysis was based on outline analysis. We used elliptic Fourier analysis (EFA) because of the difficulty of landmark positioning. Step‐by‐step reconstructions allowed a better comprehension of the fine shape details. Principal component analysis (PCA) and linear discriminant analysis (LDA) were performed on the two age groups. Results did not show any difference between male and female shapes, in both age groups. We demonstrate the feasibility of outline analysis for immature shapes, but sexual dimorphism has not been established in our collection.  相似文献

The authors present a case of takotsubo cardiomyopathy (TTC) following physical assault. In France, public prosecutor orders a medicolegal assessment after an assault for all living victims. Medicolegal assessment aims to establish a causal relation between an aggression and the injury sustained. An 80‐year‐old jeweler was the victim of assault, restraint and confinement during the hold‐up of his jewelry store. After the event, he experienced constrictive chest pain with a sensation of oppression. Transthoracic echography showed apical and middle wall akinesis with apical ballooning pattern. In this case, the experts reasonably accepted that there was a direct, certain, and exclusive causal relation between the aggression and the cardiomyopathy. Forensic specialists should be aware of TTC because it is a frequent complication of stress situations and its incidence in forensic cases is probably underestimated.  相似文献

This paper analyses the standing in collective actions to enforce undefined and collective interests as well as homogeneous individual interests, according to the Brazilian legal doctrine and legislation. He treats the types of class actions, the standing to bring a suit and the adequate representation in the Latin American countries that have developed these matters: Argentina, Brazil, Chile, Colombia, Mexico and Uruguay. Of Argentinean Law, the author examines the collective amparo contained in article 43 of the National Constitutional, and the environmental and consumer’s procedures. Of Brazilian Law, the author studies the actions to enforce undefined and collective interests and homogeneous individual interests, contained in the 1990 Consumer’s Defense Code. The Brazilian Law guidelines have influenced the Model Code of Collective Procedures for Iberoamerica and the Chilean and Mexican Laws. In Colombia the collective interests are enforced by popular actions, and the equivalent to the homogeneous individual interests are defended through group actions.  相似文献

Abstract

The aim of this study is to assess the extent to which social and employment integration enhances the efficacy of social–cognitive training carried out in prison through a Spanish adaptation of the Reasoning & Rehabilitation (R & R) programme. A quasi-experimental design was used to compare a group of inmates who received only social–cognitive training with a group of inmates who also received social and employment integration and with a comparison group who received neither of these interventions. The total sample was composed of 117 repeat offenders, serving sentence for property offences, drug dealing and offences against the person. The results obtained through a Kaplan–Meier survival analysis after a 6-year follow-up indicate that both intervention groups are significantly different from the comparison group. The group that received social and employment integration had the highest level of delayed recidivism, but the difference with the group that only received social–cognitive training was not statistically significant. The results are discussed in relation to the Good Lives Model and to the Risk–Needs–Responsivity Model of offender rehabilitation.  相似文献

Branding has become common in the public sector as brands are increasingly used to influence citizens’ associations with public organizations and public services. Using experimental research replicated in three European countries, this article investigates the effect of using the European Union (EU) brand on trust in policies. Experiments were conducted among economics students in Belgium, Poland, and The Netherlands to test the hypothesis that adding EU brand elements to policies positively affects trust in those policies. The results show a consistent positive and significant effect of applying the EU brand to trust in the policies in all countries and for both policies included in the experiment—even in The Netherlands, a country characterized by a negative overall EU sentiment. These findings provide some of the first empirical evidence of the effectiveness of branding for public policy.  相似文献

This article explores the practices of democracy in Spain through the lens of its 20th-century constitutional moments, namely, those around the 1931 and the 1978 constitutions, with the aim of elucidating its changing ideological significance. Whereas in 1931, supporting democracy had a strongly partisan meaning, as every endorsement of the democratic ideal entailed a conflicting understanding of the Republic’s democratic character, in 1978 it gave rise to an integrative form of pluralism. Even if the former has left a deep imprint on Spanish politics, anticipating a kind of seemingly irreconcilable opposition between left and right, the latter has proved instrumental in the consolidation of the new democratic regime. After the institutional distortion of democracy during the four-decade dictatorship’s ‘organic democracy’, since 1977 the ideal of democracy was thoroughly recast into a pluralist ideology. Unlike views describing it as a consensual regime, the article argues that the politics of consensus tested since the 1977 constitutional debates paved the way for the accommodation of democratic pluralism; furthermore, the culture of pacts it contributed to set up has continued to inspire a new form of adversarial, parliamentary politics well beyond the transition years.  相似文献
