Global governance and communicative action: a study of democratic participation during planning for the Lyon–Turin rail link

Organisation–stakeholder engagement during planning of a high‐speed rail link between France and Italy is described and analysed in this paper. Conceptualising organisation–citizen engagement as a form of deliberative democracy, the study's theoretical framework draws upon literature from communication, social and political science. Following a review of governance for transnational organisation–stakeholder engagement, communication methods used by one transnational organisation, Lyon‐Turin Ferroviaire (LTF), to engage in ‘discursive legitimacy’ with affected parties, is studied. A qualitative case study approach examines whether LTF's engagement with stakeholders provides opportunities for democratic participation rather than creating a democratic deficit in the public sphere. Results point to a lack of mechanisms through which transnational policy makers can be held accountable‐leading in this case, to a legitimacy crisis for institutions involved, threatening their ability to justify the economic and transportation viability of the project. This articlereports on a related study of the views of Australian judgesconcerning the issue. It explores the reasons that judges gavefor being opposed to or cautiously in favour of having conversationswith children before and after making their decisions. We examined the validity of the Referral Decision Scale (RDS), a test designed to screen for mental disorder in jail inmates, in a sample of 790 men admitted to an urban pretrial jail. Our results indicated that, in general, the RDS had excellent reliability and acceptable validity as a screening measure for serious mental disorder in jail settings, despite making a large number of false positive errors relative to both contemporaneous and subsequent assessments of mental disorder. Although the RDS is well suited for use in research, more information is needed before the test is used for clinical purposes. We discuss some potential problems with the use of the RDS in correctional systems. 相似文献

Universities are widely recognized as a critical source of technological innovation and are heralded for the entrepreneurial ventures cultivated within their walls. To date, most research has focused on academic entrepreneurship—new ventures that spin out of academic laboratories. However, universities also give rise to startups that do not directly exploit knowledge generated within academic laboratories. Such firms—and the societal and economic benefits they create—are an important contribution of modern universities. We propose a framework for understanding the full scope of university entrepreneurship and its driving factors, with the goal of providing scholars, university administrators, and policymakers with insights regarding the resources required to foster entrepreneurship from within the ivory tower. 相似文献

Herbert C. Pell served his nation as an Ambassador and member of the US House of Representatives, as well as US Representative on the United Nations War Crimes Commission (UNWCC). This article presents his struggle with the US State department and the bureaucratic and legalistic dispute that developed over the UNWCC particularly with respect to policy considerations surrounding whether or not to prosecute crimes against humanity committed by the Nazis in Germany and satellite territories. The article traces Pell’s initial difficulty engaging with the work of the UNWCC due to the State Department’s delaying techniques and the absence of clear instructions from either the State Department or the President. Moreover, it is shown how Pell struggled to convince the State Department and his fellow UNWCC members to include the above-mentioned crimes. This debate and Pell’s role has remained largely unknown to a public that considers the post-war Nuremberg war crimes trials an achievement in the advancement of international law and justice. To whatever extent those trials were such, particularly in advancing international human rights law by adjudicating Axis war criminals for crimes against humanity, it is singularly noteworthy that Axis war criminals might not have been prosecuted at all for these crimes were it not for the efforts of Herbert Pell. 相似文献

An ecological perspective to school readiness focuses on child and family readiness by enhancing the developmental contexts and relationships within which children reside (e.g., home environment, parent–child relationship, home–school relationships). The Getting Ready intervention is an ecological, relationally based, tiered intervention providing both universal and intensive services to children and families to promote child and family school readiness. Intensive level consultation services were provided via Conjoint Behavioral Consultation (CBC; Sheridan & Kratochwill, 1992, 2008). The purpose of this article is to describe the implementation and effects of CBC within the Getting Ready intervention to promote child and family school readiness.
