中越边民跨国婚姻法律问题探析

中越边民的跨国婚姻自古以来就存在,因为他们地域相连,文化相似,语言相通.随着中国改革开放、睦邻友好政策的进一步实施,这种跨国婚姻必定越来越多.目前,这种跨国婚姻还存在办理结婚登记手续难、申请加入国籍难、加入户籍难等问题.这些问题给家庭、社会带来诸多影响.要解决这些问题,有必要采取系列措施,尤其是在法制方面进行一系列完善.     

The Politics of Poverty Mis-targeting in China

Based upon a county level analysis, this article explores the complex processes of poverty mis-targeting in China and supplements the pre-existing literature with a bottom-up analysis. It argues that the rational calculations of key county leaders, shaped by a combination of formal and informal institutions, determine whether a county, irrespective of poverty level, competes for the title of “state-designated poorest county (SDPC).” This article also demonstrates that the interaction between formal and informal institutions is dynamic and subject to change. For future relevant research, this article suggests to analyze the practice of poverty reduction in a disaggregated manner by examining the interplay within and among different levels of government. 从教育公平的角度看我国公共政策的价值取向

无论是在理论上还是在实践中,我国公共政策都应以公共利益为价值取向。目前我国教育发展不均衡,教育资源配置失衡、重点学校制度、教育政策中的“城市取向”以及教育腐败都严重损害了教育公平。为了促进教育公平,使全体社会成员都能平等地享有受教育的机会,需要对我国教育政策价值取向进行调整,做到公平与效率并重,真正实现我国教育政策的大众取向;做到城市教育反哺农村、均衡分布教育资源以及建立有效的利益平衡机制和转移支付制度等。     

中国能源外交与地缘政治——以石油为例

中国在崛起的过程中,已受到了能源瓶颈的制约,能源安全日益突出。为了积极应对,中国开始关注与能源相关的地缘政治因素的变动,在双边乃至多边关系中突出以能源合作为特色的“能源外交”。虽然中国在开展能源外交时有其潜在优势,但也面临着挑战。因此,我们应该按照“一个中心、两个基本点”,即以重塑形象为中心,以对能源地缘政治和相互依赖的认知与实践为两个基本点来构建中国能源外交战略,积极推动在互利平等、互相尊重的基础上进行国际能源合作。     

扩大公众参与 推动政治文明建设

政治文明建设与公众参与是有机统一的,政治文明的发展要求不断地扩大公众的参与。不断提高公众参与意识和健全公众参与机制,推动政治文明的建设和发展。     

对公安院校警体教学改革的研究与探讨

在加快改革开放和发展社会主义市场经济的新形势下,公安工作面临的形势更加严峻,任务更加艰巨、繁重。因此,对警察的身体素质和警务实战技能提出了越来越高的要求。公安院校作为培养未来警察的重要基地,警体教学应贴近公安工作实际。强化课程和教材建设,优化教学整体结构,精选教学内容。进一步建立和完善以增强学生体质,提高体能为基础、掌握警体技能为重点、强化实战运用能力为目标的教学训练体系。使警体教学为增强公安队伍战斗力发挥更大的作用。本文就有关警体课程和教学训练中存在的一些问题进行探讨,目的是为警体教学的改革提供参考。     

Selenium determination in mother and child's hair by electrothermal atomic absorption spectrometry

A method for the selenium determination in a mother and her child's hair using palladium as a chemical modifier was optimized. The sample was digested with nitric acid and hydrogen peroxide and diluted to 5 ml. To achieve complete mineralization the samples were ashed at 1200 degrees C in the presence of palladium as a chemical modifier. The optimum atomization temperature was 1900 degrees C. The precision and accuracy of the method were studied using the reference material CRM 397. Results of calibration using aqueous standards and the standard addition method were compared. The method was applied to the selenium determination in 30 samples of the mother's and child's hair. The levels found were 0.54 +/- 0.34 microgram/g for mother's hair and 0.77 +/- 0.25 microgram/g for child's hair.
