Averting Environmental Justice Claims? The Role of Environmental Management Systems

Today, more regulatory provisions are in place for protecting low‐income minority populations who shoulder a disproportionate amount of environmental risk. Recognized as communities of “environmental justice,” industrial facilities located within these areas bear greater legal liabilities for and societal scrutiny of their environmental impacts. The authors offer compelling evidence that, in an effort to avoid regulatory and societal claims that they are disproportionately harming minority and ethnic populations, businesses operating inside environmental justice communities tend to adopt an environmental management system (EMS). The article probes whether industries actually improve the environment as a consequence of EMS adoption or whether such systems are simply used to avoid greater governmental scrutiny without necessarily reducing overall environmental risks.     

O,The Roast Beef of Old England! Brexit and Gastronationalism

‘Gastronationalism’ is the idea that there are distinctive and authentic national food cultures that are threatened by the forces of globalisation. It is a myth: there are no unique or authentically distinctive national culinary cultures. But the idea of gastronationalism is a powerful one that can have important political effects, as Brexit shows. In this article, I chart the rise of British food with regard to Britain’s historical relationship with Europe and the EU. I consider how different understandings of British food culture—one more nativist, one more cosmopolitan—have played a symbolic role in the debate on Brexit, before considering the broader relationship between contemporary populist nationalism and gastronationalism.     

The State,Identity, and the National Question in China and Japan,by Germaine A. Hoston

Abstract

This very dense book represents a significant effort to come to terms with the “national question” in radical discourse—the meaning of the nation in relation to, or in opposition to, the state—through the prism of the adoption of Marxist ideas in China and Japan in the late nineteenth and twentieth centuries. This is a critical problem inasmuch as issues of state-building in China and of state hegemony in Japan have dominated the recent histories of those two countries.     

Bridging social and environmental risks: the potential for an emerging environmental justice framework in South Africa

Whereas anti-apartheid social movements engaged collectively against a repressive regime, especially in actions against social injustices, post-apartheid civil society has witnessed fragmentation when it comes to engaging jointly against neoliberal risks such as poor/no service delivery, privatisation, and environmental pollution. Civil society has not linked struggles into a coherent ideology to comprehensively challenge neoliberalism and associated risks. Research has not explored the underlying elements that contribute to reinforcing fragmentation. This article reviews the literature on key social and environmental struggles in order to draw out common elements and differences that reinforce fragmentation. The paper highlights the need for social and environmental activists to engage collectively both within their respective arenas, as well as across the social and environmental divide, if an environmental justice framework is to emerge. Social movements advocating social justice could serve as a platform to incorporate environmental discourses into their struggle to assist in formulating an environmental justice framework.
