In the early 1990s, the European Union (EU) initiated two strategies, one deepening integration, the other widening it, to combat the increasingly important soft security agenda. This article seeks to assess the effectiveness of the EU’s response to the new security environment and speculates as to whether the completion of one process makes the achievement of the other more difficult, if not impossible. One focus will be on the development of border management on the EU’s periphery. Are the applicant states sufficiently prepared for the task of acting as the EU’s external frontier guard? The reactions of existing member states is also put under the spotlight. Arguably, their failure to promote a more equitable burden sharing arrangement, coupled with the decision to maintain internal frontier controls with applicant states for a transitional period after accession, has made the task of securing a strong external frontier more difficult. The European Police Office (Europol) forms the centerpiece of analysis in relation to the deepening of integration. Shortly after 9/11 any kind of engagement, let alone reconciliation, with the Taliban was considered absurd. Recently, however, Afghan as well as Western elites have announced that they are now willing to talk to parts of the Taliban in an attempt to begin a reconciliation process in Afghanistan. This article focuses on the discourse theoretical framework developed by Ernesto Laclau and Chantal Mouffe and illustrates the merits of such an approach for explaining how such a shift became possible. It argues that the turn to reconciliation with the Taliban was enabled by a transformation of the discursive construction of the Taliban. The article focuses on the discursive dynamics of the (de)coupling and differentiation of signifiers as a central mechanism of meaning production. It argues that antagonistic identity constructions in the context of the global war on terror formed the discursive background against which the Taliban were first articulated as part of the terrorist “Other”, which made any engagement impossible. From 2009 onwards, however, it can be observed how the signifier “Taliban” was decoupled from the identity of the “terrorist”, how it transcended the antagonistic frontier and came to be seen as an entity worthy of engagement. 相似文献

Although researchers have identified individual-level predictors of nonphysical bullying among children and youth, school-level predictors (i.e., characteristics of the school environment that influence bullying exposure) remain largely unstudied. Using data from a survey of 1,838 students in 21 Boston public high schools, we used multilevel modeling techniques to estimate the level of variation across schools in student reports of nonphysical bully victimization and identify school-level predictors of bullying. We found significant between school variation in youth reports of nonphysical bullying, with estimates ranging from 25-58%. We tested school-level indicators of academic performance, emotional well-being, and school safety. After controlling for individual-level covariates and demographic controls, the percent of students in the school who met with a mental health counselor was significantly associated with bullying (OR = 1.03, 95% CI = 1.01, 1.06). There was no significant association between school-level academic performance and perceptions of school safety on individual reports of bullying. Findings suggest that prevention and intervention programs may benefit from attending to the emotional well-being of students and support the importance of understanding the role of the school environment in shaping student experiences with bullying. 相似文献

The recent housing crisis has generated debate over the benefits and risks of policies and programs promoting homeownership for low and moderate income households. One important facet of this conversation is whether prepurchase homebuyer education (HBE) is effective in reducing default or foreclosure risk. Studies to date have primarily focused on default risk and have faced challenges in accounting for borrower selection into HBE. This study analyzes the outcomes of a natural experiment in the provision of a classroom‐based HBE program during the start‐up phase of a down payment assistance loan program at Tennessee's state housing finance agency in 2002. A competing risks analysis of monthly payment data from 2002 to 2009 for 732 mortgages indicates that, after controlling for borrower, mortgage, and economic factors, HBE did not reduce default risk, but was associated with 42 percent lower odds of foreclosure. Among borrowers who defaulted, HBE was associated with an increased probability of curing a first default and of avoiding foreclosure post‐default. Policymakers should consider the timing and intensity of HBE programs needed to influence default risk and how HBE may promote sustainable homeownership by influencing borrowers’ help‐seeking behavior and strategies for resolving defaults. 相似文献

Health ombudsmen (health complaints commissioners), an unusual entity internationally, exist only in England, New Zealand, and the Australian states and territories. Established to respond to complaints from patients, the intention is to make health services and professionals more accountable to the public. Most cases are handled around the softer base of a regulatory pyramid, such as advice to complainants and requests to providers for an explanation and/or apology. Few cases escalate to investigations and prosecutions. Although the legal powers of some health ombudsmen to redress individual grievances have been strengthened, most lack the independent power to initiate an inquiry into systemic problems. To produce quality improvements, health ombudsmen need powers to require compliance from providers and to initiate inquiries. With the advent of new health sector regulators, health ombudsmen must negotiate their role and function within expanding networks of governance. 相似文献
