This paper provides new evidence to inform the policy debate about the effect of a newly important industry—the temporary help industry—on the labor market outcomes of low‐income workers and those workers who are at risk of being on public assistance. The core issue of whether temporary help work harms the long‐term prospects of disadvantaged individuals depends critically on the alternatives available to the worker. Temporary employment results in labor market outcomes that are better than not working at all. For example, while nonemployed public assistance recipients have only a 35 percent chance of being employed a year later, those who were in temporary employment have almost twice the likelihood of being employed in the same period. Developmental change in the impact of stressful life events and coping styles were assessed among Israeli preadolescent and adolescent boys. A school sample completed a questionnaire tapping emotionally, cognitively, and practically oriented styles of coping, along with a life event survey. Teachers reported on behavior and adjustment. Analyses revealed that coping among preadolescent males was relatively undifferentiated and of limited efficacy. The transition to adolescence saw an increased qualitative differentiation of emotionally from practically or cognitively oriented coping styles, as well as quantitatively greater use of cognitively oriented coping. Further, cognitively and practically oriented coping served as effective foils to the adverse effects of stress, whereas emotionally oriented coping was counterproductive. Discussion focused on the possible contribution of cognitive growth to coping, as well as the relative utility of adult models for the study of coping in young populations.Received doctorate in educational psychology from University of California, Los Angeles. This study examinedinterpersonal andintrapersonal risk for substance use in a sample of Caucasian and Hispanic early adolescents. A total of 1170 sixth and seventh graders, equally divided by gender, participated. Interpersonal risk was assessed by susceptibility to peer pressure, parental monitoring, peer substance use, parent-child involvement, and school adjustment. Intrapersonal risk was measured via self-efficacy, impulsivity, aggression, depression, and academic achievement. As expected, mean level of use did not differ between ethnic groups. Regression analyses indicated susceptibility to peer pressure and peer alcohol use were the best predictors of individual substance use. These findings were consistent across gender and ethnicity. In all groups, interpersonal variables accounted for more variance in predicting risk (49% for Hispanic males) than intrapersonal variables (0% for Hispanic females). Conventional wisdom suggests that the best way to persuade Americans to support changes in health care policy is to appeal to their self-interest - particularly to concerns about their economic and health security. An alternative strategy, framing problems in the health care system to emphasize inequalities, could also, however, mobilize public support for policy change by activating underlying attitudes about the unfairness or injustice of these inequalities. In this article, we draw on original data from a nationally representative survey to describe Americans' beliefs about fairness in the health domain, including their perceptions of the fairness of particular inequalities in health and health care. We then assess the influence of these fairness considerations on opinions about the appropriate role of private actors versus government in providing health insurance. Respondents believe inequalities in access to and quality of health care are more unfair than unequal health outcomes. Even after taking into account self-interest considerations and the other usual suspects driving policy opinions, perceptions of the unfairness of inequalities in health care strongly influence respondents' preferences for government provision of health insurance. 相似文献

A modern budget reform, performance‐based budgeting (PBB) emphasizes the measurement of government performance by agencies and public servants. In this article we define PBB as requiring strategic planning regarding agency mission, goals and objectives, and a process that requests quantifiable data that provide meaningful information about program outcomes. Performance‐based budgeting requirements are now pervasive in the states. Of forty‐seven states with PBB requirements, thirty‐one have legislated the process to be conducted, while sixteen have initiated the reform through budget guidelines or instructions.1What remains unknown, yet of vital interest to state administrators, their staff, legislators, and citizens, regards implementation status of PBB systems. How many states are utilizing a PBB process as prescribed by law or administrative directive? And if PBB has been implemented, has it been successful regarding improvement of agency effectiveness and decision making about spending? Perhaps most importantly, has PBB influenced appropriation decisions?. This research is based on responses to a mail survey of executive and legislative budgeters regarding the PBB system established in their state. Results discussed in this article consider budgeters’ response about PBB implementation status and effectiveness as conducted. We find that there are differing perceptions across the branches of government regarding both the extent of PBB implementation as well as its success. Results show that states with better‐known PBB systems have not necessarily realized greater success in terms of effectiveness from this budget reform than states with less popularly known systems, at least as perceived by the budgeters included in this article. 相似文献
