AbstractIn much of the world, reporting on the environment is like reporting on motherhood. It cuts across all political, economic, and social lines, and it's a safe beat. This is not true in the Philippines, where being an environmental reporter means taking on the richest and most powerful forces in the country. Abstract A significant change in the finance of social housing in the 1980s was a movement to transfer responsibility for funding to the private sector. This article argues that governments must continue to be involved in social housing finance as this movement progresses. Financing initiatives undertaken in Australia are used to signal the risks associated with the provision of social housing finance, to illustrate the mechanisms employed to manage these risks, and to highlight the conflicts that arise when a mix of public and private funding is attempted. The article proposes the introduction of “equity bonds” as an innovative way to raise funds for social housing and to overcome inefficiencies arising from the present complex and costly administrative structures. However, a commitment to ongoing subsidies to close the full rental gap is necessary for equity bonds to serve those most in need. 相似文献

The issue in bureaucracy and democracy is one of control. This paper calls for greater control resources for elected officials whereby they can overcome the abundant power resources of bureaucrats. A process of exchange as against a process of authority is suggested as a strategic means of democratic control over bureaucracy. Successfully meeting the challenge of reconciling deeply cherished norms of popular control with dependence on appointed administrators requires acknowledgement not only of the rights of the controllers but also of the powers of the controlled.(1) It requires thinking strategically about creating and marshaling alternative resources to counteract the abundant resources bureaucrats have, to circumvent control for both selfish and public spirited reasons. Such a focus on resources suggests the fruitfulness of conceptualizing democratic control more as a process of exchange than as an exercise of authority. 相似文献

In the context of drastic cutbacks many Dutch municipalities consider citizens’ initiatives (CIs) as an attractive alternative for municipal policies aimed at improving the livability and safety in neighbourhoods, simultaneously building responsible citizenship. In this paper we combine different theoretical perspectives to analyse the institutional settings in which CIs are being realised, and how municipalities try to facilitate such initiatives. Municipalities can do this by either trying to structure the relevant networks or by various forms of process management. This analysis sheds light on how municipalities use a variety of instruments to mobilise citizens to participate in CIs. In using such instruments they can influence various factors (like motivations, personal resources, social capital and expected responsiveness; cf. AbstractPrompted by the rise of the emerging economies and the growing importance of the G20, the OECD has formally announced its intention of establishing itself as a key actor in global policy coordination. As part of this ambition, it has embarked on cultivating closer relations with five G20 countries it designated as key partners through the so-called “Enhanced Engagement” programme: Brazil, China, India, Indonesia and South Africa. Social values and status cause diverse obstacles for escaping abuse (e.g., belief in the sanctity of marriage vs. financial
necessity to stay for survival). India provides a unique opportunity to explore the interplay of status and corresponding
patriarchal values in relation to the incidence of domestic violence and how it is viewed, coped with, and psychologically
impacting native women. Sixty-four women of Tamil Nadu, India were surveyed. Women of higher status were found to be less
likely to acknowledge abuse as a societal problem, accurately identify abuse events, and seek help or report abuse. Women
who had more realistic conceptions of abuse were more likely to seek help but also likely to experience more severe psychological
distress. All of the women surveyed had symptoms of post-traumatic stress disorder that were exacerbated by unsuspected variables.
The implications of these findings are discussed in light of public health strategies. 相似文献

This study describes past-year prevalence and effects on mental health and drinking outcomes for harassment and discrimination in the workplace (HDW) in a nationally representative random digit dial phone survey conducted in 2003-2004 (n = 2,151). HDW measures included experiences and perceptions of sexual harassment (SH) and generalized workplace harassment (GWH), and perceived harassment or discrimination because of race or ethnicity. Prevalence was examined by sex, race, age, occupation, marital status, and education. Effects of HDW were assessed controlling for demo-graphics and job and life stressors. Experiencing multiple types of HDW was common. SH was more prevalent among women, and Blacks and those of other or mixed race or ethnicity experienced the highest levels of HDW overall. HDW variables explained additional variance in problem drinking and mental health beyond life and job stressors, particularly for women. This study demonstrates that HDW is a prevalent problem associated with poor mental health and problem drinking in the U.S. workforce. 相似文献

Kelly and Lamb (2000) recently provided a summary of the attachment literature and a set of guidelines for visitation and custody for young children in divorced and separated families. Here, Solomon and Biringen review the same literature with an eye to critically evaluating these guidelines, especially the suggestion that more, rather than fewer, transitions between parents are appropriate for very young children. Three types of empirical findings raise questions regarding the appropriateness of Kelly and Lamb's guidelines. These include differences in the development of infant-mother and infant-father attachments, young children's sensitivity to overnight separations from the primary caregiver, and the possibility of infant preferences for primary versus secondary caregivers in times of stress. The authors argue that considerably more rigorous research is required before submitting Kelly and Lamb's suggestion to social policy. 相似文献
