Some studies have contended that direct democracy has secondary benefits unrelated to its impact on policy. In particular, recent scholarship claims that the American ballot initiative process enhances political efficacy. We began with concerns about the logic and empirical methods underlying this conclusion. We connect this research to the broader political psychology literature and in doing so find little reason to expect a positive relationship between direct democracy and efficacy. Our other contribution is to subject the empirical claim to more extensive testing. In contrast to prior research, we draw from multiple data sources and consider sampling methods. The results consistently fail to indicate that direct democracy generally enhances political efficacy. We find cause for skepticism about the secondary benefits of the ballot initiative process.

To redress its deteriorating environment, Chinese leaders have elevated the environmental agenda in its political discourse, especially at the recent 17th Party Congress. In this article, I answer whether the changes and reforms enacted at the 17th Party Congress and codified in the National Eleventh Five-year Plan for Environmental Protection (PEP) address the flaws of the Chinese environmental governance regime. First I identify the critical shortcomings of China’s environmental governance. Then I examine the PEP, focusing on the reforms that correspond with each of these shortcomings. I find that the PEP reforms are insufficient in addressing the shortcomings of the Chinese environmental governance regime. However, in examining empirical evidence, I find that despite almost non-existent institutional reforms, China’s environmental performance has improved. Finally, in the conclusion, I summarize my findings, examine the implications of the paradoxical increase in environmental performance without corresponding governance reform, and suggest areas of future research.  相似文献

Self-efficacy is a key personal resource in individual development and successful adaptation, and it can serve innumerable purposes. Our study investigated levels and change rates in self-efficacy among newcomer and more experienced immigrant adolescents and tested whether acculturation-related and developmental variables explained inter-individual differences in self-efficacy in both groups. The sample comprised 480 newcomer (59% female, 15.8 years old) and 483 experienced (55% female, 15.9 years old) immigrant adolescents, assessed in four annual waves. Latent growth curve models showed newcomers to have lower levels and more pronounced increases of self-efficacy as compared to experienced immigrant adolescents. Both acculturation-related and developmental variables predicted self-efficacy. The results highlight the need for focusing on immigration stages and support the notion of combining developmental and acculturative factors in the study of immigrant adolescents.  相似文献

On 2 January 2016, armed anti-government protestors took over the Malheur National Wildlife Refuge (MNWR) in rural Oregon. The takeover of the MNWR is part of a larger, much longer set of movements called the Sagebrush Rebellion that has come to define contemporary white contestations about the federal regulation of lands in the American West. Specifically, we argue that the armed takeover of MNWR is revelatory of the way white supremacy intersects with place in important and consequential ways. In addition, we examine the politics of place and property to interrogate the way settler imaginaries affords settlers a perceived right to property and the land. We contend that this perception, illustrated by the events at Malheur National Wildlife Refuge, is enmeshed within particular conceptions of property, the frontier, and whiteness. The MNWR takeover illuminates how discourses of whiteness and property rights are essential to the ongoing production of white supremacy within the US settler state.  相似文献

If public opinion about foreign policy is such an elite‐driven process, why does the public often disagree with what elites have to say? We argue here that elite cue‐taking models in International Relations are both overly pessimistic and unnecessarily restrictive. Members of the public may lack information about the world around them, but they do not lack principles, and information need not only cascade from the top down. We present the results from five survey experiments where we show that cues from social peers are at least as strong as those from political elites. Our theory and results build on a growing number of findings that individuals are embedded in a social context that combines with their general orientations toward foreign policy in shaping responses toward the world around them. Thus, we suggest the public is perhaps better equipped for espousing judgments in foreign affairs than many of our top‐down models claim.  相似文献

This article analyses the institutional coevolution of policy sectors – in other words, the mutual influence and adaptation of the institutional connection between related policy areas. The article proposes a two‐dimensional analytical space ranging from separation to unity on one axis and from superiority/subaltern to equality on the other. The article argues that the overall governance framework behind the coevolving sectors affects the institutional relationship between the sectors. In its empirical part, the article focuses on the healthcare and public health sectors. Based on a comparative historical examination of three countries with different healthcare systems – Australia, Germany, and the United States – the article shows that healthcare and public health coevolve differently depending on the type of national healthcare system. Further research can transfer the concepts introduced in this article to the analysis of other policy challenges, such as immigration or environmental protection.  相似文献

Much of the existing research examining etiological contributors to psychopathic characteristics considers only biological and physiological deficits, with little consideration given to contextual factors that may play a role in their development. This prospective, longitudinal study examined the influence of childhood home and school environments on adolescent psychopathic characteristics among 390 youth (50.5% female; 46.2% Black/African American, 44.9% Hispanic/Latino, 6.9% Asian or Native American/Alaska Native, and 2.1% Non-Hispanic White). Specifically, this study examined (1) the effect of home chaos and poor parental monitoring on adolescent primary and secondary psychopathy and callous-unemotional traits through the lens of multiple reporters, and (2) whether classroom climate quality across three years of childhood moderated these relationships. The results indicated that delinquency and home chaos in childhood were related to primary psychopathy in adolescence and that exposure to higher quality classroom climates across childhood acted as a buffer by mitigating the negative relationship between parental monitoring in childhood and secondary psychopathy in adolescence. These findings have implications for designing interventions to mitigate the manifestation of youth psychopathy.  相似文献

The hope that policy-making is a rational process lies at the heart of policy science and democratic practice. However, what constitutes rationality is not clear. In policy deliberations, scientific, democratic, moral, and ecological concerns are often at odds. Harold Lasswell, in instituting the contemporary policy sciences, found that John Dewey’s pragmatist philosophy provided an integrative foundation that took into account all these considerations. As the policy sciences developed with a predominantly empirical focus on discrete aspects of policy-making, this holistic perspective was lost for a while. Contemporary theorists are reclaiming pragmatist philosophy as a framework for public policy and administration. In this article, key postulates of pragmatist philosophy are transposed to policy science by developing a new theoretical model of transactive rationality. This model is developed in light of current policy analyses, and against the backdrop of three classical policy science theories of rationality: linear and bounded rationalism; incrementalism; and mixed-scanning. Transactive rationality is a “fourth approach” that, by integrating scientific, democratic, moral, and ecological considerations, serves as a more holistic, explanatory, and normative guide for public policy and democratic practice.  相似文献

In the literature on privatisation and restructuring it is a generally held belief that manager owned firms will be restructured more rigorously than worker owned companies. This gives the clear recommendation that property rights and control rights should be allocated to managers in the process of (insider-) privatisation. One of the implied arguments is, that managers' career concerns will make them eager to prove their ability by improving company efficiency. The present model shows that in the transition context managers' career concerns might result in the opposite effect. If the bulk of job opportunities are in worker controlled firms, the managers of the few manager controlled firms will want to appear soft on excess labour capacity – hence, restructure less harshly – in order to improve their career opportunities.  相似文献
