Abstract

In order to obtain the most informative and correct statements, witnesses should be heard as soon as possible after the incident. However, this is not always possible. This experimental study investigated whether completing a Self-Administered Interview form (SAI) immediately after a critical event could enhance children's witness performance at a later stage. Children (N = 194, age 11–12) reported their memory of an event in a structured SAI, an open SAI, or did not report their memory (control). Two weeks later, the children were interviewed about the event. Before the interview, half of the children were subjected to social influence from a co-witness. Children's free recall of the event was enhanced by the SAI. More precisely, children in the SAI-Structured condition reported more details about the event than children in the SAI-Open condition and the control condition, without a loss of accuracy. The SAI manipulation did not, however, reduce children's vulnerability to social influence. The results suggest that the use of a SAI might prove a simple and yet effective way of increasing the quality of statements from child witnesses in some situations.  相似文献

Alcohol affects memory in many, and mostly negative, ways. This is a problem in legal contexts as many witnesses are alcohol intoxicated when taking part of the critical event. However, research is sparse regarding how, and under what circumstances, the reports of alcohol intoxicated witnesses differ from those of sober witnesses. This study investigated whether alcohol intoxicated and sober eyewitnesses differ regarding completeness, accuracy, and type of information reported, as well as whether gender influenced these variables. Eighty-seven healthy men (n = 44) and women (n = 43) received either an alcoholic beverage (0.7 g/kg) or a control (juice) in a laboratory setting before viewing a film picturing intimate partner violence. Ten minutes after viewing the film, they were interviewed. Reports by alcohol intoxicated women were less complete, but as accurate, as sober women's. In contrast, intoxicated and sober men did not differ regarding completeness or accuracy. Furthermore, compared with sober women, intoxicated women reported fewer actions but no difference was found between the groups regarding reported objects. At this moderate dose, alcohol affected women's reports more than men's, which may be because alcohol affects attention and memory consolidation more clearly at a lower dose for women than for men.  相似文献

This paper advances the notion that leaders’ behavior in public organizations impacts employee emotions and workplace functioning. The paper proposes a conceptual model showing the impact that specific leader behaviors have on employee momentary emotions and thereby subjective well-being, organizational citizenship behavior, and job performance. Findings from research on leader behaviors and follower outcomes in private organizations and workplace emotions are used to show the importance of understanding and promoting types of leader behaviors that enhance employee and organizational outcomes within public institutions. It is expected that this model will facilitate future research in this area.  相似文献

Abstract

Two recent books make significant contributions to the scholarly literature both in East Asian security studies and in international relations theory more generally. While developing international relations theory by drawing from the non-Western experiences of East Asia, these books complement the existing international relations theory that has been criticized for being overly West-centric. The books also develop some interesting East Asian, neopragmatic ideas on the “theory of theory” in international relations. These ideas have a potential of not only changing our answers to questions about East Asian security but also reformulating the questions we ask in our investigation of international security issues.  相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance.  相似文献

The purpose of this article is to analyse the costs of introducing quasi-markets to the public sector in practice and to discuss if quasi-markets have been efficient when costs are added. Transaction costs, which will follow instead of hierarchy costs, are difficult to identify and therefore examine. In addition, costs will accrue from changing the mode of governance. The article concludes that creating quasi-markets produces some costs which reduce both technical and allocative efficiency, but what is most problematic is that those costs which are impossible to measure in practice are of greater significance.  相似文献

Over 30 years ago, Eric Browne and Mark Franklin demonstrated that parties in a coalition tend to receive portfolio payoffs in almost perfect proportionality to their seat share. Even though this result has been confirmed in several studies, few researchers have asked what the underlying mechanism is that explains why parties receive a proportional payoff. The aim of this paper is to investigate the causal mechanism linking party size and portfolio payoffs. To fulfil this aim, a small-n analysis is performed. By analysing the predictions from a statistical analysis of all post-war coalition governments in 14 Western European countries, two predicted cases are selected, the coalitions that formed after the 1976 Swedish election and the 1994 German election. In these case studies two hypotheses are evaluated: that the proportional distribution of ministerial posts is the result of a social norm, and that parties obtain payoffs according to their bargaining strength. The results give no support to the social norm hypothesis. Instead, it is suggested that proportionality serves as a bargaining convention for the actors involved, thus rendering proportional payoffs more likely.  相似文献

In Western countries today, security is seen predominantly as a problem of public places. This has given rise to a growing demand for new strategies of governing public places, the most popular of which are crime prevention, community policing (e.g., zero tolerance) and partnership. Their aim is to encourage the public sector, voluntary organizations and market actors to work more closely with the police in a local effort to create and maintain a safe living environment. This article looks at what kind of reception the new methods of governing public places have received in three Finnish cities (Helsinki, Lappeenranta, and Tampere) by reviewing their newly formulated security plans and programmes. The analysis of this document material makes use of the concept of moral regulation. The analysis focuses on the kind of local security problems that are identified in these security plans as targets of moral regulation; what kinds of techniques they propose for addressing and resolving these problems; and in what kind of crime prevention role they position the subjects of moral regulation (police officers and police partners) and the objects of moral regulation. The analysis shows that Helsinki aims to regulate the problems occurring in public places by emphasizing a neo­liberal ethos. Lappeenranta, on the other hand, walks a tight­rope in its security plan between communitarian and welfare state ambitions. Tampere, for its part, responds to the security threat in public places by adopting a neo­leftist stance (cf. the Third Way).  相似文献

This article analyses cutbacks in Finnish social and health care programmes. Eight hypotheses were formulated and then tested with empirical cutback data from 1991–95. The analysis showed that strictly administrative programmes and those focused on marginal groups were more likely to be cut more than other programs. These results partially endorse to the ‘vote‐maximising politician’ and the ‘blame‐avoidance’ hypotheses. Political decision‐makers try to distribute the cuts so that harm to the vast majority of voters is minimised. In addition to this, it seems to be easier for politicians to pass the blame for unpleasant cuts to others. The empirical analysis did not corroborate the ‘bureaucratic politics’ theory according to which bureaucrats are in such an important position in the budgetary process that they can protect themselves from cuts. The analysis showed that the administration was hit by cuts significantly harder than other programmes, nor was the impact of powerful interest groups significant in the analysis.  相似文献
