Managing the MedUSA: comparing the political economy of US–Japan,US–German,and US–UK relations

Abstract

International experience tells that public services often fail to work for those in need. To make things work requires complex institutional changes that are difficult to come by, let alone sustain. This paper examines the situation of rural public service provision in China and a local attempt to revamp the service provision institution through adjusting the mix of state and the market. It reveals the dialectical process of policy evolution whereby innovation, and resistance to it, has emerged.     

Serious about Change: A Gendered Examination of the Impact of Offense Type on Parole Success

Female offender populations are growing at an unprecedented rate. The present study examines gender differences among a large sample of male and female offenders as related to seriousness of their offense and success on parole. Data analyzed were originally collected from a random sample of parole case files in California. Results revealed that although gender does significantly impact parole success, seriousness of the offense does not. Other significant factors include age at release on parole, criminal history, and measures of stability upon release. The need for wrap-around services, comprehensive treatment models, and funding for gender-specific services are discussed.

Abstract

Summary: This article reports a piece of original research into the links between the trafficking in women and children across the globe and how such trafficking practices have been facilitated by developments in technology and telecommunications. The connections between prostitution in the Mekong Sub-Region, pornography on the Internet, and sex tourism have also been researched, based on the experiences of women and children and the men who exploit them.     

How Economic Empowerment Reduces Women’s Reproductive Health Vulnerability in Tanzania

This article uses data from Northern Tanzania to analyse how economic empowerment helps women reduce their reproductive health (RH) vulnerability. It analyses the effect of women’s employment and economic contribution to their household on health care use at three phases in the reproductive cycle: before pregnancy, during pregnancy and at child birth. Economic empowerment shows a positive effect on health seeking behaviour during pregnancy and at child birth, which remains robust after controlling for bargaining power and selection bias. This indicates that any policy that increases women’s economic empowerment can have a direct positive impact on women’s RH.     

Cognitive Constructs and the Intention to Remit

This paper explores migrants’ motivations to remit from a new, behavioural (cognitive) perspective, based on Structural Equation Modelling. We supplement the mainstream economic analyses of migrants’ observed characteristics by analysing remitting behaviour based on the Theory of Planned Behaviour (TPB). With this behavioural lens, we show that non-tangible, cognitive constructs are highly relevant in explaining the intention to remit. Results underline the fact that migrants’ attitudes and norms, the latter in particular driven by the family, are decisive for remitting. Classical socioeconomic variables also show significant results, but contribute comparatively little to explaining the intention to remit.     

The United States in a world of rising regional powers: farewell Lilliput,hello Shanghai

Regional powers such as China, India, Russia, and to a lesser degree Brazil and South Africa, now occupy a significant role on the world stage. The United States, while still enjoying superpower status, has taken note. At the same time, the transnational nature of the challenges facing the world will require multilateral and bilateral co-operation perhaps unprecedented in modern history. How will the United States respond to these new requisites within the context of this changed world? While it is too early to assess the Obama administration's foreign policy substantively, it looks to be adopting an approach emphasising the building of consensus and multilateralism in its international engagement. Moreover, there is reason to expect that it will actively seek a more constructive set of relationships with regional powers. United States domestic political constraints may yet hamper Obama in this new approach, as might the type of response the new administration receives from old and new powers to its overtures. Whether the changes are more in tone than substance remains to be seen.
